November 19, 1981
The special meeting was called to order by Mayor LaValle at 7:05 PM.
PRESENT: LaValle, McAllister, Vail
Charles Johnson and Howard Kuusisto
ABSENT: Schletty and Irsfeld
CATHERINE. ANDERSON - SWANNY'S OF HUGO, INC.
LaValle stated that all applications were in order for 1982, and that Mrs. Anderson
is, in fact, the sole holder of shares in the corporation.
MOTION: McAllister .made motion, seconded by Vail, to approve the OFF SALE LIQUOR
LICENSE for CATHERINE E. ANDERSON DBA SWANNY'S OF HUGO, INC. , 14559 Forest
Boulevard North, in the amount of $100.00.
VOTING FOR::: LaValle, McAllister, Vail

DOUG DRIGGS - HEC FUZZY, INC.
Mr. Driggs stated that the closing was set for 9:00 AM, November 20, 1981 , and at
that time, all the necessary documents would be signed. He stated that the back
taxes had been paid, and that the water bill with the city would be paid on the 20th.
MOTION: LaValle made motion, seconded by McAllister, to approve the transfer of
the 1981 OFF SALE, ON SALE, ON SALE SUNDAY LIQUOR LICENSES, CIGARETTE,
and BILLIARD LICENSES for HEC FUZZY, INC. , DBA HEC FUZZY SALOON & EATERY,
13891 Forest Boulevard North, in the amount of $306.00, subject to an
approved police check being submitted to the clerk's office prior to
issuance. Approval also subject to closing. The city will be provided
with signed copies of all necessary documents, along with evidence of
payment of delinquent bills with the city.

MOTION: LaValle made motion, seconded by Vail, to approve the OFF SALE INTOXICATING
LIQUOR LICENSE FOR 1982 for HEC FUZZY, INC. , DBA HEC FUZZY SALOON & EATERY,
13891 Forest Boulevard North, in the amount of $100.00, subject to an
approved police check being submitted to the clerk's office prior to
issuance. Approval also subject to closing. The city will be provided
with signed copies of all necessary documents, along with evidence of
payment of delinquent bills with the city.

UTILITY DEPARTMENT LABOR RATES
Mr. Burkard and Jim Wisner had submitted claims for work done on a watermain break
occurring October 4, 1981 . The claims were in excess of the labor rate set for part-
time employees - $5.50/hour. They felt the claims were justified because of the
November 19, 1981
day of the week the work was done (Sunday) . Mr. Wisner felt that the city should
consider the circumstances and whether situation was an emergency. Mr. Burkard
stated that the city would have to had paid more to someone else if they had to
hire :.an outside party. Mr. Wisner suggested that the city look at the total
labor rate and consider some slight adjustments.
MOTION: McAllister made motion, seconded by Vail, that the balance of the claim,
as originally submitted, be paid to Jim Wisner and Mr. Burkard, for work
performed on the watermain break, October 4, 1981 .
VOTING FOR: LaValle, McAllister, Vail
MOTION CARRIED
LaValle stated that until the matter is resolved, similar situations will have to
be handled by City Council action.
DOUG KRUSE - SEPTIC SYSTEM
Engineer Kuusisto submitted a plan for a semi-mound system to be installed at the
Kruse residence, 12616 Ingersoll Avenue. He suggested informal bids be obtained
and then discuss the matter with Mr. Kruse. Plans for the system will be sub-
mitted to Rice Creek Watershed by Mr. Kuusisto. Attorney felt that it would be
best if Mr. Kruse could line up a money commitment for the project.
MOTION: McAllister made motion, seconded by Vail, the the engineer be authorized
to solicit informal bids to install the necessary sewer system on the
Doug Kruse property located at 12616 Ingersoll Avenue. The City Attorney
is authorized to draft appropriate agreements, and Mayor be authorized
to execute those agreements.
VOTING FOR: LaValle, McAllister, Vail
MOTION CARRIED
MOTION: Vail made motion, seconded by McAllister, to adjourn at 9:08 PM.
All aye. Motion Carried.
