I. Water Tower Park
A. A site visit to the Water Toer Park was completed. Brainstorming about the site and the type
of development the commission

wants gave direction. Laurie will contact Chris, Public Works
Director, in order to find out how the site needs to function for public works. Concept plans for a
small parking lot will be devel ped and presented at the next meeting.
II. Council Update
A. The City Council approved the donation of $25,000 to the White Bear Lake PTO. Robyn LaCasse
and Dave Snyder are working on the joint powers agreement. This should be done shortly.
B. The Brochure was approved by Council and Robyn has been finalizing it. The Council wants the
Parks Commission to notify the

m before the Commission approaches any property owners. The
owners the Commission wants o approach are the Bernins, LaCasse — the property behindthe old
school house, Hauble — the pro erty south of Beaver Ponds park.
III. Centerville Trail Plan
A. Wayne LeBlanc, Centerville Parks and Recreation, sent a trail plan to the Parks Commission. The
main issue for Hugo is the trail connection to Centerville, shown along County Road 8 and
connecting to the Hardwood Creek Trail.
IV. Park Maps
A. The parks map proposal will be on the Council agenda on Monday 4/17/2000. Robyn will speak with
Chuck Haas regarding this matter in hopes of getting the proposal heard and authorized. Note: The
Council did not approve this request. Another project before the Council to create GIs mapping for
the City appears to be duplicating the mapping effort. The Parks Commission will coordinate with
this project in order to develop a

City wide park map.
B. A citywide park and trail map ill still be critical to the Commission. A case in point is the issue
before the Council on 4/30. Elmcrest Avenue, north of CR. 8 and Wenzel Farms is going to be

abandoned. Trails are coming from the south in this location. If a map had been available showing trail
connections this issue may have been resolved in another manner.
V. Bobbers Baits
A. The status of this property was discussed. The Parks Commission decided they would not pursue the
purchase of this property.
VI. Beaver Ponds Park
A. The water service for irrigation has been installed at Beaver Ponds. As soon as the weather permits
seeding and irrigation will begin.
VII. Washington County 8 Reconstruction
A. The County has been proceeding with planning. The City will need to contribute funds to build a
trail adjacent to the new road. Coordinating this project with the County is critical.
B. The Parks Commission wants to develop a crossing or an underpass to connect north Hugo to south
Hugo.
C. The County and the City should make joint grant applications to obtain funds to build the trail and the
crossing.
VIII. Rice Lake Park.
A. Greg Meyer, the contact for Hugo Thanksgiving Church, requested that the Commission assist the
Church with some recreational development on the site.
B. The Commission will not provide technical assistance to complete a proposal.
C. This park is not in a neighborhood park range and the physical condition does not lend itself to active
recreation.
D. No major money will be invested in the park for recreational activities. This park is intended to be a
nature park and active recreation is not compatible with this use.
E. The Church may build a casual softball or soccer field on the site, but the Commission may or may
not contribute a small amount of money.
F. If the Church would like to pursue this they still need to make a formal proposal to the Commission.
IX. Next Meeting Agenda
A. John Uldstuen, Snowmobile Club, will come to our next meeting to discuss the future of snowmobile
trails and the club.
B. We will invite the new City Administrator, Mike Erickson, to our next meeting.
