Hugo, Minnesota Parks and Recreation Open Space Commission Meeting
December 8, 2004

Present: Parks Commission: Kitty Cheesebrow, Jim Keithahn, Roger Clarke, Pete
Pedersen, Tom Weidt and Steven Lacher.
Staff Chris Petree.
Absent: Jennifer May and Kelly Bailly.
I. Approve Minutes November 10, 2004 Meeting
Weidt made a motion, Keithahn seconded, to accept the Minutes from the November10, 2004 Park
Commission Meeting.
All Aye. Motion Carried.
Select Concept Plan for Creekview Preserve 2nd Addition Outlot A Park
Public Works Director Chris Petree presented three different concept plans, prepared by Landscape
Architect Laurie McRostie, for the park in Creekview Preserve. The Park Commission discussed
the three plans and selected option #1 to construct. The Park Commission felt this option was the
safest and had the opportunity for the most play value. This option allows for the furthest setback
from 1591h St. N. and provides an opportunity for future trail connections. Petree informed Park
Commission members that following their decision on which concept plan for the park they chose,
staff would then invite the Creekview Preserve neighborhood back to one of the first meetings in
2005 to select play equipment and colors.
Lacher made a motion, Weidt seconded, to select option #1 for the park in Creekview Preserve.
All Aye. Motion Carried.
III. Select Park Names for Creekview Preserve 2nd Addition Outlot A & 100 acre
"Creekview " Park
Park Commission members discussed possibilities for names at both parks. It was then suggested
that the Park Commission wait on naming the 100 + acre "Creekview" Park until the City was
prepared to begin improvements in the area and to hold a naming contest for the park in Creekview
Preserve. Public Works Director Chris Petree informed the Park Commission that this contest could
be advertised in the City newsletter, City website and local newspapers.
Pedersen made a motion, Weidt seconded, to hold a naming contest for the park in Creekview
Preserve and advertise in the City newsletter, City website and local newspapers.

IV. Review & Discuss Park Signage
Public Works Director Chris Petree provided signs and samples from two different vendors for park
signage. The Park Commission then reviewed and discussed the different materials used in park
sign construction and selected a cost effective and low maintenance option for park signage.
Weidt made a motion, Keithahn seconded, to select Weigel Signs to construct the new park signs
out of aluminum clad MDO plywood with reflective graphics and use aluminum or steel posts with
caps.

V. Discuss Lion's Park Master Plan & Feasibility Study
Public Works Director Chris Petree shared the decision that the City Council made regarding the
master plan and feasibility study for Lion's Park. The City Council felt that it was premature to do
this work now and there are still too many variables to complete this work. Petree showed the Park
Commission the video from the City Council meeting so the Park Commission could understand the
opinions of the council members.
VI. Park Fund Committee Update
Public Works Director Chris Petree provided an update to the Park Commission and informed them
that the committee meetings would continue once the City Council adopts the fee schedule for 2005.
VII. Select Grant Writing Committee
Park Commissioners Clarke, Keithahn and Cheesebrow all volunteered to serve on a grant writing
committee with Public Works Director Chris Petree. This committee will apply for the DNR
Outdoor Recreation Grant and the DNR Local Trail Connection Grant in the spring of 2005.
VIII. Discuss Youth Sports in Hugo
Park Commissioners discussed an email from a resident that was sent to Chairperson Cheesebrow
related to youth recreation activities in Hugo. Chairperson Cheesebrow will respond to this email
and invite this resident to participate in the monthly recreation programming meetings held with the
White Bear Lake School District.
IX. Updates
A. Planning Commission -None.
B. City Council -None.
C. Kitty Cheesebrow — Provided an article to Park Commission members on a new dog park in
White Bear Township. She will contact WBT and find out more information about the park for
the next meeting. Also informed Park Commission members that the Park Master Plan update
committee feels that the Plan needs such extensive revision in the face of Hugo's changing
demographics, that it is necessary to hire a consulting firm to assist with the project. Will try to
bring a consultant on board in the spring of 2005.

X. Other: Park Commissioner Clarke provided a brief update on the Rural & Open Space
Committee and the work that has been completed to update the ordinance.
