Hugo, Minnesota Parks and Recreation Open Space Commission Meeting
January 12, 2005

Present: Parks Commission: Kitty Cheesebrow, Jennifer May, Roger Clarke, Pete
Pedersen, Tom Weidt and Steven Lacher.
Planning Commission: Kelly Bailly.
Staff Chris Petree.
Absent: Jim Keithahn.
Approve Minutes December 8, 2005 Meeting
Weidt made a motion, Lacher seconded, to accept the Minutes from the December 8, 2004 Park
Commission Meeting.
All Aye. Motion Carried.
II. Update on Creekview Preserve Neighborhood Park
Public Works Director Chris Petree provided an update on the neighborhood park in Creekview
Preserve. The Park Commission will hold a neighborhood meeting in February to select play
equipment for the park. Two playground equipment vendors will present design concepts during
the meeting.
III. Update on Naming Contests
Public Works Director Chris Petree provided an update on the naming contest for Creekview
Preserve Neighborhood Park and the naming contest for the new community room that is located
adjacent to the new Public Works Facility. City staff has posted these naming contests on the City
website, in the City newsletter and has notified the local newspapers. The City Council will select a
name for the community room at their first meeting in February and the Park Commission will
select a name for the park at their meeting in March.
IV. Review Park Sign Samples & Select Signs
Public Works Director Chris Petree provided the Park Commission with final quotes and samples
for park signs and asked the Park Commission to select a vendor and a design. Potential future park
signage was discussed, including Arbre Park in Victor Gardens.
Pedersen made a motion, Clarke seconded, to order five new park signs from Bill Weigel Signs.
Parks that would receive signage include: Lion's Park, Beaver Ponds Park (2), Oneka Lake Park
and Creekview Preserve Neighborhood Park.

Weidt made a motion, Clarke seconded, to use the following as the City Park Sign Specification:
3' X 5' aluminum clad plywood sign (arched top), white enamel finish, edges sealed with 3M vinyl
film, 3M vinyl graphics, green border, green letters with brown outline and shading, 3" X 3" Square
steel tube posts primed and painted to match the brown in the sign and decorative top for both posts.
All Aye. Motion Carried.
V. Victor Gardens North Park Dedication Review
Dave Hemple from C.P.D.C. was in attendance and provided an overview of park improvements to
date in Victor Gardens as well as future improvements planned in Victor Gardens North Village and
other future phases. The Park Commission reviewed the report from Kendra Lindahl, planning
consultant, and recommended the following to Mr. Hemple.
Lacher made a motion, Weidt seconded, to accept the preliminary plan for Victor Gardens North
Village as it relates to parkland and trails, with the addition of a sidewalk/trail on one of the private
drives, as discussed with Mr. Hemple, and the addition of a sidewalk linking the retail to the
multi -family on the east side of the project.
All Aye. Motion Carried.
VI. Park Fund Committee Update
Park Commissioners Lacher and Clarke provided an update on the work that the Park Fund
Committee has done to date. Currently, the committee is researching funding sources and
prioritizing for fixture park projects.
VII. Grant Writing Committee Update
Park Commissioners Cheesebrow and Clarke provided an update on the status of the grant writing
for the Outdoor Recreation Grant and the Local Trail Connection Grant. The Grant Committee has
met once and will be meeting again on January 21, 2005 to continue its efforts in completing both of
these grants. Diamond Point West Resident, John Zalesky, was in attendance and asked that a
hockey rink be considered for the Diamond Point East Neighborhood Park and that it be included in
the Outdoor Recreation Grant application.
Weidt made a motion, Lacher seconded, to include a hockey rink in the concept plans for the
Diamond Point East Neighborhood Park.
All Aye. Motion Carried.
VIII. Updates
A. Planning Commission — None.
B. City Council — Joint tour with the City Council and City Commissions will be held at the new
Public Works Facility and Community Room on January 31St at 7 p.m. All Park Commissioners
are encouraged to attend.
C. Kitty Cheesebrow — None.
D. Chris Petree — None.
