PRESENT: LaValle, McAllister, Schletty, Irsfeld, Vail 3.0 APPROVAL OF MINUTES MOTION: Irsfeld made motion, seconded by Schletty, to approve the minutes of February 16, 1982, as submitted. VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail MOTION CARRIED 4.0 APPROVAL OF CLAIMS MOTION: Vail made motion, seconded by Irsfeld, to approve the General Claims for March 1 , 1982, after the following correction has been made: Eliminate from General Claims - City of Hugo ($5.00) VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail MOTION CARRIED MOTION: McAllister made motion, seconded by Irsfeld, to approve the Utility Claims for March 1 , 1982, after the following correction has been made: Increase utility claim for City of Hugo from $5.00 to $15.00 VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail MOTION CARRIED 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES 5.1 Zimco Wood - Expiration of Letter of Credit (4/1/82) Tom & Stan Zimmerman have a Letter of Credit, in the amount of $500.00, for dust control in conjunction with their Special Use Permit. The clerk's office was unable to get in touch with the Zimmermans to find out if they would be in attendance. Their financial guarantee will expire on April 1 , 1982. MOTION: LaValle made motion, seconded by McAllister, that a registered letter be sent to Zimco Wood Company, with a copy of same to Cosmopolitan State Bank, stating that unless their Letter of Credit is renewed for six (6) months, and submitted to the Clerk's office prior to the next City Council meeting of March 15, 1982, the City of Hugo will draw on the Letter of Credit and use these funds to maintain the roads, if necessary. VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail MOTION CARRIED 5.2 First State Bank of Hugo - Reduction in Letter of Credit The bank submitted at $12,000 Letter of Credit, in conjuxction with their Site Plan Approval, to guarantee bituminous surface of parking lot and repair of sidewalk that 21 March 1 , 1982 was damaged during removal of soil from the lot •where the Pioneer Club was formerly located. The Letter of Credit will expire on August 1 , 1982. MOTION: McAllister made motion, seconded by Irsfeld, that the First State Bank of Hugo's Letter of Credit be reduced from $12,000 to $2,000, and will be to guarantee the repair of the sidewalk to the satisfaction of the City of Hugo. VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail MOTION CARRIED 6.0 REPORTS OF OFFICERS & COMMITTEES 6. 1 Ordinance Committee - No discussion 6.2 Planning Commission - No discussion 6.3 Water Superintendent Mr. Burkard was present and stated that there is a frozen water service at the residence of Doug Drake. Mr. Burkard felt that some excavation would have to be done this summer to insulate those pipes. Fred Rierman has the measurements necessary to construct the protective device on the water tower. Mr. Burkard will follow-up with Mr. Rierman to get this project completed. 6.4 Building Inspector - No discussion 6.5 Clerk The clerk's office prepared a new form for keeping track of mileage. MOTION: McAllister made motion, seconded by Schletty, to adopt the form as presented to the City Council for keeping track of mileage. VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail MOTION CARRIED Howard Kuusisto submitted Change Orders No. 2 through 7 for Project 8102. MOTION: LaValle made motion, seconded by Schletty, to approve Change Orders No. 2 through 7 for Project 8102. VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail MOTION CARRIED The Washington County Highway Department is to be notified that the City of Hugo is not interested in participating in their calcium chloride program. MOTION: McAllister made motion, seconded by Schletty, to set May 12, 1982, from 9:30 AM - 3:00 PM for Hugo's Board of Review. VOTING FOR: LaValle, McAllister, Schletty, Irsfeld,Vail MOTION CARRIED The council did not approve the clerk's participation on the League of Minnesota Cities Budget Committee. March 1 , 1982 22 DELINQUENT UTILITY BILLS MOTION: Irsfeld made motion, seconded by McAllister, that a letter be sent to de- linquent utility accounts stating that if payment is not received by April 1 , 1982, the water will be shut off. There will be a $20.00 charge to have the service turned on. Payment cannot be made to the Water Super- intendent on April 1 , 1982. VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail MOTION CARRIED MOTION: LaValle made motion, seconded by McAllister, to send a letter to delinquent utility accounts (sewer only) stating that the City of Hugo expects payment by April 1 , 1982, and if accounts are not paid, and continually delinquent, the City will:.give serious consideration to a rate increase for people being charged for sewer only. Payment of the delinquent bill will help in the consideration of not increasing the rate. VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail MOTION CARRIED 7.0 ORDINANCES AND RESOLUTIONS 8.0 UNFINISHED BUSINESS 8. 1 Fire Department - Workman's Comp Councilman McAllister did some research and informed the Council that the city's present insurance coverage was complete, and would cover any situation. McAllister also compiled data regarding the city's present insurance package. He did not feel that it would be a wise decision to enter into a contract with another com- pany, because of the dividends offered in the present 3-year program. MOTION: McAllister made motion, seconded by Vail, that the City of Hugo not solicit informal bids for 1982-1983, the insurance year ending June 1 , 1983. VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail MOTION CARRIED MOTION: Irsfeld made motion, seconded by McAllister, to adjourn at 8:24 PM. All aye.
