I Bernin Property — The DNR, completing a site visit for the review for the grant application, walked
the Bemin site on May 8. John Rask, Laurie McRostie, and Bruce Bernin joined them. Hugo should
be hearing from the DNR about the grant in late June.
II. Commission Terms - The length of the Commission member's terms was reviewed. Tom Weidt
and Tom Cheesebrow began serving four-year terms in April 2001. Pete Pedersen's and Nancy
Chelmo's terms will be up in March 31, 2002.
III. Moratorium - The City Council extended the development moratorium until February 2002. A
portion of Hugo south of CR 8 and North of 125 street and between Goodview Avenue and Hwy 61
is exempt.
IV. Beaver Ponds — Plans were made to install the equipment by mid July. We now know that the play
equipment has been delivered and is being stored in a garage in the Beaver Ponds development. The
install date is Saturday, June 23. Pete Pedersen and Tom Weidt will be leading the project and
coordinating the volunteers.
V. Egg Lake — The City Council has purchased three properties along Egg Lake, east of Hwy 61. The
Commission discussed the potential for public open space along Egg Lake. Space restrictions may

limit commercial development in this area in the future. Senior housing could however be developed in the
vicinity. A park or plaza along Egg Lake could be the perfect use for this strip of land. A park or
plaza would provide a sense of place for Hugo, create a significant view along Hwy 61 and provide a
gathering place for seniors and other residents of Hugo. It would be important to connect this park or
plaza with the new City Hall being constructed across the highway. This crossing must be safe and it
is recommended that the crossing go under Hwy 61 if possible. The Commission felt very strongly
that however the City proceeds, they must be sensitive to the existing property owners and very
respectful of their interests The Commission will send a memo to the City Council in support of
park/plaza/open space along the east side of Egg Lake.
VI. Sunset Lake — Bronwen Kleissler shared a complaint she heard from a resident on the lake about the
public access on the north side of the lake. Dave Strub, also a resident on the lake, stated that he had
been checking the site and had not observed any problems. Chris Petree, Public Works Director, is
doing a good job of collecting the garbage and maintaining the site. It is possible that the parking
restrictions are not being observed. Michelle Lindau had been contacted prior to the meeting and she
had called the County Sheriff about patrolling the area. It was pointed out that more of a safety
problem exists on the south side of the lake. People park on the opposite side of County Road 7 and
walk across the road to the lake. This location is on a curve and appears to be very dangerous. The
County has been made aware of this situation and feels that there is enough room to park cars and
that no restrictions are required.
VII. Grants - The City has received two of the grants they applied for this year. The White Bear Lake
Association granted $3500 to the City for construction of the soccer field at Beaver Ponds. Thank
you to them. The City also received a $10,000 grant from the DNR to continue the Minnesota Land
Cover Classification Mapping that has been in process. Thanks to the DNR.
VIII. Trails - The Commission also talked about trail crossings and the future alignment of County Road
8. A letter will be written to Doug Fisher and Jim Luger of Washington County expressing the desire
of the Park Commission to be involved in the design of the trails. The preferred trail crossings would
be below the road and this would need to be considered very early in the planning stages.
IX. Block Parties - The Commission continued to plan the block parties they will have this summer.
The City does not need insurance to hold the parties. Nancy Chelmo will continue to plan and she
will provide more information by the next meeting.
X. City Hall - It was pointed out to the Commission that they maybe paying about 10% for the
construction of the new City Hall. This would cover the costs for the office and space the Park
Department would occupy.
XI. CIP - John Rask is working on the CIP plan and as part of this plan he is analyzing the
appropriateness of the $1350 per household park dedication fee. The Commission will be given
more information as soon as it is available.
