MINUTES OF THE PROLEINGS OF THE HUGO CITY COUNCIL
November 15, 1982
The meeting was called to order by Mayor LaValle at 7:04 PM.
PRESENT: LaValle, McAllister, Schletty, Irsfeld, Vail
Attorney, Charles Johnson
3.0 APPROVAL OF MINUTES
MOTION: Schletty made motion, McAllister seconded, to approve the minutes of
November 1 , 1982, as submitted.
All aye. Motion Carried.
NOTION: Vail made motion, Schletty seconded, to approve the minutes of the
Special Meeting of the City Counc i l (Board of Canvas) on November 4, 1982,
as submitted.
All aye. Motion Carried.
4.0 APPROVAL OF CLAIMS
MOTION: Irsfeld made mot ion, Schletty seconded, to approve the General Claims for
November 15, 1982, as subm i.tted.
All aye. Motion Carried.
MOTION: Irsfeld made motion, McAllister seconded, to approve the Utility Claims for
November 15, 1982, as submitted.
All aye. Motion Carried.
5.0 PETITIONS, REQUESTS,.COM4UNICATIONS AND LICENSES
5.1 Donald Rieck - Temporary Mobile Home Permit
Mt. Rieck would like to obtain a temporary permit to reside at the location of his
residence at 12718 Irish Avenue. A working set of plans will be submitted to the
Building Inspector in the Spring of 1983. However, prior to issuance of the tem-
porary
porary permit, Mr. Rieck is to obtain the following permits: septic system, well,
and driveway.
MOTION: Irsfeld made motion, McAllister seconded, to approve the temporary Mobile
Home Permit for Donald Rieck, 12 718 Irish Avenue, subject to Mr. Rieck
obtaining septic, well, and driveway permits. A valid building permit shall
be obtained no later than June 1 , 1983.
All aye. Motion Carried.
Ron .Istvanovich - Purchases for Fire Department
MOTION: McAllister made motion, Vail seconded, that the Fire Chief be authorized to
purchase a hose cover for #3 truck, for approximately $250.00 and 10 gallons
of foam for approximately $170.00.
All aye. Motion Carried.

MOTION: Irsfeld made motion, Vail seconded, that the Fire Chief be authorized
to purchase two (2) pagers, in an amount not to exceed $700.00.
VOTING FOR: LaValle, Irsfeld, Vail
VOTING AGAINST: McAllister, Schletty
Motion Carried.
MOTION: McAllister made motion, Irsfeld seconded, that the Fire Chief be
authorized to start conversion of the Scott Airpaks.
All aye. Motion Carried..
5.3 Roger Hanson - Site Plan Approval
Mr. Hanson, 17531 Greystone Avenue, is proposing the construction of a 24 x 24
accessory building for his personal storage.. Mr. Hanson owns 21 acres in the
AG zone.
MOTION: Vail made motion, McAllister seconded, to approve the Site Plan for
Roger Hanson, 17531 Greystone, for the construction of a 24 x 24
accessory building, per the submitted site plan.
All aye. Motion Carried.
5.4 James Leroux - Renew of Mobile Home Permit
MOTION: LaValle made motion, Irsfeld seconded., to renew the Mobile Home Permit
for James Leroux, 4360 165th Street North, under Chapter 40, Article
III, Subdivision D, for a period of ninety days.
All aye. Motion Carried.
5.5 Benson Kennels - Expiration of Letter of Credit
The letter of credit guarantees Conditions 1 , 2, and 3 of Jeff Barbour's Special
Use Permit. The exterior of Phase 2 of the construction has been completed, but
not the septic system. Mr. Barbour had stated that he hopes to start construction
of the sytem during the spring of 1983.
MOTION: Irsfeld made motion, McAllister seconded, that Benson Kennel's Letter
of Credit, in the amount of $5,000.00, guaranteeing items 1 , 2, and 3 of
the Special Use Permit, be extended for one year.
All aye. Motion Carried.
5.6 Off Sale Liquor Licenses
MOTION: LaValle made motion, Irsfeld.iseconded, to grant an OFF SALE LIQUOR
LICENSE TO ONEKA HILLS FARMS, INC. , 12010 Keystone Avenue, in the amount
of $100.00.
All aye. Motion Carried.
MOTION: Schletty made motion, McAllister seconded, to grant an ON SALE CLUB
LICENSE AND CIGARtrn LICENSE to the AMERICAN LEGION POST 620, 5736
147th Street, in the amount of $112.00

Off Sale LiquDr Licenses
MOTION: Vail made motion, McAllister seconded, to approve the OFF SALE LIQUOR LICENSE
for CATHERINE E. ANDERSON DBA SWAB'S OF HUGO, INC. , 14559 Forest Boulevard
North, in the amount of $100.00.
All aye. Motion Carried.
MOTION: Irsfeld made motion, Schletty seconded, to grant an OFF SALE LIQUOR LICENSE
to ROBERT RICCI DBA RICCI'S SALOON, 14777 Forest Boulevard North, in the
amount of $100.00.
All aye. Motion Carried.
MOTION: Irsfeld made motion, McAllister seconded, to grant an OFF SALE LIQUOR
LICENSE TO GPR & ERA, INC. , DBA: BLACKSMITH LOUNGE, 17205 Forest Blvd. ,
in the amount of $100.00.
All aye. Motion Carried.
6.0 ORDINANCES AND RESOLUTIONS
6.1 Drug Paraphernalia Ordinance
After review of the ordinance as submitted by Deputy Sheriff Klarich, it was the
attorney's recommendation that it not be adopted. The ordinance contained no con-
fiscation provision, and the "knowingly" would be very difficult to prove. Mt.
Johnson stated that the state had amended State State 152, and that amendment gives
the sheriff's department the necessary tools for action.
MOTION: Irsfeld made motion, McAllister seconded, that the City Attorney be in-
structed to draft an ordinance for drug paraphernalia that follows the
direction of the State Statute.

RICHARD KRAWCZEWSKI - Site Plan Approval
Mr. Krawczewski, 9686 140th Street, is proposing the construction of a 38 x 60
pole building. He has bypassed the Planning Commission because he would not have
been able to appear before the Council until 12/20. The land lies in the AG zone.
MOTION: Irsfeld made motion, McAllister seconded, to approve the Site Plan for
Richard Krawczewski, 9686 140th Street, for the construction of a 38 x 60
pole building to be used for agriculture and personal storage.
All aye. Motion Carried.
5.7 Revenue Sharing - Public Hearing (8:00 PM)
The public hearing to consider use of revenue sharing funds for 1983 was called
to order at 8:03 PM. Mrs. Theodora Peltier was present and inquired as to where
the $17,144.00 would be spent. Mrs. Peltier was informed that the money would be
used for roads.
MOTION: Irsfeld made motion, Schletty seconded, to close the public hearing at 8:05 PM.
All aye. Motion Carried.

MOTION: Irsfeld made motion, Vail seconded, that the Revenue Sharing funds, in
the amount of $17,144.00, will be used on maintenance of city roads.
Ail aye. Motion Carried.
9.0 ATTORNEY AND ENGINEER
Mr. Johnson submitted his monthly report.
10.0 CLERK
MOTION: LaValle made motion, Vail seconded, to approve J.0. 48731 for North-
western Bell.
All aye. Motion Carried.
The city has received a letter from Blaine Midway All Pets stating the possibility
of them not being in the animal pickup business in 1983. The clerk was directed
to contact Blaine to see how Hugo would be effected.
MOTION: Irsfeld made motion, McAllister llister seconded, that the Mayor be authorized
to sign the EMS contract for 1983.
All aye. Motion Carried.
