HomeMy WebLinkAbout2002.11.13 Parks MinutesParks Commission Meeting 11-13-02 Minutes Page 1 of 2 Hugo, Minnesota Parks and Recreation Open Space Commission Meeting November 13, 2002 6:30 p.m. Oneka Room — City Hall Meeting Chair: Robyn LaCasse Minutes By: Laurie McRostie Present: Kitty Cheesebrow, Robyn LaCasse, Jennifer May, Pete Pedersen, Bunny Peterson, David Strub, Tom Weidt, Bronwen Kleissler, Chuck Haas, John Rask, Laurie McRostie. Absent: Copies To: Commission Members, Michele Lindau- Community Development Assistant, John Rask - Community Development Director, Mike Ericson - City Administrator I. Oneka Lake A. Bryan K. Lueth, DNR Urban Area Wildlife Manager and Dave Zappetillo, DNR Area Fisheries Supervisor attended the meeting to discuss the permit application for Oneka Lake. Oneka Lake is classified as a wildlife lake by the DNR. The lake is shallow and supports waterfowl and other wildlife. Fish are not compatible with this type of lake because they eat the food source for waterfowl. DNR Wildlife will not approve the aeration permit and DNR Fisheries will support this decision. B. The Park Department was educated about this matter and appreciated the DNR attending the meeting. C. The City would like to put a fishing or viewing pier in the lake and a permit from the DNR is required but should be no problem to get. A fishing pier will provide an activity and make the lake accessible to people who will be using the park in the future. II. Park Land Acquisition A. Mr. and Mrs. Meyers responded to the add in the Hugonian about parkland. They own 22 acres of land on the north side of Hugo west of Highway 61. Hardwood Creek flows through the property and 18 acres are high ground. No chemicals or herbicides have been used on the property and it is wooded and rolling. B. The land is available and Parks will continue to keep track of this property. A site visit will occur in the future. III. Polty Homes A. The development proposal for Polty Homes was discussed. B. This plan has been modified and more parkland than is required is being dedicated. C. The developer is giving the school site to the City. D. The greenway corridor on the east side of the property is proposed but becomes quite narrow on the north end. E. The City is still very interested in obtaining a park site for the residents of Creekview Preserve to use. This development will probably not support a park in that area but the City will discuss the matter with Mr. Pratt the developer to the immediate north. Beaver Ponds A. Seeding the soccer field was discussed. B. Weather delayed the turf work V. Grants A. The MDNR Grant Packet has arrived and Parks will consider projects for application at next months meeting. VI. Victor Gardens A. A presentation of Victor Square and the park gazebo was provided. B. The gazebo and surrounding area is still in development and all the details are not worked out. C. The proposed gazebo will be a beautiful structure that recalls the French theme of the development. A beautiful public space that will support the new neighborhood and community will be created. VII. Teen Programs A. Robyn LaCasse has been approached by some of the teenage residents of Hugo. They need to have some activities programmed for them in the City. B. Robyn said that she will organize the teens and have them get together to plan what they would like to have happen. VIII. Block Parties A. Notification about block parties for next year will appear in the February issue of the Newsletter. This is an interpretation of the events that happened at the meeting.
