Planning Commission: Kelly Bailly. Staff Chris Petree, Public Works Director Consultants: Laurie McRostie, Landscape Architect Absent: Roger Clarke and Jim Keithahn (Resigned). I. Approve Minutes January 12, 2005 Meeting Weidt made a motion, Pedersen seconded, to accept the Minutes from the January 12, 2005 Park Commission Meeting. All Aye. Motion Carried. II. Creekview Preserve Neighborhood Park Meeting 7:00 pm — 8:30 pm Vendor Presentations (Play Structures) • 7:00 pm: Minnesota/Wisconsin Playground — Harlan Lehman Two representatives from MN/WI Playground attended the meeting and presented a playground proposal that included two options for the Creekview Preserve Neighborhood Park. All equipment proposed is manufactured by GameTime. Option #1 included a large ages 5-12 play structure, a structure for ages 2-5, 2 spring toys and a 2 -swing system. Option #2 included the same 5-12 play structure as Option #1, a 2-5 slide, 1 spring toy, a new stand-alone product called the Glide Board and a 4 -swing system. • 7:30 pm: St. Croix Recreation — Mike Basich Two representatives from St. Croix Recreation attended the meeting and presented a playground proposal that included two options for the Creekview Preserve Neighborhood Park. Option #1 included a large 2-12 play structure manufactured by Big Toys, 2 spring toys, a Galaxy spinning event, a Big Toys Marquee event and a 2 -swing system. Option #2 included a large 2-12 play structure manufactured by WOW, 2 spring toys, a Galaxy spinning event, a Big Toys Marquee event and a 2 -swing system. 8:00 pm: Parks Commission and neighborhood selection of vendor & play structure Following the presentations by both vendors the neighbors in the audience were invited to review the designs with the Parks Commission, ask questions and voice their preferences. The neighbors also assisted in selecting a color scheme for the structure. The neighbors stated that they would like to see bright, primary colors at this playground. The neighbors unanimously selected the primary color palette Cherry option from the GameTime catalog. Weidt made a motion, Lacher seconded, to select Option #2 as proposed by MN/WI Playground. All Aye. Motion Carried. Weidt made a motion, Pedersen seconded, to select the primary color palette Cherry option from the GameTime catalog for colors at this playground. All Aye. Motion Carried. Public Works Director Chris Petree reviewed the timeline for construction and projected completion of the Creekview Preserve neighborhood park, informing the neighbors that the park could be completely open for play as early as July 1, 2005. III. Park Fund Committee Update Public Works Director Chris Petree and Park Commissioner Lacher provided an update on Park Fund Committees progress. The next meeting is scheduled for February 15, 2005 and an update will be provided at the next Parks Commission meeting. IV. Grant Writing Committee Update Public Works Director Chris Petree and Park Commission Chair Cheesebrow provided an update on the Grant writing process. The grant writing committee will not be applying for the Local Trail Connection Grant in 2005 due to time constraints with its funding and the construction timeline for CSAH 8. The City intends to apply for this grant in 2006 to coincide with the construction of CSAH 8. The Outdoor Recreation Grant writing is underway and the Public Works Director shared the preliminary plans for the park at Diamond Point East with the Parks Commission. This preliminary park plan includes a lighted hockey rink, pleasure rink, warming house, parking lot, play structure and trails. This plan will be reviewed in greater detail by the Parks Commission at a future meeting. V. Distribute Zoning Maps & Development Project List Public Works Director Chris Petree provided the Parks Commission with an updated zoning map and a map/list of current developments. VI. Updates A. Planning Commission — None. B. City Council — The City Council selected a name for the Community Room at the new Public Works Facility. It was named The Rice Lake Center. C. Kitty Cheesebrow — None. D. Chris Petree — Announced the resignation of Parks Commissioner Jim Keithahn, effective immediately. The City will be advertising to fill this vacancy. VII. Other — Pete Pedersen: Lions Park Plaque and discuss participation in neighborhood block parties. Park Commissioner Petersen discussed the desire of the Lion's Club to place a plaque at Lions Park honoring founding member of the Parks Commission Kathy Marier. More information about this will come to the Parks Commission at a later date. He also discussed future events planned by the Lion's Club, including their interest in continuing to support the organization of neighborhood block parties. LOCATION — CITY HALL
