This project is scheduled for July and August in partnership with MNDOT and the HWY 61 and CR 4 intersection improve- ments. County Road 7 from the County's west border in Grant, through Hugo, and to May Township will be reclaimed and replaced during August and September. State Projects MNDOT will be constructing a roundabout at the intersection of County Road 4 (170th Street k f North) and Highway 61 the summer of 2013. City Projects 2013 City 2 As a part of the City's Road Goals Maintenance Plan, the City fills cracks and seal coats streets each iEf�iei Emergency 3 year. City Council Also, Elmcrest Avenue, north of County Road 8 / Frenchman Road, will be maintained. Crack filling will happen May to early June and seal coating will start mid to late July. Economic 4 Residents in these areas are asked to not park vehicles on the roadways during these Development projects so that these operations can be completed. A map of the exact street locations is available on the City's website. Fire Chief 4 Message The City will bring Municipal Well Number 6, located at the end of 125th Street North east of Highway 61, on line in the spring of 2013. The construction and operation of this well Spring Clean 5 will help the City provide potable water to the residents now and in the future. NiNOrical pprELilw The Historical Com- mission is charged with preserving and protecting the history of Hugo. Meetings are held on the third Tuesday of each month at 7:00 p.m. in the Oneka Room. No Historical Commission is complete without volunteers and community histori- ans, so anyone who would like to attend or contribute is welcome. 201S Ci,t� c,oa Ls Goal #1 Infrastructure In 2013, the City will evaluate and imple- ment a number of infrastructure improve- ments. These include developing the CSAH 4 Corridor Plan, developing funding for the pavement management program, focusing on stormwater management projects, forming high speed internet provisions, and evaluating City facility space needs. Goal #2 Public Safety The Joint Powers agreement with White Bear Lake for Basic Life Support services will be updated. The Fire Department will work on leadership succession plan. The City will review their disaster response plans, specifically, the security of public buildings and the costs associated with that. Goal #3 Economic Development Long term strategies will be developed for industrial developments. This will include a study of the Northern Area Gateway Plan and a discussion on the extension of City services to this area. A marketing plan for the City will be implemented which includes incentives to do business in Hugo, identifying marketing options, and costs as well as needs for targeted industrial parks. Redevelopment of downtown Hugo contin- ues to be a priority which includes focus on partnering with individuals on the stock lumber site and the sale of the City -owned properties. The City will also continue to reach out to existing businesses. Goal #4 Parks Projects Recreational programming will continue to expand to include teens and seniors. Identifying funding sources for redevelop- ment of Lion's Park will include looking at grants, donations, private investments, and park funds. The City will look into incorporating a Veteran's memorial within Lions Park. Location and funding options will be discussed for a City dog park. Missing trail links within the City will be identified and completed. Goal #5 Comprehensive Plan Implementation Metropolitan Council grant opportunities to help initiate land use studies for mixed- use zoning areas will be researched. Zoning and subdivision ordinances will be reviewed and updated. The stormwater plan will be completed. The downtown plan will be reviewed. Goal #6 Water Conservation A Water Conservation Committee will be formed to orchestrate discussions on stormwater reuse/management and water rates/conservation. Water conservation education, encouragement and incentives will be established. The City will look at the possibility of collaborating with other cities and entities on water supply options. Hugo receives International Business Retention and Expansion Award. Ongoing Priorities The Hugo City Council also maintains ongoing priorities. Examples of times when CodeRED system could be utilized: drinking water contamination, utility outage, evacua- tion notice, missing person, fire or flood, weather emergency, bomb threat, hostage situation, chemical spill or gas leak, and other emergency incidents where rapid and accurate notification is essential for life Your New C�t� CokAzbL The November 2012 election brought about some changes to the Hugo City Council. Running unop- posed, Councilman Tom Weidt was elected Mayor and began his term in 2013. After serving on Commis- sions for several years, Weidt served as Councilman - At -Large for 4 years. This service is free to all Hugo residents and businesses located within Hugo. Councilman -At -Large. Phil Klein was re-elected by Ward 2. Former Hugo Mayor of 16 years, Fran Miron, was elected as County Commissioner for Washington County. Miron passed the gavel to Mayor Weidt at a ceremony in January 2013, marking the beginning of Weidt's two year term. Ewt.eoLol Ask Borer The emerald ash borer has continued to spread, killing millions of ash trees in Minnesota cities. The City recommends that property owners research the emerald ash borer and determine the best course of action for their personal property. There are a couple of common ways used to prevent and minimize the impact on your ash trees. These in- clude forest management and diversification of tree species. The other common option is continued use of preventative treatments on ash trees. If any ash trees are infested, a contractor should be hired to cut down and dispose of the trees properly. Whether you have property with ash trees or not, please remember that the transfer of firewood is discouraged and should be done with caution as needed. On parks and other city properties, trees and forests have always been managed to include a diversity of species. Significant impacts due to the emerald ash borer are not anticipated on City -owned lands. The new medical office building is currently under construction and is anticipated to be completed this summer. A grand opening is planned for May 15th. Xcel Energy Adds 3rd Phase to Training Center At its November 19, 2012 meeting City Council approved a site plan for phase three of the Xcel Energy Training Center. The third phase consists of a 5,000 square foot ware- house addition. The Xcel Energy building will be approximately 40,000 square feet with the addition of phase three. Christ Lutheran to Build Church in Hugo The City recently received a site plan application from Christ Lutheran Church to build a new church on the vacant lot north of the Healtheast building off of Everton Avenue. The project proposes a 13,350 square foot building with worship and class- room space. The church hopes to start construction this spring. Keep in mind these devices do not last forever, most have a 10 year service life. Please take a moment to check the manufacture date on yours and replace them if they have surpassed their lifespan. As always, create a fire escape plan (if you do not have one) and practice the plan. It should take about two weeks to complete all hydrants. Flushing purges rust and stagnant water from the distribution system and identifies hydrants in need of mainte- nance. Street Sweeping Begins April 1 The Public Works Department will be sweeping all paved streets starting Monday, April 1. Typically, sweeping takes place Monday through Friday between the hours of 7:00am and 4:30pm and takes about two weeks to complete. Waters Edge 2nd Addition and Diamond Point East are developments that experienced the most activity. The City's vacant lots are quickly dwindling and the City anticipates seeing new residential plats as a result of the limited number of available lots. Spring is a popular time for homeowners to begin tackling a variety of home improve- ment projects from simple repairs to entire makeovers. Many of these undertakings require a permit. Baseball, basketball and soccer are taught in a safe, structured environment with lots of encour- agement and a big focus on fun. The Mini - Hawk games and activities were designed to allow campers to explore balance, movement, hand/eye coordination, and skill development at their own pace. Skyhawks staff are trained to handle the specific needs of young athletes. All par- ticipants receive a t -shirt, soccer ball and a merit award. The participant -to -coach ratio is approximately 8:1. For ages 4-7. Skyhawk's Multi -Sport Camp The multi -sport camp is designed to intro- duce athletes to a variety of different sports in one setting.
