I Beaver Ponds: Residents from the Beaver Ponds neighborhood attended the
meeting.
I. They had completed selection of play equipment and worked with a rep, Jay
Webber, from Miracle Recreation of Minnesota, Inc. to create a layout. The
residents requested some changes in the play components. The cyclone slide
should be replaced with a three -track slide, a canopy roof is desirable for each
platform, a spring toy should be included, and benches should be included on
the site. The proposal the neighbors developed can be implemented for less
than $30,000. This will enable the City to purchase the play equipment
directly. Neighborhood volunteers will install the play equipment. A site
supervisor will be hired and will be on site to direct the volunteer effort. A site
plan will be presented to the Commission at the April meeting. If the
Commission accepts the site plan a recommendation to purchase the play
equipment from Miracle Recreation will be on the City Council agenda on April
16.
II. Everton Avenue Park and Open Space Planning: The plan for the
greenway and wildlife corridors, the neighborhood park, and the trail plan were
presented to the commission. The Commission supports the concept and made
the following recommendations. Show trail extensions along CSAH 8, and

Elmcrest Avenue. Show Hardwood Creek Trail adjacent to Hwy 61 so that future
connections can be shown. The Commission also supports below grade
crossings at trail and road intersections. This type of crossing will be pursued
on the CSAH 8 project and elsewhere when possible.
The Park Commission would also like to collaborate with Washington County on
the trail projects and the CSAH project as much as possible. We will invite the
County Park Commissioner for our area to one of our future meetings.
III. Bernin DNR Scenic and Natural Area Grant: The concept plan for the
Bernin site was presented to the Commission. The plan included the sedge
meadow wetland, restoration of upland oak woodland, a picnic area near the
existing house, a small play structure, a six -car parking lot, a fishing pier and a
connection to the DNR public access and a trail. The park will remain primarily
passive and natural in character. Expansion to the west and to the north is
desirable. The intent is to protect the visual quality of the site and the lake and
to maintain the natural resource. The Commission is in support of the concept
and endorses the grant application.
IV. Rice Lake Park: The lease for the building was before the City Council in
March. The Council asked the Commission for input. The Park Commission
recommends renewing the church lease for only one year. Building
maintenance was also discussed. The building will need a new roof and other
repairs as well. Future use for this site was discussed. The site has been
suggested for a future Public Works site. An athletic complex may also be an
acceptable use for the property. Mapping materials and other pertinent site
information will be gathered and an analysis of the site will be completed. This
information will be brought back to the Commission in April so that discussion
can continue. Soil borings will be requested subsequent to the April meeting.
V. Neighborhood Block Party: The discussion on neighborhood block parties
was tabled to the next meeting.
VI. Updates: 1.) The Charette process starts in April. Everyone was encouraged
to become involved. 2.) The Commission should start to look at park planning
for the future of Lions Park in the near future. 3.) Dave Strub will not be at our
meeting in April.
