January 14, 2004

Present: Parks Commission: Kitty Cheesebrow, Pete Pederson, Robyn LaCasse, David
Strub, Tom Weidt, Jennifer May, Roger Clarke and Kelly Bailly. City Council:
Mayor Fran Miron (7:30pm), Councilmember Mike Granger (6:30pm-7:15pm) and
Councilmember Frank Puleo (7:00pm). Staff: Chris Petree, Scott Anderson and
Mike Ericson. Consultant: Laurie McRostie.
Absent: None
I. Neighborhood Meeting:
A. Oneka Ponds ParkBernin Park (Laurie McRostie): Consultant Laurie McRostie provided a
brief overview of the history of the Bernin property and the Oneka Ponds site. Laurie presented
options for the amenities located on both pieces of property and an estimated timeline for
development. Laurie then presented Option A and Option B for consideration by the Parks
Commission. The Parks Commission then allowed the residents in attendance to comment on
the options presented. The comments were as follows: do not allow too much parking at
Oneka Lake access, concerns of future light pollution, quality of Oneka Lake, restroom
facilities, request that Oneka Lake be a "No Wake" lake, do not allow parking on east side of
Greene Av. N. when property develops, enforcement of park hours, possible dog park, make
sure swings are in play equipment design, concern of speed on Goodview Av. N., possible off-
street parking for Oneka Ponds Park, would like volleyball, open space is desirable, construct
picnic shelter near play equipment, mixed use of paved and natural trails, handicap accessible.
Parks Commission Chair Robyn LaCasse asked residents to vote by a show of hands which
option they were in favor of. Residents in attendance unanimously requested Option B.
LaCasse made motion, Cheesebrow seconded, to select Option B for the desired layout of the
Oneka Ponds site and directed Consultant Laurie McRostie to work with the residents that
volunteered to select appropriate park equipment and completed a final design for the site.
All Aye. Motion Carried.
B. Future Oneka Lake Blvd. Trail (Scott Anderson): Senior Engineering Technician Scott
Anderson was present to present the Parks Commission with a proposed trail extension that

would travel from the Sweet Grass Meadows development west to Geneva Av. N. on the north
side of Oneka Lake Blvd. Sr. Eng. Tech. Anderson presented the Parks Commission with a
preliminary design of the trail and an initial cost estimate for the work. He also stated that the
City would build the trail within the road right-of-way and use any current trail easements
available. The Parks Commission then allowed the residents in attendance to comment on the
options presented. The comments were as follows: incorporate buffer along trail to eliminate
cut through traffic to Oneka Lake View development (possible pine trees and/or boulders) cul-
de-sac, majority in attendance would like a trail, definite safety benefits. Mayor Miron spoke to
residents from Oneka Lake View and stated that the City would be willing to incorporate a
buffer into the trail design.
Cheesebrow made a motion, Weidt seconded, to request that staff place this on a future Council
Agenda to approve construction of a 9' bituminous trail from Sweet Grass Meadows west to
Geneva Av. N. located on the north side of Oneka Lake Blvd. And direct staff to incorporate a
buffer between the trail and the cul-de-sac in Oneka Lake View.
All Aye. Motion Carried.
11. Review and Update Parks Commission phone and email lists
PW Director Chris Petree reviewed and updated the above information with Parks Commission
members.
111. Updates:
The Commission received updates from the Planning Commission, City Council, Parks Commission
Chair Robyn LaCasse and PW Director Chris Petree.
