December 7, 1981
The meeting was called to order by Mayor LaValle at 7:00 PM.
PRESENT: LaValle, McAllister, Schletty, Irsfeld, Vail
3.0 APPROVAL OF MINUTES
MOTION: Irsfeld made motion, seconded by Schletty, to approve the minutes of
November 16, 1981 , as submitted.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail
MOTION CARRIED
MOTION: Irsfeld made motion, seconded by Vail, to approve the minutes of the special
meeting of November 19, 1981 , as submitted.

4.0 APPROVAL OF CLAIMS
MOTION: Irsfeld made motion, seconded by Vail, to approve the General Claims for
December 7, 1981 , with the elimination of the claim for Geotechnical En-
gineering, in the amount of $972.00.

December 7, 1981 , as submitted.

5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
5.2 Richard Vail - Shamrock Glen
Mr. Vail and Howard Kuusisto reviewed the drainage problem on the Olinger property,
adjoining the subdivision, and they agreed on the extension of the storm sewer and
ditch across the back two lots. An easement is shown on the plat for these lots.
Attorney Johnson will review the signed Development AGreement to see if an amend-
ment or supplement is needed to cover the additional drainage agreement.
MOTION: Irsfeld made motion, seconded by McAllister, to extend plat approval on
thea-Shamrock Glen subdivision for 60 days.

5.3 Ordinance 185 - Public Hearing 7:30 PM
The public hearing to consider proposed Ordinance 185 was called to order at 7:26 PM.
There was no one present to comment on the proposed changes in the fee schedule.

at 7:28 PM.

MOTION: Schletty made motion, seconded by Irsfeld, to adopt ORDINANCE 185,
AN ORDINANCE AMENDING CHAPTER 320 OF THE HUGO CITY CODE ENTITLED
"ZONING" BY AMENDING CERTAIN FEES AND ESTABLISHING NEW FEES AND A
COST RECOVERY PROCEDURE FOR THE CITY.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail

AN ORDINANCE AMENDING CHAPTER 290 OF THE HUGO CITY CODE ENTITLED
"SUBDIVISION" AMENDING CERTAIN FEE SCHEDULES AND ESTABLISHING A
COST RECOVERY PROCEDURE FOR THE CITY.

Mr. Crever submitted his monthly report.
6.5 Fire Chief - No discussion
6.6 Attorney
Mr. Johnson submitted his monthly report. Energy Savers had supplied the manu-
facturer's warranty for the new roof on City Hall. The warranty was for 10 years,
rather than 15 years as required in the contract.
MOTION: Irsfeld made motion, seconded by Schletty, that the City Clerk write a
letter to the roofing contractor, Energy Savers, pointing out that the
contract bid agreement calls for a 15 year warranty, and all we are
being supplied is a 10 year warranty. The balance of payment will not
be made until we receive satisfactory explanation.

6.7 Engineer
Mr. Kuusisto submitted his monthly report. A meeting will be set up at a future
time and date, to try and resolve the NSP/Stanek right-of-way matter. The city
received informal bids to install a mound type septic system at the Doug Kruse,
12616 Ingersoll; low bidder being Dwayne Cardinal at $5610.00. The bond, in
the amount of $4,000, would cover a holding type system.

MOTION: Irsfeld made motion, seconded by Vail, that the Mayor be authorized to
solve the Doug Kruse problem, in whatever manner is agreed, and accept
the appropriate bids.

5.1 Norman Horton - Review of Special Use Permit (fire lanes)
The fire chief made a current inspection of the Hugo Auto Parts, and informed the
Mayor that the fire lanes are now installed, and that more will be completed3' he
spring. The tenant of the property in question was present, and stated that he
will try and have the lanes completed by July, depending on the weather.
MOTION: Schletty made motion, seconded by McAllister, to place this matter on
the agenda for the first meeting in July, 1982, and that the Fire Chief
inspect the area and have a report ready for this meeting.

6.8 Clerk
The Traeger building will have to be emptied by January 1 , 1982.
8.0 UNFINISHED BUSINESS
Washington County will be holding its annual auction in June, 1982. Hugo is to
contact the county some time in April, with a list of the items to be included in
auction.
Councilman Vail stated that Father Tiegles has agreed to allow the public to use
the south parking lot as a parking area for park 'n' ride, with the condition that
they are not reponsible for the vehicles or any other liability. Vail is to check
with Father to see if he would consider entering into a contract with the City, and
the clerk is to check on insurance costs.
The Council reviewed the cost estimates as submitted for auditing of the books, 1982,
and Irsfeld will contact Anfinson regarding their bid. This matter to be addressed
at the Council meeting of 12/21/81 .

MOTION: McAllister made motion, seconded by Irsfeld, to adopt RESOLUTION 1981-26,
A RESOLUTION DETERMINING MILEAGE COSTS AT 21¢ PER MILE EFFECTIVE 12/8/81 .

MOTION: McAllister made motion, seconded by Irsfeld, that all persons submitting
claims for mileage do so on a quarterly basis, and on the statement show
specific dates and mileage driven, and destination.

Mr. Lundblad was present to discuss his property lying along 132nd Street.
He stated that after Mr. James Johnson was allowed to record a 5 acre parcel, he
was left with 5 acres, a 2 and 3 lying on either side of the Johnson property.
Mr. Lundblad inquired as to how he would be able to utilize his property, and
he was informed to acquire more property to meet the 10 acre requirement, or
rezone. '
MOTION: Schletty made motion, seconded by LaValle, 'to adjourn at 9:56 PM.
