I. Beaver Ponds — All the equipment for Beaver Ponds Park has arrived and the picnic table and
benches have been assembled. If the weather is good on Saturday, the concrete pads will be poured
and the benches, table and spring toy will be installed.
Seeding has been completed. However a large rainstorm occurred and it appears that a lot of the seed
washed away. The park may need to be reseeded
Other questions and issues that need to be resolved are:
1. Has the paper work been completed for the grant Hugo received from White Bear Lake
Recreation for irrigation of the soccer field? Laurie will follow up with John Rask.
2. Snow fence needs to be purchased and installed around the soccer field before winter. Chris
Petree will be contacted.
3. The irrigation system for the soccer field needs to be inspected. Tom Weidt said that it does not
appear to be working correctly. Chris Petree will be contacted.
4. When will the bituminous trail in the park be installed?
5. A 10' bituminous trail on the west side of Flay Avenue, starting at 130th Street, has not been
installed. This segment of trail needs to be installed along with the rest of the trail system in
Beaver Ponds. This needs to be coordinated with John Rask and the developer.
II. Victor Gardens — The preliminary plat for the first phase of Victor Gardens was reviewed.
Parkland dedication was reviewed. After a lengthy discussion, the Park Commission makes the
following recommendation.
1. Accept land dedication in the first phase. The two parks that will be accepted are Park 1 and

Park 3 and the 3.41 acres total in both parks will meet the parkland dedication requirement.
2. Park 3 will be developed with recreational facilities. The Park Commission would like to see
this park development and the specific improvements by the November 2001 Park Commission
meeting.
3. Park 1 will also be accepted, and the specific development proposal for this park should also be
presented to the Park Commission by November.
4. The developer should complete all park development prior to selling lots and homes. The
Commission is concerned that future residents, exposed to marketing materials, will be expecting
parks and trails in the development and they would like to see them in place prior to selling lots.
In the past developers have promised parks to future residents and no parks were planned for or
developed. Residents have then held the City responsible for a developers promise and this has
become a critical and sensitive issue for the Parks Commission.
5. The maintenance agreement for the parks, detailed in the developers agreement, should be for as
long a period as possible. A three year maintenance period is proposed at this time. The
Commission had previously requested a five year maintenance agreement. The maintenance
agreement should be reviewed at the end of the period, regardless of its length, in order to
determine if the maintenance period needs to be extended.
6. The development agreement should state that the maintenance period begins at the time the City
accepts each phase of development as complete.
7. There was also concern over the role, responsibility, and membership of the proposed HOA.
The HOA will be responsible for the maintenance of the public parkland. The concern involves
Park 1, in particular, and the fact that it will be surrounded by businesses. Business owners may
require a different level of maintenance than the residents. The Commission is concerned that
conflict may occur in the HOA between homeowners and the businesses and that the park may
not be able to be maintained at the level the business owners desire. The Commission suggests
that there may be more than one HOA. At the very least the relationship between the
homeowners and the business owners must be clearly defined.
III. White Bear Lake Recreation — Dave Gunther and WBLR, along with the Parks Commission,
are looking for facilities and activities to offer recreational opportunities in the winter time.
More information on this will be provided in the future.
IV. Rural Preservation Public Meetings — The Met Council is hosting six such meetings around
the area for citizens, public officials, and landowners to help create a regional strategy that
balances diverse interests, promotes good land stewardship and allows for some growth. The
first meeting will be as follows.
Thursday, Sept 20th. Open house 6-7pm. Meeting 7-9 p.m. at Washington County
Fairgrounds, Hooley Hall.
V. Block Parties — Country Ponds held their neighborhood block party last weekend. Robyn LaCasse,
Pete Pederson, and Becky Petryk attended and enjoyed meeting with the residents. The Lions
contributed food and fire truck rides. The Creekview Preserve party will be held next Sunday.
The Lions are also contributing a roast pig for this party. The Lions welcome the opportunity to
talk about the club and to recruit new members. This excellent civic organization contributes so
much to the City of Hugo and they want to continue to contribute to the community and grow in
membership.
