Hugo, Minnesota Parks and Recreation Open Space Commission Meeting
March 9, 2005

Present: Parks Commission: Kitty Cheesebrow, Jennifer May, Roger Clarke and Tom Weidt.
Planning Commission: Kelly Bailly.
Staff Chris Petree, Public Works Director.
Absent: Pete Pedersen and Steven Lacher.
I. Approve Minutes February 9, 2005 Meeting
Weidt made a motion, May seconded, to accept the Minutes from the February 9, 2005 Park
Commission Meeting.
All Aye. Motion Carried.
II. Name Selection for Creekview Preserve Neighborhood Park
Public Works Director Chris Petree provided the Parks Commission with a list of the 12 different names
that were nominated for this park. Petree also read a letter that explained one of the name nominations,
Frog Hollow Park. It was also noted that 25% of the name nominations referenced frogs in someway.
The Parks Commission discussed the names nominated and selected Frog Hollow Park as submitted by
neighborhood resident Allen Bower. The City and Parks Commission will recognize Mr. Bower's name
nomination with a certificate of appreciation and a Historical Commission Commemorative mug.
Weidt made a motion, Clarke seconded, to select Frog Hollow Park for the name of the neighborhood
park in the Creekview Preserve development.
All Aye. Motion Carried.
III. Appointment of Tom Weidt to Planning Commission
Public Works Director Chris Petree and Parks Commission Chair Kitty Cheesebrow recognized Tom
Weidt for his four years of service to the Parks Commission and congratulated him on his appointment
to the Planning Commission.
IV. Parks Commission Vacancies & Appointments
Public Works Director Chris Petree announced the two vacancies on the Parks Commission and
informed the Commission of the City advertising to fill these vacancies. Parks Commissioner Jennifer
May announced her desire to continue to serve on the Parks Commission for another term and will
submit a letter of intent to the City Council for the March 21, 2005 meeting.

V. 2005 Parks Commission Goals
Public Works Director Chris Petree and Parks Commission Chair Kitty Cheesebrow discussed the Parks
Commission goals for 2005. The City Council adopted these goals at their February 7, 2005 meeting.
Clarke made a motion, May seconded, to endorse the 2005 Parks Commission Goals as set by the City
Council.
All Aye. Motion Carried.
VI. Park Request in Lake Air Estates Area
Public Works Director Chris Petree reviewed a letter sent from resident Georgette Deyoung requesting a
park on land owned by the City of Hugo in the Lake Air Estates neighborhood. Currently the Parks
Commission is reviewing sites for a park in that quadrant of the City and will include this site during
their future discussions. The Park Commission will also look at the site during their park tour this
summer. Public Works Director Chris Petree will inform the resident of the Parks Commissions
discussion.
VII. Park Fund Committee Update
Public Works Director Chris Petree provided an update on the progress of the Park Fund Committee.
Also, the City Council adopted the Parks Commission's recommendation to raise the Park Dedication
Fee to $2,400 per residential unit or $2,400 per commercial acre. The City Council adopted this fee at
their March 7, 2005 meeting.
VIII. Grant Writing Committee Update
Public Works Director Chris Petree updated the Parks Commission on the status of the Outdoor
Recreation Grant application and informed the Commission that it would be submitted by the March 31,
2005 deadline.

C. Kitty Cheesebrow — None.
D. Chris Petree — Informed the Parks Commission that play equipment for Frog Hollow Park is
scheduled for delivery and installation the week of June 13, 2005.
