II. Beaver Ponds — Tom Weidt has organized the volunteers for the June 23 installation of the play
equipment. He has people willing to help on Saturday and Sunday. Rain has been delaying some of
the prep work, but we are staying optimistic that everything will work out. The surveyors are ready
to stake the footing locations and a trench has been dug for the drain tile. Terry Bersherand, the
builder who is so generous with his help, is planning on drilling the footings on Wednesday June 20.
The soccer field construction has also been delayed because of rain. The entire park site is almost
completely fine graded. Once the site dries out that will be finished quickly and then the seeding of
the soccer field and the entire park can take place. Irrigation will also be finished.
II. Oneka Lake — Mr. Bernin, has continued to talk to the DNR about aeration for the lake. A new
contact at the DNR, Jerry Johnson, in the Division of Fish and Wildlife, Section of Fisheries, has
informed Mr. Bernin about a grant program, Project CORE, that supports Resource Enhancement.
Project CORE supports projects directed to two general areas: habitat enhancement and angler use.
The information that came from the DNR in the grant application package includes an explanation of
the process. One major goal is to increase citizen cooperation in fish management. Many types of
projects are funded including habitat improvement, reclamation, spawning areas, aeration, access,
experimental regulations and fishing piers among others. Often these projects are organized and
spearheaded by anglers and other citizen groups. This kind of cooperation needs to be demonstrated
in the application. The community needs to assist in the development of a project. A project for
Oneka Lake will continue to be pursued.

III. Bramsted Property — Developer, Mike Quigley from GOR-EM,LLC, has put a proposal before the
City to include the Bramsted Property in the MUSA. The developer, with Mike Gair from MFR, has
developed what they call "A Prototype Wildlife Corridor Planned Residential Development" Mr.
Gair presented the concept to the Park Commission. This development is included in the
Neighborhood Park 5 area and the recommendation was made to consider the possibility of providing
a neighborhood park in the northwest corner of the development. The park issue will be discussed in
the future. Public trail linkages should also be provided. An on -road bike trail is proposed for
Goodview Avenue in the future and trails could link to the City owned property in the southeast
corner of the development. The Commission welcomed the opportunity to provide input and they
look forward to a formal application.
VI. Victor Gardens — Len Pratt was present to review the Victor Gardens plans. It was confirmed that
the parks and parkland dedication concept is similar to what had been proposed earlier. At this time
park land, credit for park development and a maintenance plan will be part of the park dedication
package. The details of the agreement will be developed as the process continues. All agreements
will be finalized at the time of final plat. This item will return to the park board sometime this
summer.
VII. Everton Avenue Neighbor — Len Pratt and Jim Peterson were both present to talk about the
concepts for this neighbor. Both these developers are cooperating to create an exciting community
that will be a significant neighborhood in Hugo. The primary focus of the discussion was the new
school site and how a school should be integrated into the neighborhood. A school is the corner
stone of a community and planning for the school and reserving the land in this neighborhood will
encourage the school district to locate here. This school would be one of the best and trails would
link the school to the natural areas and other neighborhoods in the are. The educational and
experiential opportunities are enormous. Greenways, parks, parkways, trails and neighborhood parks
were discussed. They will be a significant part of the development plans that are brought to the City.
VII. CIP — The CIP plan is still being developed. The Commission will be given more information as
soon as it is available.
VIII. Updates — Robyn LaCasse told us that the Tennis Program at White Bear Lake will no longer be
using the tennis courts at City Hall. These courts are in bad shape and cannot be played on
competitively. Tennis will be played on other courts this year. She also let us know that T -Ball
enrollment has doubled in Hugo.
