MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL
September 7, 1982
The meeting was called to order by Mayor Marvin LaValle at 7:03 PM.
PRESENT: LaValle, McAllister, Vail
ABSENT: Schletty, Irsfeld
3.0 APPROVAL OF MINUTES
MOTION: Vail made motion, McAllister seconded, to approve the minutes of August 16,
1982, after the following correction has been made:
Schletty should not have been marked "ABSENT".
All aye. Motion Carried.
4.0 APPROVAL OF CLAIMS
MOTION: McAllister made motion, Vail seconded, to approve the General Claims for
September 7, 1982, as submitted.
All aye. Motion Carried.
MOTION: LaValle made motion, McAllister seconded, to approve the Utility Claims for
September 7, 1982, as submitted.
All aye. Motion Carried.
5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
5.1 Byron Anderson - Rezoning
Mrs. Anderson is seeking approval to rezone 160 acres from Conservancy to Agriculture.
The Anderson's are particularly interested in selling property lying along 152nd Street,
and have no real plans for the sale of the balance of the property. The would like
to rezone because they feel they can get more money for the sale of two 10 acre par-
cels, rather than one parcel at 20 acres. Mayor LaValle stated that the City is not
anxious to rezone property unless there is evidence that the land can accommodate
onsite septic systems, and that information has not been made available. Mrs. Ander-
son said she did not feel they could bear the expense of percolation tests for the
entire piece of land to be rezoned. Mayor LaValle instructed the Clerk to obtain
a map on the soils of Washington County from the ASCS office in Stillwater, and felt
that the Council would be able to get enough information from these maps to get an
indication of the suitability of the land for onsite septic systems. Because 4/5's
vote is needed for changes in zoning, and . not enough soils info available, this
matter will be addressed again at the meeting of 9/20/82.
5.2 Harlee Anderson - Site Plan Approval
Mr. Anderson, 12203 Fiona, would like to construction a 26 x 36 woodframe building
to be used for a garage and workshop. The existing garage will be torn down at a
future time.

MOTION: McAllister made motion, Vail seconded, to approve the Site Plan for
Harlee Anderson, 12203 Fiona, to construct a 26 x 36 accessory building
to be used 'as a garage and workshop, per submitted site plan.
All aye. Motion Carried.
5.5 Refuse Licenses
MOTION: LaValle made motion, Vail seconded, to grant a license for the collection
of garbage and refuse in the City of Hugo to Lake Sanitation, under
Chapter 120, for a fee of $50.00.
All aye. Motion Carried.
MOTION: McAllister made motion, Vail seconded, to grant a license for the collec-
tion of garbage and refuse in the City of Hugo to Woodlake Sanitary
Service, under Chapter 120, for a fee of $50.00.
All aye. Motion Carried.
MOTION: Vail made motion, McAllister seconded, to grant a license for the col-
lection of garbage and refuse in the City of Hugo to DoAll Service, under
Chapter 120, for a fee of $50.00.
All aye. Motion Carried.
MOTION: McAllister made motion, Vail seconded, to grant a license for the col-
lection of garbage and refuse in the City of Hugo to Maroney's Service,
under Chapter 120, for a fee of $50.00.
All aye. Motion Carried.
MOTION: Vail made motion, McAllister seconded, to grant a license for the col-
lection of garbage and refuse in the City of Hugo to MCS Refuse, under
Chapter 120, for a fee of $50.00.
All aye. Motion Carried.
5.6 Rolling Green Properties - Expiration of Letter of Credit
A Building Permit was issued to Rolling Green Properties in lieu of certain con-
ditions being met to satisfy the State Building Code. They had proposed to move
in a house to property located at 6508 170th Street, and the City determined
that a letter of credit should be submitted to insure that all conditions will
be satisfied. The Building Inspector advised the Council that the conditons of
the permit had been met except for heating, plumbing, and electrical. Their
$15,000 Letter of Credit will expire on 10/14/82.
MOTION: McAllister made motion, Vail seconded, that upon final inspection of
the plumbing, heating, and electrical wiring, that the City Clerk be
authorized to release the letter of credit.
McAllister withdrew his motion and Vail his second.

MOTION: LaValle made motion, McAllister seconded, that. the Letter of. Credit for
Rolling Green Properties be reduced from $15,000.00 to $5,000.00, with the
same expiration date (10/14/82) . Reason for reduction is that project is
complete except for final inspection of the plumbing, heating, and electrical.
All aye. Motion Carried.
6.0 REPORTS OF OFFICERS & COMMITTEES
6.1 Ordinance Committee - No discussion
6.2 Planning Commission - No discussion
6.3 Water Superintendent
Mr. Burkard was present to inform the Council of work performed by the Utility De-
partment during the summer. He stated that the ladder on the water tower has been
enclosed. The State Health Department will now be charging the city for chemical
analysis - $105.00 for a 15 month period.
6.4 Building Inspector
Mr. Crever submitted his monthly report. He stated that Len Noack would like to
move his house to property located on 165th Street. That area has poor soil for
onsite septic systems, and Crever was instructed to work with Dale Eklin as to a
design that will satisfy the requirements of the city.
MISCELLANEOUS
Mr. Tony Vilgos was present requesting permission from the City Council to close
the streets surrounding the City Park for a Bike-a-Thon on September 18, 1982
from 11 :00 AM to 3:00 PM.
MOTION: McAllister made motion, Vail seconded, to approve the bike-a-thon for
St. Jude's Children's Research Hospital on September 18, 1982, from
11 :00 Am to 3:00 PM, and for 147th Street, Upper 146th Street, Finale,
and Fitzgerald Avenue to be barricaded from other than local traffic.
All aye. Motion Carried.
5.4 Public Hearing - Ordinance 187
The public hearing was called to order at 8:04 PM. Tom Crever and Mary Ann Creager
went on record as being in favor of the proposed ordinance. The proposed ordinance
would limit the dimension of a residence to 24' . Clayton Green, residentof the
trailer park, stated he would like to be able to move his trailer onto a lot with-
out someone telling him he can't. The citizens present were not in favor of the
ordinance as presently worded. Because there were only three Councilmen present,
no action could be taken.
MOTION: LaValle made motion, McAllister seconded, to recess the public hearing
until 8/20/82 at 8:00 PM.

The regular meeting was called back to order at 8:41 PM.
6.6 Clerk
The city received a letter from Joyce Seever regarding speeding problems on Oneka
Lake Boulevard.
MOTION: LaValle made motion, McAllister seconded, that the letter from Mrs.
Seever be referred to Councilman Howard Schletty. Mr. Schletty is to re-
quest the State to perform a traffic count, and submit a report of his
findings at his earliest oDnvenience.
All aye. Motion Carried.
MOTION: LaValle made motion, Vail seconded, to hire Carole LaBelle as part-time
secretary at $3.50/hour.
All aye. Motion Carried.
MOTION: LaValle made motion, Vail seconded, that the election judges for the
year 1982 be paid $4.00/hour.
All aye. Motion Carried.
8.0 UNFINISHED BUSINESS
8.1 1983 Budget
MOTION: LaValle made motion, McAllister seconded, to set a Special Meeting of
the City Council for September 16, 1982, at 7:00 PM, for the purpose
of discussion of the 1983 Budget.
All aye. Motion Carried.
MOTION: LaValle made motion, McAllister seconded, to adjourn at 9: 15 PM.
