Updates are available at www. dot. state.mn.us/ metro/projects/hwy61 and170th/ MNDOT is placing roundabouts throughout the state. Studies show roundabouts are a proven safety improvement and contribute to better fuel efficiency. In addi- tion, roundabouts facilitate smoother traffic flow and fewer traffic delays. A Word From Public Works Winter Parking Ordinance Beginning November 1 and extending through March 31, parking is prohibit- ed on all city streets from 2:00am to 7:00am. Also, if we receive two inches or more of snow any other time during the year, parking is prohibited at those times. This is to allow the Public Works Department to clear the snow from the roadways in a safe and efficient manner. Snow Removal The City of Hugo would like to remind everyone that it is against the law to deposit snow on or next to a public street. Minnesota State Statute 160.27 prohibits plowing, shoveling, blowing or otherwise placing snow onto any public road right-of-way, and doing so is punishable by a misdemeanor. Also, residents should check their mail boxes to ensure they are sturdy and in good condition. Mail- boxes that are damaged by snow, and not actual plow contact will not be repaired by the City of Hugo. Street Sweeping The Public Works Department will begin sweeping paved city streets on October 14. Typically, sweeping will take place Monday through Friday, between 7:00am and 4:30pm. It will take about 8 weeks to sweep all streets. Note that there are private streets that may be swept at other times by private companies. Hydrant Flushing The Public Works Department will be flushing hydrants throughout the city starting September 9. It should take about two weeks to complete all hydrants. Flushing purges rust and stagnant water from the system. It is inevitable that some residents will receive rust colored water that could stain laundry. During this time, please check that water coming into the house is clear before use. Road Construction (continued firs.... rcasx-, .&, Washington County will be doing a full - depth reclamation or cold -in- place recycle on 170th Street (County Road 4A) between Elmcrest Avenue and the new roundabout at Hwy 61. Also, CSAH 7 will be reclaimed from Goodview Avenue (the county line) to Manning Avenue. These projects are planned to start this fall. Pavement reclamation involves pulverizing the pavement, adding materials, and com- pacting it as base below new asphalt pavement. Cold -in-place recycle pro- jects remove the asphalt, crush and size it, mix it with rejuvenating oils and place it back on the roadbed, all in one continuous process. Tour de � O 2013 Join us Saturday, September 14 for the third annual Tour de Hugo! This com- munity bike ride is fun for all ages and biking abilities. The ride will start at Lions Park near Hugo City Hall at 14669 Fitzgerald Avenue North. The Rides City Six: 6 miles This ride is great for families! The majority of the route is on paved trails. There will be a pit stop at Oneka Elementary School. This ride starts at 10:00am. Town & Country: 24 miles Tour the city and countryside of Hugo! This ride has 3 optional pit stops, is supported, and starts at 9:15am. Rolling Rambler: 32 miles Tour the countryside of Hugo and be- yond over rolling hills, and cruise around beautiful Big Marine Lake. This ride has 3 optional pit stops, is supported, and starts at 8:45am. Big Beauty: 45 miles Tour the countryside of Hugo and be- yond over rolling hills, cruise around beautiful Big Marine Lake, and out to Marine on St. Croix. This is a deposit site for grass clip- pings, leaves, and soft organic matter only. Garbage or material in non - composting bags is not allowed. No brush, twigs, branches or woody materials accepted. There is a $5 fee for dropping off materials. There has been misuse of the compost site which is why the minimal fee is now being charged. Tour cooperation with these regulations is greatly appreciated. If you need to dispose of materials not allowed at the compost site, alterna- tives include private composting and recycling companies. Burning permits for fires larger than 3 feet by 3 feet can be picked up at Hugo City Hall. The City of Hugo is split into four different school districts. The city has been focusing its econom- ic development efforts towards several opportunities in local commercial and industrial areas. These areas include the Bald Eagle Industrial Park, Down- town, CSAH 8 Corridor, and the Pelo- quin Industrial Park. Added attention is also being placed towards the marketing of city owned property along Egg Lake. As a core area of the Downtown Master Plan, we are very focused on developing this area in a way that is mutually benefi- cial for the city, its residents, and in a way that meets the Downtown Design Guidelines. These guidelines were adopted by the City Council in 2007 and have been the driving force behind our cities image. We intend for this development to be a mixture of retail sales, office space, and entertainment that will blend together the cultural, recreational, and civic values we as a community appreciate. Check Your Detectors Of the 570 calls that the volunteers of • Smoke alarms should be located on the Hugo Fire Department responded to in 2012, over 100 of them were "alarm calls". These are calls where flames or smoke are not seen but a smoke detector, carbon monoxide detector, or other such alarm was heard or gas was smelled. The Hugo Fire Department would like to remind residents to properly main- tain the detectors in their homes. Please follow these guidelines to keep your family safe: Test your CO/smoke detectors monthly. every level, inside every sleeping room, and outside sleeping areas. Every time you change your clocks, change your batteries. Please remember to install them correctly. Smoke/CO detectors have an expi- ration date! Please take a moment and check your manufacturer date located on the back side of your detector. Most detectors should be replaced 7-10 years after the manu- facture date. A Library Express is located at Hugo City Hall. You can check out a book through Washing- ton County's Library Website and pick it up at City Hall. You can also return books. Recreation Programs Movie Night in the Pa. Now showing! On Friday, September 27, Escape From Planet Earth (PG) will be shown at Hanifl Fields Athletic Park (7032 137th Street). Bring your friends, family and lawn chairs and enjoy a free movie at the park! The bonfire will start at 7:00pm and the movie will start at sunset at approxi- mately 7:30pm. The movie is 90 minutes long. Snow Jam Save the date for the third annual Snow Jam that will be held on Saturday, January 11. This family friendly event will have your kids rocking out to a DJ and enjoying inflatable games all afternoon! The City of Hugo has partnered with the White Bear Lake School District to make the gymnasium at Oneka Elementary (4888 Heritage Parkway North) open to all Hugo residents. Tot Time & Family Time will begin November 3 and go through March 30. Activity options may include a bounce house, basketball, bowling, sensory development toys, age 0-2 play space and an assortment of toys for all ages and developmental stages. Parent or guardian supervision is required. So, what are some ways we as individuals and as a community can do to lessen our water impacts and become more sustainable? A good place to start is with your landscape irrigation needs. Here are a few quick tips: • Apply 2-4 inches of organic mulch around plants to reduce evapora- tion — save hundreds of gallons a year! • Adjust your lawn mower to a height of 1.5 to 2 inches. The taller grass shades roots and holds soil moisture better than short grass. • Minimize evaporation by watering only during the early morning hours when temperatures are cooler and winds are lighter. • When installing and establishing new plants, water your plants deep- ly, but less frequently to encourage deep root growth and drought tol- erance. • When giving your pet fresh water, do not dump the old water. Instead pour it into a hanging basket or flower pot. • Those leftover ice cubes from your drink? Don't throw them out, pour them on a plant. Other options include capturing rain- water to be either directed or stored for irrigation uses. A good example of water storage right here in Hugo is at Hanifl Park where you will find a rain barrel that is connected to the build- ings downspout. Rainwater col- lected in this barrel is used for irrigation of the surrounding landscape. Another local exam- ple is at City Hall with the exten- sive raingarden plantings which capture all of the water flowing from parking lot and roof. Instil- lation of these raingardens came in as a result of a need to improve the capacity of stormwater pipes behind City Hall. Instead of the costly project of replacing storm - water pipes, the city was able to instead install these raingardens which allow for the infiltration of the water eliminating the need to send it into the stormwater infrastructure. Plus raingardens are great attractors for birds and butterflies! Additional LGA, But None for Hugo Despite the addition of $80 million to the Local Government Aid ante, the City of Hugo will not receive any LGA in 2014. The city continues to be frozen out of the formula that will dis- tribute over $507 million to local gov- ernments next year. The last year the city received any LGA was in 2002. Cities that receive LGA are re- quired to use it for property tax re- lief. "The residents of our community pay into the state coffers but our com- munity receives nothing back," notes Hugo Mayor Tom Weidt. "The City Council will continue to keep our tax rate low without this aid", he add- ed. At their September 3rd meeting the City Council will consider adopt- ing a preliminary tax levy that will re- duce the urban tax rate by 0.23%. The Finance Department will assemble the 2014 budget document based on this decreased tax rate. The public is invited to speak at the December 2 regular City Council meeting, held at 7: 00 pm at City Hall, before the final budget and tax levy are adopted.
