PRESENT: Arcand, Bever, Denaway, Klein, Puleo, and Miron ABSENT: Graff STAFF: Bryan Bear, City Administrator Rachel Juba, Planner APPROVAL OF MINUTES FOR THE EDA MEETING OF NOVEMBER 14, 2011 Arcand made motion, Klein seconded, to approve minutes for the EDA meeting of November 14, 2011. All aye. Motion carried. ANYTIME FITNESS —14643 MERCANTILE DRIVE, SUITE 100 Staff invited Ryan Manning owner of Anytime Fitness that recently moved in to the Victor Gardens North Village retail center. Mr. Manning presented the EDA with his background and an overview of the business. Mr. Manning stated that he has been waiting four years to open in Hugo. He had a lease signed for a building that has not been built yet and ended up moving into the vacant space in Victor Gardens. The gym is 2,800 square feet with showers. Their business model is based on convenience and motivation. He asked the EDA how he could get involved in the community. Miron mentioned that there are several ways to sponsor events in the City, especially through parks programming. He stated that there is the Hugo Business Association that he may want to get involved with and help with their events. The EDA welcomed Ryan Manning as a new business owner in the City of Hugo. DISCUSSION ON DEVELOPMENT FEE ANALYSIS At its October meeting, the EDA directed staff to put together a development scenario for a restaurant in downtown Hugo. The analysis includes city fees in regards to development in Hugo and surrounding cities. The EDA discussed the spreadsheet at its November meeting and asked staff to bring it to the December meeting for further discussion. Staff included a spreadsheet that outlined the fees for each city. Miron stated that he was impressed with the City's competitiveness with the other cities. It shows that it costs less to build in downtown than in other areas of the City. Commissioner Denaway pointed out the other cities fees for park dedication. He also stated that it would be nice to see the annual taxes for each City. DISCUSSION ON 2012 GOAL SETTING Staff included the EDA goals for 2011 for the EDA's review. The EDA's goals for 2012 will be forwarded to the City Council as they discuss their goals for 2012. Miron, Commissioners Klein and Bever stated that they will be gone for the January 9, 2012, meeting. Denaway made a motion, seconded by Klein, to reschedule their next meeting to Tuesday, January 3, 2012, at 7 PM. All aye. Motion Carried. The EDA discussed some ideas to add to the goals for 2012. Commissioner Puleo stated that we need to continue working on maintaining existing businesses. There may be a way to help the businesses or lessen restrictions. Commissioner Denaway stated that the EDA should include the implementation of the LCDA pre -development grant and working towards a development grant. Commissioner Bever stated that trade shows may be a good way to market the City. He also mentioned a community sign. UPDATE ON DOWNTOWN REDEVELOPMENT Staff updated the EDA on downtown redevelopment. The Met Council will be announcing its LDCA grant grantees this month. Staff will update the EDA at their next meeting on the outcome. The Ricci's Restaurant building has been demolished. The bank expects the lot to be on the market in March or April 2012. The Glamos building that was damaged in a fire in April is being demolished this week. There is an application to rezone the property located at 13997 Forest Boulevard. The request is to rezone the property to General Business (C-2) from Neighborhood Service (NS). CITY IDENTITY WORKSHOP DECEMBER 15, 2011 AT 7 PM The City Identity Workshop is on Thursday, December 15, 2011 at 7 PM. Staff reminded the EDA of the workshop.
