Bernin Property — The wetland delineation should be delivered to Mr. Bemin the week of July 24. The only update was that Mr. Bernin might want to retain the homestead site and not sell the house and the access to the lake at this time. II. Sunset Lake A. The Commission recommends that the City try and sell Lot 20, Block 1, Royalhaven Estates. The existing access is located on this point. Some questions arose during the discussion about this property. It was the opinion of the Commission that the City could sell the property. However, upon review of the legal opinion, prepared by Dave Snyder, it looks like this piece is restricted. Laurie will call Dave for clarification. B. The Commission recommends that we explore getting lake access from Outlot A, on the southern edge of the lake. The Wlaschins own the lot just to the south of Outlot A and this may be a location for a future parking area to support the lake access. C. The barriers, posts in the ground with space to walk through, and the sign will be installed in the next two weeks. ACTION: Dave Strube and Chuck Haas will talk, casually, with the Wlaschins about their intentions for the land. We have heard that they are trying to put it in a Land Trust. Their conversation will be about the Wlaschin's intentions, not about buying land. ACTION: Laurie will contact Dave Snyder regarding clarification on Lot 20. III. Hugo Entrance Monuments — The Commission has been asked to develop a concept for the entrance monument to Hugo. Pictures of entrance monuments from other communities were shared with the Commission. A preference for the New Brighton sign was expressed. This is a simple stone sign, on a stone base, with "City of New Brighton Welcome" etched into it. Landscaping is a simple massing of small shrubs all raised on a planting bed formed by a stone retaining wall. Some ideas that were shared included: A. They liked fieldstone as a base. B. They liked simplicity. C. A contest among local landscaping companies could be held to come up with landscape plans for the sign. D. The Hugo logo could possibly be used. E. The sign should be lit. ACTION: The Commission will think about the idea, look at other signs in the area, and develop some ideas and direction for the sign that will be shared at the next meeting. IV. City Hall Park - No improvements will be made to City Hall Park until the future of this property is known. This issue ties into the future of downtown Hugo and City Hall. ACTION: Peter Pedersen will contact Chris Petree about the possibility of some old tennis nets that could be put up. There may be some nets in storage and they will see if they can find them. V. Mahtomedi Request — We will not be donating money to Mahtomedi for tennis nets. VI. Victor Gardens (old Wenzel Farms) — This project was brought back to Planning Commission. The concept has changed and public space has been included in the design. These spaces are small and would function as town squares and gathering spaces. The developer would like to give the land to the City as park land dedication. The City would own the land and the Home Owners Association would maintain the parks. These areas are smaller than the comprehensive plans call for in neighborhood parks. However, the Commission is willing to look at this project again. The Commission was encouraged to visit Liberty on the Lake in Stillwater, the pattern for Victor Gardens. ACTION: Robyn will invite Mr. Pratt to the next Park Commission meeting. VII. Water Tower Site - Mr. Black, Royal Oaks Realty Inc., Townhomes of Bald Eagle Lake, met with Laurie at the site. He agreed to grade and seed the site as well as place Class 5 in the parking lot area. Laurie gave him Concept B, the preferred development plan. Chris Petree cleaned up the garbage behind the well house and the boulders left there can be used to form an edge for the parking lot. VIII. Beaver Ponds — Plans for development of the Hauble property were shared with the Commission. The plans showed two different scenarios. The preferred plan included a local road adjacent to the future park. This expansion could include as much as 12 acres making a neighborhood park totaling about 17 acres. ACTION: Laurie will send Pete large copies of the plan so he can share this idea with the Haubles. IX. Miscellaneous A. The Commission looked at a 60 -acre piece of property on Harrow Avenue, east of Oneka Lake. The land was bisected by a judicial ditch and will not be suitable for purchase as an athletic complex. B. Land is also available on School Section Lake. The Elsola property is for sale and is going for $26,000/acre. The Commission members will try and take a look at it. X.
