Absent: Tom Weidt, Bronwen Kleissler, Copies To: Commission Members, Michele Lindau- Community Development Assistant, John Rask - Community Development Director, Mike Ericson - City Administrator Legacy — The McCollar Property Development A. The preliminary plat for Legacy Phase 1 is moving through the process. The commission reviewed the plan and made recommendations. B. Outlot A and Outlot B will be accepted as public parks. They are located on the new proposed trail system and they make excellent public, park appendages to the trail system in Hugo. They will provide excellent places for neighbors to gather and trail users to stop and rest. C. A trail running primarily east to west will be constructed off road as part of the development. It is proposed to be 6 feet in width. If this trail is designed for bikers and walkers it may be more appropriate to have it be 8 feet wide. D. A north south trail connecting to the Clear Water Creek Preserve on the south side should be constructed. Two options are proposed. One is an off-road trail along the cul-de-sac that connects to the Preserve. Adding a trail in this location could impact wetlands. The second option is near the Creek itself on the east side of the Legacy development. The City has acquired land along the creek and this may be the location for the trail, not along the road. This issue will be studied and the solution presented at a later meeting. E. The cul-de-sac will not be constructed the way it is shown. The road will terminate at the boundary line of Clearwater Creek Preserve and a small area for a parking lot and turn around will be constructed instead of the cul-de-sac. This location will be one of the primary entrances to the Preserve. F. Although parkland is proposed to be accepted as part of the required park dedication neighborhood park requirements for this area are not completely met with this development. It is still desirable to provide a larger neighborhood park in the vicinity. G. Specifics of the parkland dedication will be finalized as the development moves through the process. II. County Road 8 A. The road alignment options continue to be analyzed. Some decisions have been made and the 140th alignment is no longer being considered because the environmental impacts exceed the benefits. Three other road alignment options at 147th, 145th and 142nd are still in consideration. B. Trail locations are still being discussed. It depends on the location of the road and the cost of the right-of-way that would be needed to build the trail. C. Off road trails following the existing ditch alignments would be acceptable and even desirable. D. An underpass below 8 is still desired. The location of the underpass should be in the vicinity of the Greenway. E. If it is not feasible to build an underpass there should be at least one trail on 8 and it should probably be on the north side. III. Meeting Guidelines A. The Park Commission adopted the meeting guidelines stating that they are excellent guides for running a fair, open and cordial meeting. B. The City Council and the Planning Commission have already adopted these guidelines. IV. Development Project Reviews A. Four development projects were reviewed and comments or recommendations were: 1. Oneka Ponds — This project is being redesigned and will be presented again. A neighborhood park is still desirable adjacent to the Bernin property but this area may be all wetland and may not be acceptable as parkland dedication. 2. Generation Acres — Parkland dedication in cash if this project proceeds. 3. Oneka Lake View South — If this project proceeds parkland dedication in cash is recommended. 4. White Oaks Fields — Parkland dedication in cash is recommended. V. Historical Society A. Kitty Cheesebrow attended the first meeting of the Hugo Historical Society. She also had spoken with the Minnesota Historical Society about the old school house. B. The schoolhouse has been altered architecturally. It will probably not be considered for significant historical designation. However this building does have a great deal of historical significance to the residents of Hugo and is valuable for its connection to the past. C. It is now possible to proceed with determining how the building can be repaired and used in the future. VI. Updates A. The City Council has now formed the Committee on Transfer Development Rights. This committee will be studying ways in which Hugo can preserve its rural character. B. The city closed on the Bernin Property. C. Jennifer May was given Steve Quast's name. He is planning a block party for his neighborhood and Jennifer will contact him and share the tips and guidelines for block parties. D. The Park Commission still needs to get an updated member roster as well as a current financial statement. This is an interpretation of the events that happened at the meeting.
