TUESDAY, DECEMBER 9, 2014
3. APPROVAL OF MINUTES
Staff recommends approval of the minutes from the October 14, 2014, EDA meetings as
presented.
4. UPDATE FROM REALTOR
Bill Bergeson, High Pointe Realty, will be present to provide the EDA an update on the
progress of marketing the City owned property. In you packet is a list of contacts he has
made and their responses. Staff recommends the EDA discuss the marketing efforts with
Mr. Bergeson.
5. UPDATE ON MARKETING
At the October meeting staff provided an outline of the current marketing efforts of the
City. The EDA was generally comfortable with what items were being accomplished.
There was discussion on meeting with commercial brokers to provide them with
information on Hugo and the available properties.
Staff has made contact with Beth Keen, the marketing and events coordinator for
Minnesota Commercial Association of Realtors (MNCAR) to discuss events that would
provide credits to realtors that attend.
6. UPDATE ON DOWNTOWN REDEVELOPMENT
Staff will provide an update on downtown redevelopment.
7.2015 GOAL SETTING
Each year, the City Commissions and City Council adopt goals. The adopted goals are
very important to the staff as they help us prioritize our work over the year. Staff has
protiided the 2014 goals and a few questions for the EDA to think about when setting the
2015 goals. Please take some time to think about the questions in advance, as the
outcome of these sessions will guide the Commission and the work of the City staff over
the next year.

APPROVAL OF MINUTES FOR THE EDA MEETING OF SEPTEMBER 9, 2014
Klein made motion, Denaway seconded, to approve minutes for the EDA meeting of September
9, 2014.
All ayes. Motion carried.
DISCUSSION ON MARKETING
At its September meeting the EDA discussed the 2030 Comprehensive Plan implementation
items and the EDA goals for 2014. The EDA discussed marketing as one of its top goals. Staff
has provided an overview of of the current marketing efforts and discussed others the EDA
would like to accomplish.
Staff presented the marketing efforts to the EDA. The main topics included the City website,
community videos, quality development, events, and partnerships. The City website has an entire
section dedicated to economic development that provides an abundance of information for
business owners and properties that are available. There are several events that are held that
bring in large numbers of people to Hugo. Partnerships was a large portion of the presentation
showcasing all of the partnership that have been established over the last several years. Staff
stated they were comfortable with the marketing that is being done, but asked the EDA for other
big picture marketing efforts that could be completed.
Commissioner Klein stated that the EDA should ask commercial and industrial businesses what
kinds of businesses would be a benefit to them if they moved here.
Commission Denaway stated that generally the City is doing a good job marketing Hugo. More
outreach and networking with economic development organization would benefit Hugo. There
needs to be word of mouth effort that Hugo is a great place to locate a business.
President Weidt asked the EDA if a consultant should be hired on to complete the marketing
efforts and provide the City with additional marketing efforts. He asked if this would have more
impact.
Commission Denaway stated that a consultant may not be the right approach. The word of mouth
and networking may have more of an impact and result. Having meetings with commercial
realtors or brokers is a good idea.
The EDA generally agreed.
Commissioner Petty stated that the EDA or City should conduct a commercial realtor's forum
and present information to the realtors on Hugo.
The EDA generally agreed this was a good idea. President Weidt directed staff to look into
having a commercial realtor's forum in Hugo.
DISCUSSION ON THOMMES AND THOMAS PROPERTY
At the September meeting the EDA discussed the Thommes and Thomas property on 165t' Street
being for sale. In 2009, the EDA discussed the purchase of the property and made a motion to
not purchase the property. Recently, the realtor had contacted staff again asking if the City would
be interested in buying the property for $50,000 per net developable acre.
Staff provided the EDA with the inventory of industrial lots and building available. Staff
recommended the EDA discuss the City's role in development and purchasing the property.
Commissioner Denaway stated that this property is located in an area where the City has zoned
property industrial. We developed the Bald Eagle Industrial Park and provided incentives to
businesses who located in the park. There may be another time when it will be the City's role
again to develop an industrial park. There also may be other ways besides acquiring properties to
provide incentives for businesses to locate in Hugo and to help development of the area.
President Weidt agreed and stated that there are several other properties that would need to be
acquired to make a development possible.
Commission Puleo asked if staff could provide an estimate on the cost to extend utilities to the
area. Staff stated they could provide something to the EDA at an upcoming meeting.
Commission Houle questioned whether the market was ready for development if the private
sector has not developed the property.
Staff stated that the main question is "what is the City's role in development?". Should be City
continue marketing or actually being the developer? If the market is there, private developers are
likely to develop the property. A reason the City would develop a property before the market is
ready, is they want it to move faster and want to incentivize the development. This means a high
risk investment and properties are likely sold at a discount. If the City decided to develop 3
property are market study should be completed to ensure it's feasible.
Commissioner Puleo stated that if the City were to develop an industrial park in this area, this
may not be the first property the City would want to acquire.
President Weidt summarized that from the discussion is that the EDA does not want acquire
property and develop an industrial park at this time, but may want to revisit the issue in the
future. The EDA members agreed.
UPDATE ON DOWNTOWN REDEVELOPMENT
Staff stated that the Hardwood Creek Trail extension from 145' Street to 140' Street has been
completed.
O'Reilly's Auto Parts purchased the property located at 14777 Forest Boulevard (old Ricci's
Saloon Site) and has submitted for site plan approval.

We have contacted every name on this list. Either by cold call or by personal email. We have been able to generate
some interest as seen on the update. I also am trying to come up with a investment scenario with the current approved
plan. We would use that to find investors and tell them the potential of the lot. We continue to find new developers,
restaurant and any others that may have interest. Lots like this can sit for a while, but we will keep trying to create
interest any way we can. Any new updates, interest or information you may receive may be helpful. Thanks again for

It was great talking with you today about the possible City of Hugo Commercial Real Estate program. I've attached the
promo email from the City of Brooklyn Park event that happened earlier this year along with the MNCAR Policy to apply
for CE credits for other organizations.
We are more than happy to do a joint program with the City of Hugo for a Commercial Real Estate program and we can

MNCAR is a qualified provider of commercial real estate continuing education credits through the MN
Department of Commerce. if you'd like MNC4R's help in applying for, receiving approval for and
submitting CE credit far CRE brokers at a program or event you're facilitating, we've put together the
following guidelines:
You or someone in your organization must be a current MNCAR member.
MNCAR requires the following information be submitted to our office at least 43 days in
advance of your program date:
o Course outline broken out into 15 -minute segments (we'll provide a sample for you).
o Brief biographies for each person speaking or moderating, including their contact info.
o $150 administrative fee to MNCAR (this covers paperwork that needs to be submitted
to the D.O.C. and uploading attendance information for up to 10 licensed brokers after
the program).
o $10 Department of Commerce fee per credit hour (for example, a 2.0 hour program
would be 2.0 CE credits = $20). This can either be included along with the MNCAR
administrative fee or you may write a separate check made out to the Department of
Commerce and we'll submit that with your paperwork.
o If more than 10 licensed CRE brokers attend your program and MNCAR needs to upload
more than 10 CE submissions, MNCAR will charge an additional $10 for each additional
submission.
• Your commitment to add wording to your promotional invites that states "CRE Continuing
Education Credits applied for by MNCAR" along with our logo.
As a qualified provider, we must adhere to strict guidelines put forward by the Department of
Commerce. In order to submit for CE credit under our organization's name, we need to ensure those
quidelines are met at each program we're providing CE applications for.
Please submit a program schedule to Beth Keen at MNCAR, beth@mncar.org. A MNCAR representative
may attend the program to ensure that signatures are being obtained in accordance to the Department
of Commerce quidelines that we must adhere to.
Please note: All credit distribution is pending Department of Commerce CE approval. There may be a
case where a CE application is not approved by the Department of Commerce and we would not be
able to distribute credits for any course not officially approved by the Department of Commerce.

2015 Goal Setting
Vision of the EDA
The goal of the Hugo Economic Development Authority (EDA) is to create a thriving
community with diverse jobs and tax base, brought about by specific emphasis on
business retention, business expansion, and business attraction.
Discussion Questions
Please prepare responses to the following questions to discuss during the goal setting.
1. What strengths does the City of Hugo have? Please identify one or two
considerations that that you believe are unique to Hugo and can be a positive
asset to the community.
2. What weaknesses does the City of Hugo have? Is there something that the City
should be doing with economic development that we are not?
3. What do you think should be the 3 most significant priorities of the EDA for the
next 20 years?
4. What are the top 3 priorities for the EDA in 2014?
5. Where do you think the greatest area of opportunity for economic development is
in the City?
6. What specific goals or action steps can be taken in the future (1-3 years) that will
help to define the future of the City and realize the City's vision?
Goal Setting Process
Using the vision above, the EDA will work together to identify three to six goals. Each of
the goals will also have action steps to be taken in 2015. The Hugo City Council will be
presented the goals of the EDA for their feedback and approval. The goals will drive the
activities of the EDA in 2015.

Thank you for your letter in regards to the Metropolitan Council Environmental Services
(MCES) refund the City received in 2012.
The sewer system is comprised of lift stations and sewer mains that total over $9.1 million and
are depreciated over a useful life of 40 years. Periodically, the lift stations and mains need to be
replaced. The City has a sewer fund that supports those replacements through a sewer usage
charge on your utility bill.
Shortly after the refund was received, the City dropped its residential sewer rates back to 2010
levels and commercial sewer rates to back to 2004 levels. They remain at these levels today. This
was at an annual cost (decreased revenue) of $128,500.00. The balance of the refund was set
aside in the sewer fund to provide for the future replacement of the sewer fimd assets.
As you may know, downtown redevelopment has been an ongoing priority of the Economic
Development Authority (EDA). At its meeting on Tuesday, December 9, 2014, the EDA will be
setting goals for 2015. The public is welcome to attend all EDA meetings and I invite you to
attend this meeting. This is a great opportunity provide the EDA with your suggestions for
downtown as they plan for the year ahead.
