Absent: David Strub Copies To: Commission Members, Michele Lindau - Community Development Assistant, John Rask- Community Development Director Beaver Ponds: I. A play equipment layout, site plan, and grading plan were presented to the Commission and neighborhood residents. The layout was based on the play equipment plans that were provided by Jay Webber, of Webber Recreational Design, previously Miracle Recreation. The total cost for providing the play equipment with tax and delivery, 2 days supervision, and the wood fiber needed for resilient surface was quoted at $32,820.00. This project will be installed with volunteer help and other expenditures will be required. Concrete footings, equipment rental, wood timber edging, landscape fabric, trash receptacles, benches, an accessible picnic table, a bike rack, and signage for the park will be included in the final costs. After the Park Commission Meeting the City Council authorized $45,000 for this project. A letter was sent to Jay Webber on May 3 authorizing purchase of the equipment. The developer for Beaver Ponds has agreed to grade the site for the play area, and to construct the bituminous trail. The grading will occur prior to playground installation; it will be desirable for the contractor to excavate the 12 inches of material from the play area and this will be discussed with them. The bituminous trail will be paved after the play structure is in place. II. Everton Avenue Park and Open Space Planning: The final plan for the greenway and wildlife corridors, the neighborhood park, and the trail plans were presented to the commission. A parkway idea and connection to downtown was also discussed. The Commission supports the plan. A discussion of how park property would be acquired in the area took place. The suggestion to be more aggressive and purchase land was discussed. Rice Lake Park: A presentation of the site analysis was completed. The Commission directed SEH to prepare concepts for park development at the park. Facilities could include soccer, softball, picnic areas, and nature trails, ski trails, play grounds, small hard court surfaces, and facilities for a future parks department of public works. IV. Neighborhood Block Party: Nancy Chelmo shared information she had collected on neighborhood block parties. The City will find out if special insurance is required but the decision was made to have neighborhood parties this summer. The selected neighborhoods are Beaver Ponds, Sweet Grass Meadows and Creek View Preserve. The schedule is a parry at Beaver Ponds in August and the other two would happen in June and July. Nancy will coordinate with John to organize the parties. It was noted that Vadnais Heights has a parry truck that they use, and rent, for this purpose. VI. Bernin Property: The grant application was submitted. The commission discussed the need to meet with the neighbors and discuss the project and parks in general in the City. These neighbors have expressed opposition to the plan at the public hearing. The neighbors should be invited to one of the next Park Commission members so that their concerns could be addressed in a very non -threatening and open manner.
