Hugo Elementary School Play Sructure Request
Barb Kearn, White Bear Lake School District, was present to review the proposal to install play equipment
at Hugo Elementary School. A letter, dated 2/24/2000, had been sent to her requesting further clarification
of some issues that concerned the Park Commission. Her response is attached to these minutes. Additional
clarification, detailed below, was prov

ided at the Park Commission meeting.
All issues and concerns must be resoled and solutions provided in the Joint Powers agreement that will be
developed between the City of Hugo and the School District.
Question 4 — If the school property is s

old or land use changes what will happen to the play equipment?
The equipment will remain on the pro erty. Hugo would like ownership of the equipment to revert to the
City if the School District no longer cntrols the property. The City of Hugo would also like the
opportunity to be the first to have an option on purchasing the property for parkland use.
Question 7 — The City would be expec

ted to supply benches and picnic tables. The school district does not
have the funds to provide these amen ies.

t will coordinate all the engineering and volunteer labor required to
prepare the site for installation of the quipment. They will obtain and deliver drain tile, timber edges, and
the Fibar material to the site. The Ditrict will also coordinate construction and organize volunteers. Barb
was encouraged to work with Pete Peersen and the Lions Club regarding volunteer labor.
Funding — The School District is the ity of Hugo donates $25,000 to the purchase of the selected play
equipment. This money would be donated to the Hugo PTO.
Question 12 - This item concerns whe

n residents would be able to use the playground equipment. The
original answer was that the School Dstrict would prefer that the equipment be used after the close of the

school day, holidays, and weekends. This was of concern at first, but as the discussion developed, the Park
Commission agreed with the School District. Security is a very significant issue at schools today and
unknown persons are not welcomed on the school grounds. The thought that anyone, at anytime, could
enter the school grounds and be unsupervised would not be acceptable to the School District or to parents
that had children at the school. The Parks Commission agrees that use should be limited to the times listed
above. In order to allow for more flexible use of the play equipment it may be possible to establish a sign -in
procedure at the school that would allow parents to use the playground during school hours.
Additional Discussion
The Park Commission feels that the installation of new playground equipment at the Hugo Elementary
School would be a very positive and beneficial thing to do for both the school and the surrounding
neighborhood. The neighborhood, and the school, needs a new play facility. This playground area is
located within Neighborhood Park District Number 2. Constructing a playground in this location fits with
the Comprehensive Park Plan. The opportunity to construct the equipment on school property is an
advantage to the City. There is little or no land in this neighborhood district so it would be difficult to
acquire land and build a City owned park. The Park Commission feels that the School District has
responded positively and in good faith to all the questions that have been raised and the Park Commission is
in favor of donating $25,000 to the Hugo PTO as a contribution to completing this project.
Recommendation: The Park Commission recommends that the City Council authorize the
expenditure of $25,000, payable to the Hugo PTO, for the purpose of purchasing and installing new
play equipment at Hugo Elementary School. Joint powers agreement should be developed between
the City of Hugo and the White Bear Lake School District describing the relationship between them
as it relates to this playground equipment.
II. Bobber's Boats & Bait
The Park Commission has reviewed the letter from Mr. McElmury regarding selling the property located at
4444 129th St. N. It is not clear to the Commission how big this parcel is, or what exactly is for sail. If Mr,
McElmury is interested in pursuing this further the Commission requires additional information. This
information would be a site survey and the total number of acres that are for sale.
III. Park Map
The City Council, at the Council meeting on March 6, tabled the discussion on approving the preparation of
the City Base Map.
IV. Brochure
Deb Barnes has reviewed the brochure that was prepared by the Commission. She has provided excellent
comments. Robyn LaCasse will communicate directly with Deb Barnes and revise the brochure subsequent
to their conversation.
V. Park Projects
The Commission discussed the City owned property located at Egg Lake Road and Goodview. It is not clear
what this property is actually like. A site visit will be made to this land at the next meeting if time permits.
VI. Water Tower
The Commission wants to proceed with a small park development at the Water Tower Site. Plans will
proceed in April
