HomeMy WebLinkAbout1982.08.02 CC Minutes 68 MINUTES OF THE PROutiwINGS OF THE HUGO CITY COUNCIL August 2, 1982 The City-.:Council met with the city's auditors to discuss the submitted report. PRESENT: LaValle, McAllister Schletty arrived at 6:47 PM and Vail at 6:55 PM It was determined that the City of Hugo should consider an increase in the sewer charge to its customers for 1983, and a quarterly report listing pledged securities will be sufficient. The regular meeting was called to order at 7:26 PM. PRESENT: LaValle, McAllister, Schletty, Vail ABSENT: Irsfeld City Engineer, Kuusisto, was also present. 3.0 APPROVAL OF MINUTES MOTION: Schletty made motion, Vail seconded, to approve the minutes of July 19, 1982, after the following correction has been made: Page 66 (7.1) - the existing contract is still in force. All aye. Motion Carried. 4.0 APPRDVAL OF CLAIMS NOTION: McAllister made motion, Vail seconded, to approve the Utility Claims for August 2, 1982, as submitted. All aye. Motion Carried. MOTION: LaValle made motion, McAllister seconded, to approve the General Claims for August 2, 1982, as submitted. All aye. Motion Carried. 5.0 rta iialONS, REQUESTS, COMMUNICATIONS & LICENSES 5.1 Kelly Cadwallader - Discussion on Septic System (Cal-Inland, Inc.) Mr. Cadwallader stated that the holding tank presently being used, will be used as the permanent system. They have only pumped twice, and feel the holding tank would be no problem. Mr. Cadwallader presently has a $10,000 Letter of Credit with the city and requested a reduction in same. The city has on record a Maintenance Agreement between Cal- Inland and Olson Pumping for the pumping of the holding tank. The engineer stated that an area of land should always be reserved in the event they would like to install an alternate system. Mayor LaValle informed Cadwallader that the city will be requiriring quarterly reports on pumping of the tank and meter readings. Cadwallader agreed to provide the city with copies of pumping invoices. Kuusisto stated, that if the property ever changed hands, the city could call for the installational of a con- ventional system. 69 August 2, 1982 Cal-Inland ort) MOTION: McAllister made motion, LaValle seconded, that the letter of credit be reduced from $10,000 to $250.00. The $250 Letter of Credit will spe- cifically guarantee continued pumping, as necessary, and maintenance of the sealed system for Cal-Inland. Cpies of all pumping reports are to be submitted -to the city. All aye. Motion Carried. 5.2 Gary Dooner - No one present 5.3 PUBLIC HEARING - Ordinance 187 The public hearing was called to order at 8:02 PM. The public hearing was held to consider the proposed ordinance AMMDING CHAviER 320 OF THE HUGO CITY CODE EN- TITLED "ZONING" BY DEFINING EARTH SHELTExtu DWELLINGS, ADDING REGULATION OF MINIMUM DWELLING DIMENSION, AND REQUIRNG FOUNDATION ATTACHMENT. There were many residents of the Twin Pine Trailer Court present for the hearing. Gerald Thompson stated that he has a young f ami.ly and is unable to find a $60,000 house. He did not agree with the 24' minimum dimension because it would eliminate the standard 14' - 16' trailers. Dean Atkinson agreed with Mr. Thompson's comments. He felt trailers should be allowed in all residential zones as long as they meet with the State Building Codes. Sandy Kubush stated that she would be unable to afford a 24' building. Jim Konobeck stated that he thought 10 acres was too large for a residence, and would like to buy 5_acres and move his trailer unto same. LaValle stated that there is a 5 acre zone in the city. Another resident, unnamed, stated that she has been a resident of the trailer court for 15 years, and that she is being discriminated upon because of the 24' dimension. Tom Gamboni stated that if a tornado hit the trailer park, they had no where to go to protect themselves. He felt that it would be safer in the country. Dean Atkinson asked what would be the advantage of a 24' structure. LaValle stated that he realized the position of the people present, but that Hugo, as a whole, may not accept 14' trailers. There are more people than the residents of the trailer court to consider. LaValle and McAllister agreed that manufactured homes have come a long way in recent years. McAllister stated that he had discussed the matter with a number of people, and everyone does not agree with allowing trailers being used for a resi- dence outside of a trailer park. Rick Alstad stated that land is a good investment. He could see maybe having a different zone to accommodate manufactured homes outside of a trailer perk. It was the feeling of the remaining residents present that the dimension should be changed from 24' to 14' or 16' , MOTION: Schletty made motion, LaValle seconded, to close the public hearing at 8:59 PM. All aye. Motion Carried. August 2, 1 2 70 98 MOTION: Schletty made motion, McAllister seconded, to table consideration of Ordi- nance 187 for further consideration by the Council. All aye. Motion Carried. FISCHER GRAVEL PIT Engineer Kuusisto and Councilman Schletty made an on-site inspection of the Fischer gravel pit to consider possible commitment to purchase the gravel. MOTION: LaValle made motion, McAllister seconded, that the City Engineer be authorized to prepare the necessary documents for the city to purchase the quantities of Class 5 bituminous aggregate and Dresser trap rock from Fischer Construction located at the Hansen pit. The financial terms are as follows: $20,000 if paid in two years or $18,000 if paid in cash. All aye. Motion Carried. While on the Fischer inspection, Engineer Kuusisto and Schletty made an inspection of some streets. Douglas Hesley, 14460 Hyde Avenue, has filled a small ponding area because he felt it was a breeding ground for mosquitos and flies, and, in general, a nuisance. Engineer Kuusisto will write a letter to Mr. Hesley regarding a control structure that will be required as a result of the filling of the pond. MOTION: LaValle made motion, Schletty seconded, to approve JO 49002 for Northwestern Bell. All aye. Motion Carried. MOTION: McAllister made motion, Vail seconded, to approve Change Order No. 3 for Project 8118. All aye. Motion Carried. 6.0 REPORTS OF ui iCERS 6.1 Ordinance Committee MOTION: LaValle made motion, McAllister seconded, to accept the resignation of Ann Fashingbauer from the Ordinance Committee. All aye. Motion Carried. 6.2 Planning Commission - No discussion 6.3 Water Superintendent - No discussion 6.4 Building Inspector - No discussion 6.5 Fire Chief - No discussion 6.6 Clerk MOTION: McAllister made motion, Vail seconded, authorizing the Fire Chief to pur- chase a new drop tank for the new tanker in the amount of $700.00 All aye. Motion Carried. 71 August 2, 1982 NOTION: McAllister made motion, Vail seconded, that the clerk be authorized to advertise city owned surplus property for sale or auction as may be directed by the Mayor. The time, date, place, and auction company, if used, shall be at the discretion of the Mayor. The Mayor is authorized to enter into an agreement with an auction company. All aye. Motion Carried.
