C Absent: Tom Weidt, Nancy helmo, Copies To: Commission Members, Michele Lindau - Community Development Assistant John Rask- Community Development Director, Mike Ericson — City Administrator f Victor Gardens — One othe project developers and the project landscape architect were present at the meeting. They provided information on the specific development proposals for the future par a k system and delivered a list of the park facilities that will be constructed in all of the prks. The main focus was on Park #1 and Park #3, the two land areas that will be accepted as parkland dedication. Park #1, Victor Square, and Park #3, not named yet, will be built in the 2002 construction season. There will be no need to tie park construction to obtaining building permits. These parks are an important part of the project and they will be constructed before or as homes sites are being sold. The park development budget for Park #1 is over $270,000 and the budget for Park #3 is over $230,000. Facilities for Park #1 include a gazebo, benches, stairs and decks, picnic/games tables, kios ai ks, fountains, lighting, sidewalks, trees, shrubs, grass, irrigation, and on going mntenance. Park #3 facilities include a backstop for a softball field, a half basketball court, a tennis court, sand volleyball, play structure, barbecues, picnic tables, fences, benc ti hes trees, shrubs, grass, sidewalks, lighting, and ongoing maintenance. The Homeowners Associaon structure will consist of a master association for the whole community. There will be su i bset associations that relate to housing types. Each type of housing will have an assoc ation that meets different needs. The Development Agreement for this project is in the final draft stages and will go before http://www.ci.hugo.mn.us/Parks—Recreation/minutes/10122001.htm 9/19/2007 Parks Commission Meeting 10-12-01 Page 2 of 2 the City Council for approval. The park dedication, park development and park maintenance policies and procedures will be detailed in this agreement. II. Grants — The grant from White Bear Lake Recreation for Beaver Ponds will be submitted for reimbursement. The City is still working with the Bernin's to develop an acceptable purchase agreement for the property. III. Updates 1. The Sweet Grass Meadows Block Party was postponed until next year. 2. Everything has been completed at Beaver Ponds except for the installation of the frog and the paving of the trails. The paving is scheduled for the trails at Beaver Ponds and for the parking lot at the Water Tower Park. 3. White Bear Lake Recreation will begin the Saturday recreation program in the gym at Hugo Elementary School on November 3, 2001. The gym will be open on Saturdays from 1:00-5:00 p.m. There will be a $1.00 entry fee to help cover the cost of a gym supervisor. The Park Commission will ask the City Council to authorize spending $500.00 for equipment to be used on Saturday in the gym. The money will be used to purchase balls, jump ropes and other equipment that can be used by the kids on Saturday. The program will be able to provide its own equipment and will not need to borrow equipment from the school. IV. Comprehensive Park Plan Update The Commission began looking at the 1998 Comprehensive Park Plan. The primary objective of this review will be to identify outdated information and update that information. Maps and text will be updated and revised as needed. This is an interpretation of the events that happened at the meeting.
