I. The Joint Powers agreement with White Bear Lake School District, for the play structure at Hugo
Elementary School, will be signed soon. One more signature is needed.
Il. The brochure has been approved and presented to the Bernin's and the Hauble's. The brochure can
also be shared with the LaCasse family, owners of the property north of the old school house. Pete
has talked with Mr. Haubel about his property north of Beaver Ponds Park. They discussed park
plans for the future but Mr. Haubel does not know what his family is planning.
Action: Laurie to prepare concept plan for park expansion to determine how many acres would be
needed for the desired development.
III. The council has approved the abandonment of Elmcrest Avenue contingent on the need for future
trail links.
Action: Pete is checking on the status of Lino Lakes plans for the area to determine if and were a
trail could be located.
IV. Planning for future land purchases was discussed. The land west of Oneka Lake, owned by Arcand
could be land we should look at purchasing. No action on this land will be taken at this time.
V. Land owned by Mary Mehlinger, located west of 61 and south of 4A maybe land we would like to
purchase.
Action: Laurie will collect the available base map information for this property.
VI. The commission reviewed the concept plans for the Water Tower Site. Concept E was selected.
This concept put the parking lot on the north side of the site. This would allow for the development
of more picnic area on the south side of the site. This plan would require that access to the pump
house and water tower is from the north. Dirt is required for the site to fill the southwest corner; a
local developer may have dirt available. The Commission asked that the plan be expanded to show

more context to the south. It was also noted that the trail to the west will be built on 132nd Street and not on
130th.
Action: Get Council to authorize the preparation of plans and specifications to build the parking lot.
MEMBERS NOTE: Subsequent conversation with Robyn, she checked on the doors to the pump
house and they are on the south side. The City needs access to the south side of the
buildings. Robyn thought that we should reconsider the designs. This action will be taken
to Council on June 12.
VII. Sunset Lake — The issue is over use of the small point of City owned land on the north side of the
lake. Cars are parking on the roadway posted for no parking; steep access makes the site hard to
service with trash receptacles and portable bathrooms. The city has put a trash barrel on site, but it is
usually full. Users are using the outdoors as a restroom and encroaching on private property. The
homeowners association that manages the lake is very concerned about the problem. There are
questions for the City attorney;
a. Can we close the park?
b. Can the City sell the park - are there deed restrictions?
c. Can the City restrict access to the park?
The issue on the lake also includes the land the City owns on the south side at 125th Street N. There
is a canoe access there but the road is curved and parking is also a problem.
Action: Dave and Chuck will contact Greg Geller and review the matter with him.
MEMBERS NOTE: Subsequent e-mail from Dave Strub, Greg Geller needs Council authorization
to research any deed restrictions. Dave is meeting with the homeowners Association about buying
the property. It may be possible to require a permit to use the park. The permit would off set the cost
of maintenance. It may be possible to erect a temporary barricade to discourage the use of the
property. Council would need to authorize any of these actions. A letter will be written to Council
requesting these actions.
VIII. Rice Lake Park — the issue of the lease renewal was discussed. The Commission would like to see
the current lease to determine if it restricts use in any way. The Commission sees this property being
developed as a nature park and therefor money on active recreational development should be kept to a
minimum. The Commission feels that the Church would stay for the additional time they are
requesting but that the Council void the existing lease and start a new contract.
IX. The snowmobile club is working directly with Mike Ericson on the future of snowmobile trails in
the City.
X. Beaver Ponds — irrigation and seeding will be done soon.
Action: Put up a sign that describes park project and the need to stay off the seeded field. Fliers to
the immediate neighbors should be sent explaining the development and the need to protect the fields.
XI. Nancy Chelmo has helped organize the open house for Explore Your Parks National Trail Day. The
open house is in Forest Lake on June 3, 2000 from 9:00 a.m. to 12:00 p.m.
NOTE: Please note that although we had wanted to put items on the June 5 Council meeting, the
Council has requested that no other items be placed on the agenda that night. The slaughter
house issue is on the agenda. We will request time on the agenda for a special workshop
meeting the Council is having on June 12.
