PRESENT: LaValle, McAllister, Irsfeld, Vail ABSENT: Schletty 3.0 APPROVAL OF MINUTES MOTION: Irsfeld made motion, seconded by Vail, to approve the minutes of December 21 , 1981 , as submitted. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED 4.0 APPROVAL OF CLAIMS MOTION: Irsfeld made motion, seconded by LaValle, to approve the General Claims for January 4, 1982, less $948.00 from Howard Kuusisto's claim. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED MOTION: Vail made motion, seconded by Irsfeld, to approve the Utility Claims for January 4, 1982, as submitted. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES 5.1 Safeway House Movers - Renew of Mobile Home Permit MOTION: McAllister made motion, seconded by Irsfeld, to renew the Mobile Home Permit for Safeway House Movers, 5885 165th Street North, under Chapter 40, Article III, Subdivision E. for a period of ninety (90) days. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED 5.2 Jerome Grundhofer (Paul's Pizza) - Licenses MOTION: McAllister made motion, seconded by Irsfeld, to grant the following licenses to Jerome C. Grundhofer dba Paul's Pizza, 14849 Forest Boulevard North: ON SALE NON-INTOXICATING LIQUOR AND CIGARETTE, in the amount of $112.00. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED 6.0 REPORTS OF OFFICERS & COMMITTEES 6.1 Ordinance Committee The Clerk's office will contact the Chairwoman of the Ordinance Committee, Teddy Peltier, to check on their status. -There are numerous matters that need to be resolved by either the Ordinance Committee or. the City Council. 2 6.2 Planning Commission - No discussion 6.3 Water Superintendent - No discussion 6.4 Building Inspector Mr. Crever submitted his monthly report. Tom had previously stated that Randall Irving had not started construction of his home as conditioned in his Mobile Home Permit. After further inspection, Mr. Crever stated that construction has since begun. 6.5 Fire Chief Ron Istvanovich presented the Council with a copy of the contract from the Mutual Aid Association which requires the City's signature. Attorney Johnson will review and report at the next regular meeting. MOTION: McAllister made motion, seconded by Vail, that the Fire Chief be authorized to convert two portables to the statewide mutual aid frequency. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED The Fire Chief was informed that there is no city ordinance regulating the mile radius a person has to live in order to qualify as a member of the Fire Department. Ron stated that the plea to Hugo residents for them to display their house numbers has not succeeded. There was discussion as to the possibility of a mutual project between the Lions Club and the Fire Department, and the Post Office not delivering mail until these numbers are shown. 6.6 Attorney report. n Mr. Johnson submitted his monthly Mr. Johnson will DtateuretY re- garding the Armon System bond, and submitting the bills compiled to date. MOTION: McAllister made motion, seconded by Irsfeld, the addition of $972.00, Geotechnical Engineering, to the General Claims. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED Mayor LaValle will contact Robert Lockyear, Washington County Planning, regarding Hugo's Comprehensive Plan. There is a possibility that a meeting will have to be set up to discuss this matter. Richard Vail submitted the hardshell for Shamrock Glen for review by the City Council and the professional staff. After their review, it was determined that the drainage easement between Lots 7 & 8, and Lots 9 & 10 was not indicated, and should be in- cluded. This matter will be addressed again at the meeting of 1/18/82. LaValle told Mr. Vail to consider the possibility of requesting another extension of final plat approval until he is ready to start actual construction. 6.7 Engineer Mr. Kuusisto submitted his monthly report. January 4, 1082 3 6.8 Clerk The clerk received a call from Mark Houle regarding the release or reduction in the bank's $12,000 letter of credit. LaValle asked if the Building Inspector was aware that there was remodeling done in the basement of the bank, and Crever stated that he was not. MOTION: McAllister made motion, seconded by Irsfeld, to table the bank's request until the Building Inspector makes a report. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED MOTION: McAllister made motion, seconded by Irsfeld, that the Mayor be authorized to sign the engagement letter and to delete reference to the cost estimate of $7,000.00. The following notation is to be included on the engagement letter: In addition to the above, special audit arrangements that were discussed between Don Anfinson and Larry Irsfeld on December 8, 1981 . VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED 7.0 ORDINANCES AND RESOLUTIONS - No discussion 8.0 UNFINISHED BUSINESS 8. 1 Utility Billing MOTION: Irsfeld made motion, seconded by McAllister, that the City Clerk be authorized to implement the new utility billing procedure and order the necessary forms. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED 9.0 NEW BUSINESS 9. 1 Salary Review MOTION: Irsfeld made motion, seconded by LaValle, to set a Special Meeting for January 12, 1982, at 7:00 PM, for the purpose of general city business. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED Mayor LaValle will meet with Johnson and Kuusisto on January 7, 1982, at 10:00 AM, Mr. Kuusisto's office, to discuss Pending city matters. 9.2 Official Appointments MOTION: Irsfeld made motion, seconded by LaValle, to designate the FOREST LAKE TIMES as the city's official newspaper for the year 1982. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED 4 MOTION: LaValle made motion, seconded by McAllister, to designate the First State Bank of Hugo and Twin City Federal, Maplewood, as the city's depositories for the year 1982. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED MOTION: LaValle made motion, seconded by McAllister, to appoint Councilman Larry Irsfeld as Acting Mayor for the year 1982. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED MOTION: LaValle made motion, seconded by Irsfeld, to appoint Councilmen Vail and McAllister as the city's Health Officers for the year 1982. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED MOTION: LaValle made motion, seconded by Irsfeld, to appoint Councilman Howard Schletty in charge of roads for the year 1982. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED MOTION: McAllister made motion, seconded by Irsfeld, the the City Council members, as a whole, be the liaisons to the Planning Commission on a rotating basis. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED MOTION: LaValle made motion, seconded by Irsfeld, to appoint Charles Johnson as City Attorney for the year 1982. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED MOTION: McAllister made motion, seconded by Irsfeld, to appoint Howard Kuusisto as City Engineer for the year 1982. ' VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED MOTION: McAllister made motion, seconded by Vail, to appoint Ron Istvanovich as Fire Chief for the year 1982. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED MOTION: LaValle made motion, seconded by Vail, to appoint Joe McMahon as 1st Assistant Fire Chief for the year 1982. VOTING FOR: LaValle, McAllister, Irsfeld, Vail MOTION CARRIED 5 January 4, 1982 • MOTION: LaValle made motion, seconded by Irsfeld, to appoint Glen Reimer as 2nd Assistant Fire Chief for the year 1982.
