Consultant: Laurie McRostie.
Absent: Roger Clarke and Steven Lacher.
I. Approve Minutes from June 9, 2004 meeting
Cheesebrow made a motion, Pedersen seconded, to accept the Minutes from the June 9, 2004 Parks
Commission Meeting.
All Aye. Motion Carried.
II. City Tour
1. Oakshore Park -Park Property w/ Laurie McRostie
Park Commissioner Pedersen provided an overview of the history and past use of the Oakshore
Park—Park, emphasizing the wishes of the current landowners that any future park on this site not
be lighted or designed for league play. Possible uses that were suggested by Park Commissioners
include: practice size soccer fields, basketball court, picnic area/shelter, backstop, trail
connections and 2 parking lots (No Thru Road). Consultant Laurie McRostie informed the Park
Commission that she would take the ideas of the Park Commission and develop a master plan for
the park using a neighborhood park theme.
2. Beaver Ponds Park
Public Works Director Chris Petree provided a status update on Beaver Ponds Park and the new
Parking lot that will be constructed as part of Beaver Ponds South. Consultant Laurie McRostie
also informed the Park Commission that she will complete the updated landscaping plan for this
park shortly.
3. Rice Lake Park
Public Works Director Chris Petree provided a status update on the feasibility study that is being
completed for the Rice Lake Park. The feasibility study should be completed in August and will
provide the City with a true cost estimate and phasing guideline for the development of the Rice
Lake Park. Petree also updated the Park Commission on the schedule of the Public Works

Facility and Rice Lake Community Room. The building project is scheduled for completion in
late fall 2004.
4. Gravel Pit — County Road 8 & Irish Av. N.
Park Commissioner Pedersen provided a brief overview of the site and asked that Park
Commissioners consider the site for a future athletic complex.
5. Oneka Lake Park
Public Works Director Chris Petree provided a status update on Oneka Lake Park. Petree also
notified the Park Commission that the park is on schedule and should be usable within the next
month. It was noted that caution tape has been placed around the play structure to keep children
off the equipment until final safety measures are in place.
6. Waters Edge Development and School Site
Public Works Director Chris Petree provided an overview of the development. Petree informed
the Park Commissioners of the school location and location of City roads/trails throughout the
development.
7. Heritage Ponds (Powers Property) — Inspect Barn
Park Commissioners visited the site and inspected the barn that Pratt Investments proposes to
dedicate to the City with park land. The consensus among the Park Commissioners was not to
accept the barn due to its condition, authenticity/historical value and the liability to the City to
own such a structure.
8. Tower #3 Site & Outlot in Creekview Preserve
Public Works Director Chris Petree provided an overview of the two sites. Park Commission
members asked that staff focus on the feasibility of improving the Outlot in Creekview Preserve
and work with the developer to acquire the property.
9. Old School House
This site was not toured due to time constraints. All members present indicated that they were
familiar with the site. Potential uses of the site will be discussed again at a future meeting.
10. Fable Hill & 100 acre "Clearwater" Park
Public Works Director Chris Petree provided an overview of the two sites. Park Commissioner
Clarke will continue to work towards the development of nature/low impact trails within
"Clearwater" Park. The final naming of this park will be on a future agenda.
