PRESENT: Arcand, Bever, Denaway, Graff, Puleo, and Miron ABSENT: Klein APPROVAL OF MINUTES FOR THE EDA MEETING OF FEBRUARY 14, 2011 Bever made motion, Denaway seconded, to approve minutes for the EDA meeting of February 14, 2011. All aye. Motion carried. OATH OF OFFICE FOR NEW COMMISSIONERS New EDA Commissioners Mike Graff and Frank Puleo signed their oath of office at the meeting. The EDA members welcomed both of them as members of the EDA. REDEVELOPMENT CONCEPT PLAN The property is generally located at the northwest corner of Highway 61 and CSAH 8 and also abuts 145th Street to the north. The property owner, Pete Sampair, has put a very basic conceptual plan together for a mixed use development for the property. The demolition of the existing stock lumber building would be included in the redevelopment of the site. The property owner would like to get feedback from the EDA on the project in regards to development phasing, mix of uses, type of housing, and general layout. Pete Sampair presented his concept plan to the EDA. He stated that he prefers the option that has the buildings pulled up to Highway 61. He stated that the development team would need to evaluate how close the buildings should be to the future light rail line. The EDA also preferred the option with the buildings pulled up towards the road with a main street type of atmosphere. Mr. Sampair stated that housing would most likely be the first phase. The EDA stated that they would be comfortable with that, but would like assurance that the retail portion of the development would be provided soon after. Mr. Sampair stated that the retail portion of the development would be the next step and is a goal for the project. The EDA generally liked the overall phasing for the development. The EDA stated that it liked the mix of uses with the retail along the edges and the housing interior. They stated that if a drive-through is needed for a business that should be planned for with the development application. One EDA commissioner stated that they like the housing within the development and it would bring people to the retail businesses. The EDA discussed the type of housing with Mr. Sampair. He stated that he is planning for senior housing for the project. He has been in contact with a senior housing developer for the property. He also stated that the market will be what dictates the type of housing he decides on. The EDA stated that they like the senior housing concept better than apartments for the area. The EDA members agreed that if apartments were going to be planned for the project that the complex be sized to accommodate on site building and property maintenance. Arcand made a motion, seconded by Puleo, to direct staff to continue working with Mr. Sampair on the redevelopment plan and to relay the EDA's support of the project with additional comments to the Planning Commission. All aye. Motion Carried. UPDATE ON EDA ANNUAL REPORT The EDA Annual Report is updated with additional items the EDA directed staff to include. No action was needed from the EDA, since the report was approved at the February meeting with the changes. UPDATE ON FEBRUARY 15, 2011 BUSINESS BREAKFAST On Tuesday, February 15, 2011, a business networking breakfast was held in the Oneka Room at Hugo City Hall. Stephen Kelly, an adjunct teacher at Century College, presented on the principles of social media. There were approximately 60 people that attended the meeting. Miron stated that the EDA should continue to support these events. He stated that it was a great networking opportunity for the businesses. UPDATE ON DOWNTOWN REDEVELOPMENT Staff will update the EDA on the progress of downtown redevelopment. Rachel Juba stated that Bioscitex has pulled their lease for the building on located at 5525 140th Street. The owner of the property will continue to find a new business to own or lease the building. Maid Rite Restaurant, headquartered in Des Moines, Iowa, has expressed interest in locating in Hugo. They are looking for a franchise to locate in the City. Staff included information on Maid Rite in the EDA packet. ADJOURNMENT Bever made a motion, seconded by Graff, to adjourn at 11:05 am. All aye. Motion carried.
