Centex Homes A. The Land Development Manager from Centex Homes, Steve Ach, and Len Pratt presented a concept plan for the properties west of Fenway Boulevard and north of Townhomes of Bald Eagle Lake. The properties will be developed as residential. B. A trail concept plan was presented that showed potential north south routes and east west connections. C. The 80 -acre Preserve that is owned by the City is adjacent to the property and the trail system will include the City parkland. The north south trail will eventually become part of the Clearwater Creek Greenway. D. The Commission cautioned the developers about the trail intersection that is shown just north of Bald Eagle Lake. The road in this location is curved and very narrow and it will be dangerous to bring a trail to this location at this time. E. A trail connection to the west intersecting with a trail in Lino Lakes at Tart Lake Road should also be planned for. F. No neighborhood parkland will be taken from the developers and cash will be expected for the park land dedication at the time of development. Neighborhood parks exist or will be constructed in this area and along with the 80 acres of open space there will be enough parkland to support the expected population. II. School Property — Everton Avenue Neighborhood A. Planning for the new school site, the life learning center, is continuing. John Sponsel, an Architect from the BKV Group presented the current concept plan. Approximately 750 students could attend the school and the plan showed 50% of the site as building and parking, 25-30% for organized ball fields and 20-25% is public open space. The plans are still being developed and coalitions are being formed to influence the planning. All stakeholders have not yet been identified and effort is being made to include as many parties as possible in the process. B. C. The Commission is going to be more directly involved in the planning. Pete Pedersen and Robyn LaCasse agreed to share responsibility and will attend future school planning meetings. III. Park Commission Goals for 2002 A. The City Council asked the Commission to develop goals for 2002. John Rask assembled a draft work program for 2002 and included both long-range planning projects and parks implementation projects. B. Planning projects included the update to the Parks Master Plan and working with the White Bear Lake School District to develop a new school/city park site. C. Ongoing projects include the review of development applications and making recommendations to the City Council and continuing to identify and purchase park property. D. Implementation projects include: closing on the Bernin property; reconstruct tennis courts at Lions Park; completing landscaping and soccer field work at Beaver Ponds; reviewing plans for the CSAH 8 project to insure consistency with the City's trail plan including the construction of an underpass; begin to examine neighborhood park needs west of Creekview Preserve; begin implementation and detailed design for the new school if the referendum passes; develop plans for the use and improvement of the old schoolhouse; and identify grant programs for 2003. E. The Commission approved the plan with some comments. 1. Tennis courts may no longer be an appropriate use at Lions Park. The Commission will consider other uses for the tennis court area and reconsider facilities at Lions Park in general. 2. Identifying trail segments that could be built should be included in the goal. 3. Rice Lake Park will be considered further this year but no plans are proposed at this time. IV. Land Purchase Process and Tracking A. The article that appeared in the Hugonian paper needs to be corrected to reflect the need and desire for large parcels of land. The Commission is looking for as many as 80 acres and this was not clear in the paper. B. Pete Pedersen will start to keep a log of contacts he makes and responses he receives. V. Park Fees A. Park fees are being reviewed. B. Park fees for residential development are based on the CIP for parks. This fee will increase to around $1700 per unit for residential development and will support the CIP for parks. C. Commercial development should pay some park dedication because businesses do benefit from park and open spaces. Park dedication for commercial land will only apply to subdivided land. D. The Park Commission made a motion. Raise park fees to support the CIP with all residential units being the same fee. The commercial rate will fall in line to meet the CIP. The motion carried. VI. Member Policy A. John Rask presented the Policy Relating to the Appointment and Reappointment of City of Hugo Planning Commission and Park Commission Members and the Establishment of Performance Reviews for Commission Members. B. The policy is intended to treat all commission members the same. C. As terms expire everyone will go through the interview process. Members will not automatically be reappointed. D. Six candidates have applied for the open position and they will be interviewed in March. VII. Victor Gardens — Parks A. Conditions of the final development agreement are being finalized. B. Park dedication will occur in phases and remains the same as has been discussed. VIII. Wilderness View — Preliminary Plat A. Eleven lots are being platted on property east of Beaver Ponds. B. Parkland is not needed in this location and the Commission recommends fees be taken for park dedication. C. A trail to the east as shown on the plat is required and should be installed at the time of development. IX. Updates A. An article for the City newsletter needs to be written explaining what the Parks Commission is doing. It will be important to explain the status of the Bernin property purchase. C. Pete Pedersen passed out an article about the DNR and lake aeration. The DNR is changing the policy on aerators and they may not approve permits for lakes that are in the wildlife category. This is an interpretation of the events that happened at the meeting.
