HomeMy WebLinkAbout2004.09.08 Parks MinutesMinutes Hugo, Minnesota Parks and Recreation Open Space Commission Meeting September 8, 2004 7:00 p.m. Council Chambers — City Hall Meeting Chair: Pete Pedersen Minutes By: Chris Petree Present: Parks Commission: Pete Pedersen, Roger Clarke, Steven Lacher, Tom Weidt, Jennifer May and Jim Keithahn. Planning Commission: Kelly Bailly. Staff Chris Petree. Absent: Kitty Cheesebrow. Approve Minutes From August 11, 2004 Meeting Weidt made a motion, May seconded, to accept the Minutes from the August 11, 2004 Parks Commission Meeting. All Aye. Motion Carried. II. Park Fund Status Public Works Director Chris Petree provided the Parks Commission with a breakdown of park projects over the next five years and the funds that are projected to be available. Park Commission members decided to form a C.I.P. committee that would look at the park projects and budget over the next five years to determine what is feasible. Park Commissioners serving on the committee are Steven Lacher and Roger Clarke. Jim Keithahn will be an alternate when necessary. Park Commission members asked that City staff including the Finance Director, Community Development Director and Public Works Director serve on this committee as well as asking the City Council for two members to serve on the committee. Staff will place this item on the next Council agenda and ask for volunteers. III. Review Feasibility Study for Rice Lake Park Public Works Director Chris Petree provided an overview of the draft feasibility study for Rice Lake Park. Public Works Director Petree highlighted the amenities of the park which include: 5 adult soccer fields, over 220 parking stalls, play area with picnic shelter, concession/restroom building, trails both improved & unimproved and landscaping for the site. The draft feasibility study estimates the cost of these improvements to the site at $1.7 million. Public Works Director Petree stated that a phasing plan for this project was completed as part of the feasibility which would spread the cost of the project over many years. Park Commission members agreed that the feasibility study was consistent with the concept plan that was prepared and approved by the Park Commission for Rice Lake Park. Park Commission members suggested a few minor changes to the feasibility study. The changes include: place screening/barrier on the 3 soccer fields that border County Road 8 on the Page 1 Hugo, Minnesota Parks and Recreation Open Space Commission Minutes September 8, 2004 Page 2 south side and make the concession/restroom building winterized if possible. IV. Discuss Outlot A-Creekview Preserve Development Public Works Director Chris Petree provided a presentation explaining the 17 acre Outlot A, 2nd Addition that the City now owns. Public Works Director Petree also provided an update on the re - delineation of the site and identified the usable upland area adjacent to 159"' St. N. and the trail. Park Commission members identified this park as a very high priority for the City and would like to hold a neighborhood meeting at the next Park Commission meeting in October. Lacher made a motion, Keithahn seconded, to strongly recommend that the City Council authorizes the construction and funding of this park within the next year. All Aye. Motion Carried. V. Update on Oneka Lake Park Public Works Director Chris Petree provided an update on the improvements at the Oneka Lake Park. All of the improvements to the site should be completed by October 2004. VI. Updates A. Planning Commission -Kelly Bailly acknowledged that the Planning Commission received the resident's letter regarding Rice Lake Park. B. City Council -Public Works Director Chris Petree will place the Rice Lake Park Feasibility Study, 5 year park C.I.P. and the Creekview Preserve Park on the next City Council agenda. C. Pete Pedersen -Provided a status update on the Oakshore Park -Park negotiations. Pete recently attended a Board meeting for Oakshore Park where the Park was discussed. Board members stated that they would be setting up a meeting with City Administrator Mike Ericson and other City staff to continue discussions on selling this property to the City of Hugo for a park. D. Chris Petree-None. VI. Other Park Commissioner Tom Weidt asked for $200 from the Park Commission to replace damaged/worn boards for the hockey rink at Hugo Elementary. Pedersen made a motion, Clarke seconded, recommending the City contribute up to $200 to replace worn/damaged boards at the hockey rink. All Aye. Motion Carried. LOCATION — CITY HALL
