PRESENT: LaValle, McAllister, Irsfeld, Schletty Also, Attorney Johnson and Engineer Kuusisto Councilman Vail arrived at 7:09 PM. 3.0 APPROVAL OF MINUTES MOTION: Irsfeld made motion, McAllister seconded, to approve the minutes of June 21 , 1982, as submitted. VOTING FOR: LaValle , McAllister, Irsfeld Schletty MOTION CARRIED MOTION: Irsfeld made motion, McAllister seconded, to approve the minutes of the Special Meeting June 30, 1982, as submitted. VOTING FOR: LaValle, McAllister, Irsfeld, Schletty MOTION CARRIED 4.0 APPROVAL OF CLAIMS MOTION: Irsfeld made motion, McAllister seconded, to approve the General Claims for July 6, 1982, as submitted. VOTING FOR: LaValle, McAllister, Irsfeld, Schletty MOTION CARRIED 5.0 PETITIONS, REQUESTS, COMMUNICATIONS AND LICENSES 5. 1 Glen Crain - Discussion on Road Problem Mr. Crain was present, and questioned the Council as to what was going to be done about the filled ditches along his field (Frenchman Road and Everton) .. Mr. Crain stated that his field does not drain now, and felt it was the city's problem created by them. Mr. Crain also alleged that a culvert located on the Wenzel farm is plugged. It was de- 64 July 19, 1982 that Engineer Kuusisto will obtain the elevations from the county's as-built, and compare them to some elevations taken recently. Mayor LaValle and Councilman Schletty will attempt to locate the culvert that Mr. Crain feels is plugged. 5.2 Lloyd Sathre - Special Use Permit Mr. Sathre, 13040 Ingersoll Avenue, would like to construct a 48 x 48 pole barn to be used for personal and agriculture storage. The land lies within the RRII district which allows for 1800 square feet (site plan only) . The house and proposed building would be located on 5 acres, but Mr. Sathre owns a total of 35 acres. MOTION: Schletty made motion, Irsfeld seconded, to approve the Special Use Permit for Lloyd Sathre, 13040 Ingersoll Avenue North, to construct a 48 x 48 pole building to be used for personal and agriculture storage, according to submitted site plan. Motion Carried. 5.3 Safeway House Movers - Renew of Mobile Home Permit MOTION: LaValle made motion, Irsfeld seconded, to renew the Mobile Home Permit for Safeway House Movers, 5885 165th Street, under Chapter 40, Article III, Subdivision E, for a period of 90 days. All aye. Motion Carried. 5.4 Randall Irving - Renew of Mobile Home Permit MOTION: Irsfeld made motion, Vail seconded, to issue a temporary Mobile Home Permit to Randall Irving, 12870 Henna..Avenue, to be used as temporary living quarters during construction of main residence. Granted for a period of 90 days. All aye. Motion Carried. 5.5 Windsor-Gro - Renew of Mobile Home Permit MOTION: LaValle made motion, Schletty seconded, to renew the Mobile Home Permit for Windsor-Gro, 17385 Forest Boulevard, under Chapter 40, Article III, Subdi- vision D, for a period of 90 days. All aye. Motion Carried. 5.6 Cal-Inland - Expiration of Letter of Credit A $10,000 Letter of Credit was required from Cal-Inland to guarantee certain condi- tions of the Site Plan Approval, and will expire 8/1/82. A pressure type mound system was proposed for installation, but Engineer Kuusisto was not clear as to where this system could be installed. Mr. Cadwallader has supplied thecity with a copy of a pumping contract with Olson's Sewer Service to guarantee pumping of the holding tank. MOTION: Irsfeld made motion, McAllister seconded, that the City send a letter to Cal-Inland, Inc. , instructing Mr. Cadwallader to have an extended Letter of Credit submitted to City Hall by July 26, 1982, 12:00 noon, or else the July 19, 1982 65 City will have to draw on the existing Letter of Credit. The Letter of Credit to remain in force until all conditions of the Site Plan Approval are met. Mr. Cadwallader has until September to make a decision regarding a permanent septic system. The Council discussed further the conditions of the Site Plan Approval. The City is to be provided with monthly water meter readings, and copies of documentation when the holding tank is actually pumped. Irsfeld withdrew his motion and McAllister his second. MOTION: Irsfeld made motion, Vail seconded, that the City send a letter to Kelly Cadwallader, Cal-Inland, Inc. , instructing him that a renewed Letter of Credit, in the amount of $10,000, be submitted to City Hall by July 26, 1982, 12:00 noon, or the City will be forced to draw on the existing Letter of Credit, reason being the septic system conditions, as outlined in the Site Plan Approval, have not been fulfilled. The City also requests a de- termination by the property owner, as to how the septic system will be hani- led, by September 1 , 1982, along with pumping information on the existing system. All aye. Motion Carried. 5.7 ORDINANCE 186 - Public Hearing The public hearing to consider the proposed ordinance was called to order at 8:04 PM. The ordinance addresses regulation of exterior building materials used on accessory buildings in the SFE and SFU zones. There was no one present at the public hearing to make comment. MOTION: LaValle made motion, Irsfeld seconded, to close the public hearing at 8:09 PM. All aye. Motion Carried. MOTION: LaValle made motion, Irsfeld seconded, to adopt ORDINANCE 186, AN ORDINANCE AMENDING CHAPTER 320 OF THE HUGO CITY CODE ENTITLED "ZONING" TO PROVIDE REGULATION OF EXTERIOR BUILDING MATERIALS USED ON ACCESSORY BUILDINGS IN SFE AND SFU ZONES. VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail MOTION CARRIED MISCELLANEOUS Joe Thill, owner of 2 acres along County Road 8A (97-0200) 1. was present regarding requirements for construction of a residence on the property. The lot is 100' wide, and has a minimal amount of high land to sustain both a septic system and well, and meet all the setback requirements. If fill is needed, a permit will have to be obtained from the Rice Creek Watershed. Mr. Thill, and the realtor, were advised to draw a site plan to scale, to see if everything could be located on the lot and meet the setback requirements. The plan submitted for review indicated an alternate site for a septic system on the adjoining property. Mr. Thill no longer owns that property, so the alternate would not be possible. 66 July 19, 1982 6.0 ORDINANCES AND RESOLUTIONS 6.1 Proposed Ordinance 187 MOTION: LaValle made motion, Irsfeld seconded, to schedule a public hearing for August 2, 1982, at 8:00 PM, to consider the proposed ORDINANCE 187, AN ORDINANCE AMENDING CHAPTER 320 OF THE HUGO CITY CODE ENTITLED "ZONING" BY DEFINING EARTH SHELTERED DWELLINGS, ADDING REGULATION OF MINIMUM DWELLING DIMENSION, AND REQUIRING FOUNDATION ATTACHMENT. All aye. Motion Carried. 7.0 UNFINISHED BUSINESS 7. 1 Capitol City Contract MOTION: McAllister made motion, Irsfeld seconded, that a letter be sen to John Rukavina stating that the City of Hugo agrees, in principle, with the Capitol City Contract and that the existing contract still in force. A copy of the proposed contract is to be forwarded to the City of Hugo for our review prior to adoption. All aye. Motion Carried. 8.0 NEW BUSINESS 8.1 Discussion of Water Sinking Account It was determined that the approximately $69,000 should remain in the water sinking fund for the time being. 8.2 Proposed Sheriff's Contract A copy of the proposed contract was submitted to Attorney Johnson for his review. Mayor LaValle instructed Johnson to draft a letter to the county stating the city's concerns with the proposal. Councilman Irsfeld requested that budget information be obtained from department heads for discussion at the 2nd meeting in August. 9.0 ATTORNEY AND ENGINEER Councilman Schletty and Engineer Kuusisto will make an on-site inspection of the Fischer pit to determine how many yards of gravel are there and an estimated price so that the city can make an offer to purchase the gravel. Attorney Johnson submitted his monthly report. Mr. Johnson will be working with Carley Engineering's personnel to try and resolve the Husnik subdivision in the industrial park. 10.0 CLERK MOTION: McAllister made motion, Irsfeld seconded, that the auditors appear before the Council on August 2, 1982, 6:30 PM, to discuss the audit for 1981. All aye. Motion Carried. MOTION: Schletty made motion, McAllister seconded, that Kathy Marier's salary be set at $3.75/hour effective July 19, 1982. All aye. Motion Carried. PAUL, MINNESOTA 55103 For Further Information : FOR IMMEDIATE RELEASE (612) 296-2551 STATE AUDITOR ARNE CARLSON ISSUES HUGO FISCAL HEALTH PROFILE State Auditor Arne Carlson today told Hugo city officials that their fiscal health profile shows that "you are a city living within your means. " "The financial managers have planned prudently, and these are times when this kind of planning is essential. " Carison' s office has designed the Minnesota Financial Health Program (MFHP) which is a five-year fiscal stress analysis (1976-1980) for cities with populations of 2, 500 or more. Carlson, Beth Sullivan, Director of MFHP, and Paul Damrow, Fiscal Analyst for MFHP, are providing assistance to cities in the interpretation of their profiles. Carlson continued his analysis. "The value of taxable property has increased about 10% per year equaling 53. 55% growth during the period studied. And when compared to the 45. 8% five-year inflation rate, the increase is just slightly more than inflation. " "The 400% growth in population between 1970 and 1976 brought about an increase in the dollar value of building permits. Even in 1980 when other cities show a decrease in the amount of building, Hugo ' s building continued. " Carlson said that the prudent financial planning appears in thel revenues and expenditures of the governmental funds. "Revenues and current expenditures increased much less than the inflation rate - revenues by 13.01% and current expenditures by 17. 97% , while total expenditures, which includes capital outlay, actually declined. " "Although the undesignated general fund balances has a rather erratic pattern, the 1980 fund balance stood at $60, 605. This is equal to 18. 15% of total expenditures for the year and 38.99% of the dollars received from the state and federal governments. "These are the reserves needed for cash flow purposes and so necessary at these times of cut backs from state and federal revenue sources. " "Two other categories that point to Hugo' s careful financial planning are seen in the per capita debt burden .and in the water utility. " "The per capita debt burden has decreased steadily since 1976. However, the $228.38 level of 1980 is much smaller than the $642. 87 average found in cities of similar size. " "And the small profit seen in the water utility indicates that rates are being adjusted when necessary, " Carlson concluded. Carlson, in explaining the Minnesota Financial Health Program, said, "This is a service our office performs for municipalities that identifies, measures and helps to resolve fiscal problems. When public officials can monitor debt service payments, enterprise funds, revenues and expenditures and other financial indicators over a period of years, they will be able to identify areas of fiscal stress. " "It is important to look at the trends over the period from 1976 to 1980 for which the data was collected and not to look at the individual years. There are variables such as special assessments or grants that show large increases in one year, and the decrease the following year should not be a cause for alarm. We look at the whole five year period and the patterns of revenues and expenditures for those years. The profile proves a framework for assembling and analyzing information. Although some conclusions have been drawn from the study, the actual reasons can only be answered by those who manage the financial affairs of the city. " Carlson said that very few comparisons among cities will be made at this time as there is no uniform method of reporting financial data. Municipal Finance Officers felt that in order for the Minnesota Financial Health Program to be a successful and helpful project a uniform chart of accounts and reporting needed to be developed. Therefore, the Office designed a new and comprehensive chart which was distributed to Finance Officers in December. This effort will enable future profiles to contain more comparative information. • Carlson reported that Minnesota is the first state in the nation to provide the data such as that presented to cities through the Minnesota Financial Health Program, and that cities can use this report as a basis for future fiscal planning. "Our Office stands ready to provide assistance, when requested, to cities as they seek alternative courses of action to improve their overall financial health, " said Carlson. -30-
