Parks and Recreation Commission Meeting
May 11, 2005

Present: Parks Commission: Kitty Cheesebrow, Pete Pedersen, Roger Clarke, Charles Kirk,
Dan Gabrielli and Steven Lacher.
Planning Commission: Kelly Bailly.
Staff. Chris Petree, Public Works Director.

I. Approve Minutes From April 13, 2005 Meeting
Lacher made a motion, Kirk seconded to approve the minutes from the April 13, 2005 meeting.
All Aye. Motion Carried.
II. Introduction of new Parks Commission Members
New Parks Commission members Charles Kirk and Dan Gabrielli introduced themselves and
gave an overview of their background.
III. Review/Comment on Victor Gardens East park proposal
Dave Hemple from CPDC, discussed the proposed park in Victor Gardens East. The
preliminary park design includes: irrigation & sod on the entire site, plantings of numerous
trees & shrubs, 10 -stall parking lot, park gazebo, practice soccer field/open space, play
structure, basketball court and benches, picnic table, trash receptacles & drinking fountain.
Mr. Hemple will work with City staff to have the approved park signage installed at the park as
well. Mr. Hemple also requested that the Parks Commission name the park Val Jean Park
because of its location on Val Jean Blvd. and the theme in Victor Gardens. Parks Commission
Chair Kitty Cheesebrow asked that a tennis court be considered where the basketball court is
located and that the developer present other playground vendors that have low maintenance
play equipment similar to what the City has installed on the last two parks.
Pedersen made a motion, Clarke seconded to accept Val Jean Park as the name for the new
park in Victor Gardens East.
All Aye. Motion Carried.
Pedersen made a motion, Cheesebrow seconded to approve the preliminary plan for Val Jean
park with the stipulation that the developer will report back to the Parks Commission on the
possibility of a tennis court and the brand/style of the play structure.

IV. Discuss Hugo Centennial Committee
Parks Commission Chair Kitty Cheesebrow informed Parks Commissioners that next year is
Hugo's 100 year anniversary and the City Council would like at least one volunteer to serve on
a Centennial Committee. Parks Commissioner Charles Kirk volunteered to serve on the
Centennial Committee on behalf of the Parks Commission.
V. Beaver Ponds Park Update
Public Works Director Chris Petree provided an update on the landscaping project being done
by Boy Scout Eric Korlin for his Eagle Scout Badge. The plantings will take place on Saturday,
May 14, 2005. Also, City staff has received quotes for replacing the timber edging around the
play structure with concrete edging. This item is on the City Council agenda on Monday, May
16, 2005 for approval.
VI. Frog Hollow Park Update
Public Works Director Chris Petree provided an update on the Frog Hollow Park Project. City
staff received quotes for the miscellaneous concrete work at the park. This item is on the City
Council agenda on Monday, May 16, 2005 for approval. The concrete work is scheduled to be
completed by early June followed by the installation of the play structures in late June.
Landscaping, trail connections and benches/trash receptacles will be installed in July.
VII. Parks Commission Tour set for July 13, 2005
Public Works Director Chris Petree reminded Parks Commissioners that the Annual Parks
Commission Tour is scheduled for Wednesday, July 13, 2005. Parks Commissioners are
asked to meet at City Hall at 5 p.m. Public Works Director Chris Petree will also invite the City
Council to attend the tour.

IX. Other : Vice Parks Commission Chair Pete Pedersen provided an update on Good Neighbor
Days for 2005, suggested that the Parks Commission explore other grant opportunities in the
private sector and that signs need to be installed at the 105 acre park next to Fable Hill to not allow
usage by ATV's. City staff will install "No Motorized Vehicle" signs at this location.
