Planning Commission: Kelly Bailly. Staff. Chris Petree, Public Works Director. Absent: None I. Approve Minutes From July 13, 2005 Meeting Lacher made a motion, Kirk seconded, to approve the minutes from the July 13, 2005 Parks Commission meeting. All Aye. Motion Carried. II. Wilderness View 2nd Addition Developers Greg Chaffin and Sam Ashkar were present at the meeting and reviewed the site plan with the Parks Commission. The Parks Commission reviewed the Park Master Plan and identified that one neighborhood park is outlined for that quadrant of the City. Since Beaver Ponds Park already exists in this area, the Parks Commission identified that there was not a need for an additional park in this neighborhood. However, the Parks Commission did identify the desire to have a trail linking Wilderness View 2nd Addition to Wilderness View 1" Addition which is adjacent to Beaver Ponds where the park is located. Pedersen made a motion, Clarke seconded, to recommend that the City require park dedication fees in lieu of parkland for this development and require the developer to dedicate a trail easement connecting Wilderness View 1st to Wilderness View 2na All Aye. Motion Carried. III. Update on Frog Hollow Park Public Works Director Chris Petree provided a Power Point presentation of the newly completed Frog Hollow Park. City Councilmember Frank Puleo also requested that the Parks Commission consider a fence between 159th St. N. and the park. Parks Commission members decided to wait one year to see how the newly planted trees and shrubs fill in to create a natural barrier. Approve Park Sign Planting Specification Public Works Director Chris Petree provided an overview of the park sign planting specification as prepared by Landscape Architect Laurie McRostie. Staff sought approval of the park sign planting specification. May made a motion, Gabrielli seconded, to approve the Park Sign Planting Specification as presented. All Aye. Motion Carried. V. Land Acquisition/Park Planning — Review Park & Trail Map The Parks Commission reviewed an updated Park & Trail map to identify current neighborhoods in the city that have no access to neighborhood parks and to discuss future park sites and goals for 2006. These items will continue to be discussed at upcoming meetings. VI. Diamond Point East/DNR Outdoor Recreation Grant Results Public Works Director Chris Petree informed the Parks Commission that the City of Hugo was not awarded an MNDNR Outdoor Recreation Grant this year for the park in Diamond Point East. City staff has continued to meet with the developer of Diamond Point East to develop a plan for constructing this park. Staff will continue to work with the developer and report back to the Parks Commission later this fall. VII. Oakshore Park Update Public Works Director Chris Petree informed the Parks Commission that City staff continues to work with the residents of Oakshore Park to acquire the parkland in that development. In return for the land the City of Hugo would construct certain road improvements within the development. VIII. Hugo Baseball Association — Resident Inquiry Public Works Director Chris Petree informed the Parks Commission that a resident had spoken with him and City Administrator Mike Ericson about starting a baseball association in Hugo in 2006. This resident has since stated that he would not be starting the association in 2006. However, he did ask that the Parks Commission continue to consider future baseball programming needs and facilities. IX. Other Hugo Elementary Hockey Rink: Public Works Director Chris Petree informed the Parks Commission that White Bear School District officials have decided to keep the hockey rink and warminghouse at the existing location and not demolish it. City Staff has been contacted by volunteers that maintain the rink and warminghouse, asking for support to improve the conditions of the rink and warminghouse. Gabrielli made a motion, Pedersen seconded, to provide support to the school district and volunteers to improve the condition of the rink and warminghouse at Hugo Elementary. All Aye. Motion Carried. 105 Acre Park: Parks Commissioner Roger Clarke provided an overview of his work to date identifying potential trail locations on the site. Parks Commissioner Clarke received the endorsement of the Parks Commission to have a trail specialist from the MNDNR review the proposed trail alignment with him to see if there were any conflicts with the proposed alignment.
