MINUTES OF THE PROEuINGS OF THE HUGO CITY COUNCIL
October 18, 1982
The meeting was called to order by Mayor LaValle at 7:00 PM.
PRESENT: LaValle, McAllister, Schletty, Irsfeld, VAil
Also - Attorney. Charles Johnson and Engineer Howard Kuusisto
3.0 APPROVAL OF MINUTES
MOTION: Irsfeld made motion, Schletty seconded, to approve the minutes of October 4,
1982, as submitted.
All aye. Motion Carried.
4.0 APPROVAL OF CLAIMS
MOTION: Irsfeld made motion, McAllister seconded, to approve the General Claims for
October 19, 1982, after the following change has been made: Delete the
claim for Harley's Sod, in the amount of $41 .25, and to the Utility Claims
(Water Dept.) .
All aye. Motion Carried.
MOTION: LaValle made motion, Vail seconded, to approve the Utility Claims for Octo-
ber 18, 1982, with the addition as noted. above.
All aye. Motion Carried.
5.0 PETITIONS, REQUESTS, COMMUNICATIONS AND LICENSES
5.1 Frank Lander - Discussion on Assessment
Mr. Langer was present to discuss the new legislation for the assessing of agricul-
tural land. Mr. Langer conducted a survey on farm rental costs to determine a
method of valuing farmland (rent divided by .056 = assessed value) . This new law
will affect the assessed value of the communities, which means that every mill
will br ingin fewer dollars (1984) . Mayor LaValle.took this time to compliment
Mr. Langer on his job performance, stating that he had received several comments
from residents regarding Mr. Langer's pleasant manner.
5.2 David Schumann Site Plan Approval
Mr. Schumann is proposing the construction of a 30 x 40 pole barn to be used as a
garage and for personal storage. The land is zoned Agriculture, and the building
will meet all setback requirements.
MOTION: Schletty made motion, McAllister seconded, to approve the Site Plan for
David Schumann for the construction of a 30 x 40 pole barn to be used as
a garage and for personal storage.
All aye. Motion Carried.
5.3 Gerald Spiess - Special Use Permit
Mr. Spiess is proposing the construction of a 24 x 30 garage in the SFE zone. The
building exceeds the minimum square footage allowed by 80 feet, thereby, requiring
a Special Use Permit.

MOTION: LaValle made motion, Irsfeld seconded, to approve the Special Use Permit
for Gerald Spiess for the construction of a 24 x 30 accessory building
for personal storage only.
All aye. Motion Carried.
5.4 Donald Sempel - Amended Special Use Permit
Mr. Serape l, Safeway House Movers, would like to amend his original permit by the
addition of a 30 x 60 building to be used for rental purposes. Mr. Sempel
questioned whether he would be able to install a septic system for this building,
and was informed that if the proposed business was a permitted use, and an accept-
able perc test was submitted, that there should be no problem in obtaining a permit.
MOTION: Irsfeld made motion, Schletty seconded, to approve the Amended Special
Use Permit for Donald Sempel, Safeway House Movers, showing an addition
of a 30 x 60 building site on the property, as indicated on the Site Plan.
All aye. Motion Carried.
5.5 George Indykiewicz - Mining Permit
Engineer Kuusisto submitted a report on this mining site, and stated that the site
is in good condition.
MOTION: McAllister made motion, Vail seconded, to approve the Mining Permit for
George Indykiewicz until November 1 , 1983.
All aye. Motion Carried.
5.6 Randall Irving - Renew of Mobile Home Permit
MOTION: LaValle made motion, Irsfeld seconded, to renew the Mobile Home Permit
for Randall Irving, 12870 Henna Avenue, under chapter 40, Article III,
Subdivision B, for a period of ninety (9 0) days, and subject to col-
lection of fee ($10.00) .
All aye. Motion Carried.
5.7 Windsor-Gro - Renew of Mobile Home Permit
MOTION: Irsfeld made motion, McAllister seconded, to renew the Mobile Home Permit
for Windsor-Gro, 17385 Forest Boulevard, under Chapter 40, Article III,
Subdivision, for a period of 90 days, and subject to payment of the fee.
All aye. Motion Carried.
6.0 ORDINANCES AND RESOLUTIONS
MOTION: Irsfeld made motion, McAllister seconded, to place the proposed drug
paraphernalia ordinances on the agenda for November 15th.
All aye. Motion Carried.

MOTION: LaValle made motion, McAllister seconded, to set a public hearing for
November 15, 1982, at 8:00 PM, for the purpose of discussion of the in-
tended use of the 1983 Revenue Sharing Funds.
All aye. Motion Carried.
THE BOTTLE COMPANY
There was discussion on the conditions set for Mr. Palsa to construct his driveway
at the front of his new bui ld.ing. When the Driveway Permit is issued, Mr. Palsa
is to submit payment of $500.00 for a curbcock. Kuusisto and Johnson will work
together to complete an agreement between the city and Mr. Palsa for the standards
required to ensure protection of the recently installed storm sewer.
9.0 .ATTORNEY AND ENGINi
Mr. Johnson submitted his montly report. There was much discussion relating to
Armon Systems and septic system installed by them at 12616 Ingersoll Avenue North.
The city has not received payment for the cosh incurred. to install a system that
functioned properly. Attorney Johnson recommended that the city obtain a summary
of the engineering tests performed on the Armon System, and also obtain estimates
as to what a holding tank system would have cost to install. Engineer Kuusisto
stated that he will obtain this information.
10.0 CLERK
The city received a letter from the DNR regarding the availability of public access
to Sunset Lake. Mayor LaValle instructed the clerk to set an informational type
meeting with the following representatives: DNR, Sunset Lake Homeowners Assn. , and
the City Council.
Captain Greer Washington County Sheriff's Office, will be meeting with the Fire
Department on October 25, 1982, at 6:30 PM, to discuss the new 911 program. Anyone
interested in this program is invited.
