Hugo, Minnesota Parks and Recreation Open Space Commission Meeting
November 14, 2001
6:30 p.m.
Firstar Bank Building

Beaver Ponds
A. All the work at the park has been completed. The trails have been paved and all the
equipment has been installed. The financial status is still below the estimated project
budget and a more detailed budget will be provided next month.
B. The snow fence that is in place on three sides of the soccer field should be installed
all the way around the entire field. It is apparent that snowmobiles will access the field
from the unfenced side and fence is needed.
Action: Chris Petree will install additional fence.
C. Trees still need to be planted on the south boundary adjacent to the Hauble property.
Action: Chris Petree will be directed to obtain and move evergreen trees to this
location and plant trees approximately every 50 feet along this line.
II. Joint Planning Commission / Council
A. The Park Commission members will be attending this joint meeting on Wednesday
11/28/2001 at the Fire Hall. A presentation will be given regarding the planning for the
Everton Avenue Neighborhood Development Plan. This plan proposes a school
campus that would include softball diamonds, soccer fields, and a gym among other
recreational facilities. The opportunity to collaborate with the school board and have a
large recreational complex built in Hugo is exciting. The commission looks forward to
listening to the proposal and being part of the discussion on how this opportunity could
be realized.

III. Comprehensive Plan Review
A. The Commission continued to review the existing Comprehensive Plan.
B. Robyn LaCasse will continue to make edits on facts and items that have been
completed.
C. The addition of a new park classification was discussed. It appears that the definition
of a park that maybe smaller than the 7 -acre neighborhood parks is needed. The
names that were discussed included pocket park, mini park, and open space park.
The definition of this park needs to be developed and will be presented and discussed
at a later meeting.
IV. Open Gym
A. The open gym at Hugo Elementary is open for business. Not many people came to
the gym the first Saturdays but it was beautiful weather and it is expected that
attendance will be a lot greater once winter arrives.
B. The City Council appropriated $500 to supply equipment for the school to use in the
gym. White Bear Lake Community Services also contributed $500 for supplies.
V. Playgrounds
A. Lions Park wood fiber is low. This needs to be supplemented in the spring to bring the
depth to the required 12 to 14 inches.
Action: Chris Petree will order the wood fiber for spring and install it at Lions Park.
B. Beaver Ponds play area should also be checked next spring for the appropriate depth
of wood fiber.
VI. Grants
A. Grant applications for 2002 were discussed. The commission was asked to think of
projects that would be appropriate for grants next year. Three general areas came to
mind; play ground grants, land acquisition, and improvement of the old school house.
B. This item will be discussed at the December meeting.
