MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL
February 1 , 1982
The meeting was called to order by Mayor LaValle at 7:02 PM.
PRESENT: LaValle, McAllister, Schletty, Irsfeld, Vail
3.0 APPROVAL OF MINUTES
MOTION: Schletty made motion, seconded by Vail, to approve the minutes of January 18,
1982, as submitted.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail

4.0 APPROVAL OF CLAIMS
MOTION: Vail made motion, seconded by McAllister, to approve the General Claims for
February 1 , 1982, after the following additions have been made:
FIRE DEPARTMENT - Glen Reimer - $62.60
Ron Gray - $22.60

MOTION: Schletty made motion, seconded by Irsfeld, to approve the Utility Claims
for February 1 , 1982, as submitted.

5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
5. 1 James Leroux - Renew of Mobile Home Permit
MOTION: Irsfeld made motion, seconded by LaValle, to renew the :Mobile Home Permit
issued to James Leroux, 4360 165th Street, under Chapter 40, Article III,
Subdivision D, for a period of 90 days.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail

MOTION: Irsfeld made motion, seconded by McAllister, to allow the Republican
party to use City Hall on February 23, 1982, for their caucus.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail

The city received a letter from Gregg Johnson, Metro Council, regarding the second
amendment to the grant agreement between the City of Hugo and the Metro Council.
The amendment is related to the long-term extension for submission of the city's
comprehensive plan.
MOTION: LaValle made motion, second by Irsfeld, to approve the grant agreement
as submitted by Metro Council, and authorize the five (5) copies be
signed.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail

The Minnesota Department of Transportation has approve 30 mph speed signs to be
installed on Ingersoll (Sunset Lake) and Homestead Drive. Signs will be installed
as soon as the weather permits.
MOTION: McAllister made motion, seconded by Vail, that Councilman Schletty be
authorized to install signs on Ingersoll Avenue and Homestead Drive
indicating a speed limit of 30 MPH.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail

The city received a letter from David Lutz requesting an increase in the Gopher
Bounty from 75¢ to $1 .00 - $1 .25/pair.
MOTION: LaValle made motion, seconded by Irsfeld, that the City Clerk send a
letter to David Lutz stating that the gopher bounty for 1982 will remain
at 750 a pair.

The Council reviewed the financial statement for the month of January. Mayor
LaValle requested that a cover sheet be included in the statement showing a monthly
trial balance (total cash position) .
7.0 ORDINANCES AND RESOLUTIONS - No discussion
8.0 UNFINISHED BUSINESS
8. 1 White Bear. Paramedic Contract
Mayor LaValle again met with Dave MacGillivray, White Bear's Finance Director,
to discuss Item 8 of the proposed contract. They reached an agreement as to the

wording, and a new contract will be submitted by the City of White Bear.
MOTION: Irsfeld made motion, seconded by McAllister, authorizing the Mayor to sign
the White Bear Paramedic Contract, subject to the new contract containing
the agreed language for Item 8 concerning the length of the contract.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail

MOTION: McAllister made motion, seconded by Irsfeld, that a claim of $515.50 be
added to the General Claims, payable to the City of White Bear Lake for
ambulance and paramedic service.

8.2 Paying Agency Agreement
MOTION: McAllister made motion, seconded by Vail, to approve the Paying Agency
Agreement between the City of Hugo and the First National Bank of St. Paul.

9.0 NEW BUSINESS
10.0 MISCELLANEOUS
The City Engineer and Attorney are preparing statements as to costs presently incurred
for work done on the NSP right- of-way matter. This matter will be discussed at the
next meeting, 2/16/82.
Mayor LaValle had prepared a draft responding to Charles Weaver's letter of 9/21/81
concerning Hugo's comprehensive plan. Copies were provided to the Council for
their review and comments.
MOTION: Schletty made motion, seconded by Irsfeld, that the draft letter by Mayor
LaValle be submitted to Metro Council, in reply to their letter of 9/21/81 .

Wilson Tool previously contacted the city regarding a drainage plan for the entire
Bald Eagle Industrial Park. Mayor LaValle discussed thematter with Johnson and
Kuusisto, and they felt they could get a rough cost estimate and plan for approximately
$500.00.
MOTION: McAllister made motion, seconded by Irsfeld, that the City of Hugo authorize
the expenditure of approximately $500.00 to conduct a pre-preliminary in-
formational study of drainage in the Bald Eagle Industrial Park, with the
understanding that if there is a project, the initial preliminary cost will
become part of the overall project cost.

Mayor LaValle stated that Hugo will be getting 2% less real estate taxes and 12%
less aid from the state. Irsfeld computed the percentages to a figure of $8,800
less. It was discussed that the figures for the 1982 budget be revised.
HUGO LIONS CLUB - GAMBLING LICENSE
MOTION: McAllister made motion, seconded by Irsfeld, to approve the Gambling
License for the Hugo Lions Club, and is valid with John Kostuch, Jr. ,
as its duly authorized Gambling Manager, for the year 1982. Approval
subject to receipt by the clerk's office of $25.00 from the Lions Club.

MOTION: McAllister made motion, seconded by Irsfeld, that the bond requirement
for John Kostuch, Jr. , for the year 1982, be waived.

The Building Inspector was present to give his report on the inspection of the
basement in the First State Bank of Hugo. Mr. Crever stated that there was re-
modeling done, along with the installation of new bathrooms. A SAC charge of $425
was paid in August, 1981 . It was not determined if a REC or plumbing permit
charge was paid. The bank had requested that its $12,000 Letter of Credit be
reduced. Crever thought an additional Building Permit should be required.
MOTION: McAllister made motion, seconded by Schletty, to notify the First
State Bank of Hugo that the Letter of Credit will be considered for
reduction when all REC's and permits, when applicable, have been obtained.
