Planning Commission: Kelly Bailly. Staff Chris Petree, Public Works Director. Absent: Kitty Cheesebrow and Dan Gabrielli Approve Minutes From December 14, 2005 Meeting Pedersen made a motion, May seconded, to approve the minutes from the December 14, 2005 Parks Commission meeting. All Aye. Motion Carried. Introduce New Parks Commissioner Rachel Berger Public Works Director Chris Petree introduced new Parks Commission member Rachel Berger. Parks Commissioner provided an overview of her background and explained her desire to serve the City of Hugo on its Parks Commission. III. Review Wlashin Farms Concept Plan Public Works Director Chris Petree provided an overview of the Concept Plan for Wlashin Farms. Tim White, Benchmark Development, described the plans in detail outlining the open space, trails and association park area. The Parks Commission expressed to the developer, a desire to acquire additional land adjacent to Sunset Lake. The City currently owns a parcel on the corner of 125th St. N. and Homestead Dr. N. The Parks Commission informed the developer that they would like to consider acquiring the property that is adjacent to the City owned property. The developer stated that they would be willing to consider this option for a possible reduction in their Park Dedication fees. May made a motion, Clarke seconded, directing staff to negotiate with the developer to acquire the property that borders Sunset Lake and is adjacent to the parcel owned by the City. All Aye. Motion Carried. IV. Discuss Diamond Point East Park Public Works Director Chris Petree provided an overview of the Diamond Point East Park Concept Plan. The Parks Commission discussed a possible phasing plan and amenities that Page 1 Hugo, Minnesota Parks and Recreation Open Space Commission Minutes February 8, 2006 Page 2 they would like to see installed this year at the park. Public Works Director Chris Petree will work with the developer and the City's Landscape Architect to finalize plans that include trails, a play structure, gazebo, hard surface court and possible future hockey rink & warminghouse. V. Skate Park Discussion / Volunteers for Community Skate Park Committee Public Works Director Chris Petree informed the Parks Commission of a community skate park committee that has been formed by the White Bear School District Recreation Department and is looking for volunteers to serve on this committee. Skate Park petitioner Joe Rainer was in attendance at the meeting and was invited to attend. Parks Commissioner Clarke volunteered to serve on the committee. The Parks Commission discussed further the desire to construct a skate park in the City and to continue researching sites including Lions Park. Pedersen made a motion, Clarke seconded, to continue researching opportunities for a skate park in Hugo. All Aye. Motion Carried. VI. Update on White Bear Lake Community Services Summer Playground Program Public Works Director Chris Petree informed the Parks Commission that the White Bear Recreation summer playground program will be held at Lions Park this summer. VII. Discuss Shelter for Beaver Ponds Park The Parks Commission included the construction of a shelter at Beaver Ponds Park in the 2006 C.I.P. It is the desire of the Parks Commission to construct the shelter this year. Kirk made a motion, May seconded, directing staff to work with Landscape Architect Laurie McRostie to develop a site plan for the construction of a shelter at Beaver Ponds Park. All Aye. Motion Carried. VIII. Discuss Portable Toilet Structure Design The Parks Commission discussed options for constructing portable toilet structures at City parks. The Parks Commission directed staff to visit different sites and take pictures of possible options. IX. Discuss Dates for Joint Meeting with City Council The Parks Commission has a desire to hold a joint meeting with the City Council to discuss projects and park funding for 2006. The Parks Commission would be able to meet before their next regularly scheduled meeting on March 8, 2006. Staff will work to coordinate this meeting. X. Other: Parks Commission Chairperson Kitty Cheesebrow informed City staff that she will be resigning from the Parks Commission effective immediately. Parks Commissioner Roger Clarke was selected to serve as acting Chairperson.
