MINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL
May 11 , 1981
The meeting was called to order by Mayor LaValle at 7:00 PM.
PRESENT: LaValle, McAllister, Schletty, Vail
Attorney Charles Johnson
ABSENT: Irsfeld
MOTION: McAllister made motion, seconded by Vail, that compliance with Article 20-1 ,
Subd. E, has been complied with, and that all legal notices of this meeting
have been provided in accordance with the ordinance.
VOTING FOR: LaValle, McAllister, Schletty, Vail
MOTION CARRIED

Letters of resignation had been submitted by Mayor LaValle and Councilman Irsfeld.
Mayor LaValle stated that he would be withdrawing his resignation, and speaking for
Councilman Irsfeld, that his would also be withdrawn.
Mayor LaValle stated firmly that no "one" problem had prompted his resignation, but
rather multiple of situations. LaValle stated that he will not file for reelection
when his term was expired, and that Councilman Irsfeld would resign December 31 , 1982.
MOTION: McAllister made motion, seconded by Schletty, that the letter dated
May 4, 1981 , and signed by Mayor Marvin LaValle, indicating his resig-
nation, be accepted and retained as a matter of record. Let the record
show that Mayor LaValle has withdrawn the resignation.
VOTING FOR: LaValle, McAllister, Schletty, Vail
MOTION CARRIED
The Council then discussed ways in which everyone contributed to the problems now
at hand, and ways in which these problems could be remedied.
The City Attorney then discussed the different ways in which the city could legally
discuss personnel matters: 1 ) general meeting, 2) executive session, and 3) special
work session for a stated purpose. The City Clerk stated that she would prefer to
have these matters addressed at an executive session. The City Attorney will report
at the next Council meeting the procedure to be followed for an executive session.
The possibility of hiring of a part-time bookkeeper was discussed. Because of the
constant interruptions in the clerk's office, the clerk did not feel she was able
to devote the attention to the city's books that is required.
MOTION: McAllister made motion, seconded by Vail, that the city advertise for a
bookkeeper for the position of 'bookkeeper for the City of Hugo, and re-
quest resumes be send to the city no later than June 10, 1981 .
MOTION: LaValle made motion, seconded by McAllister, to table this matter until
the response is received from the City Attorney on executive session.
VOTING FOR: LaValle, McAllister, Schletty, Vail
MOTION CARRIED

Mayor LaValle suggested that each councilman write down the issues they would
like to address at a future time. Councilman McAllister stated that he will
renew an effort of communication between the City Council and the Planning
Commission.
MOTION: Schletty made motion, seconded by Vail, to adjourn at 9:08 PM.
All aye. Motion Carried.

Letthe record show that there had been no visible increase
in the duties by the City Clerk despite efforts by the go-
verning body to call to her attention, on numerous occasions
during the past several years, the problems associated with
her performance.
