Planning Commission: Kelly Bailly. Staff Chris Petree, Public Works Director. Consultant: Laurie McRostie, Landscape Architect Absent: Rachel Berger and Charles Kirk I. Approve Minutes From April 12, 2006 Meeting Clarke made a motion, Gabrielli seconded, to approve the minutes from the April 12, 2006 Parks Commission meeting. All Aye. Motion Carried. II. Diamond Point Park Neighborhood Meeting 7:00 pm — 8:30 pm 7:00 pm: Park Plan Overview & Cost Estimate Public Works Director Chris Petree and Landscape Architect provided an overview of the park to the Parks Commission and six residents in attendance. This park includes a softball/baseball field, play structures, picnic shelter, half basketball court, sand volleyball court and extensive trail system. Vendor Presentations (Play Structures) • 7:15 pm: St. Croix Recreation — Mike Basich Mike Basich, St. Croix Recreation, presented a proposal for the 2-12 play structure that was manufactured by Playcraft Systems and a teen play area that included a variety of equipment was manufactured by Kompan. • 7:45 pm: MN/WI Playground — Harlan Lehman Harlan Lehman, MN/WI Playground, presented a proposal for the 2-12 play structure that was manufactured by GameTime and a teen play area that included a rock wall and net climber manufactured by RockCraft and GameTime. 8:15 pm: Parks Commission and neighborhood selection of vendor & play structure The Parks Commission received comments from the neighbors that were present on the selection of the park equipment. Page 1 Hugo, Minnesota Parks and Recreation Open Space Commission Minutes May 10, 2006 Page 2 May made a motion, Pedersen seconded, to select MN/WI playground for the 2-12 play structure and swings in the river color palette in an amount not to exceed $75,000. All Aye. Motion Carried. May made a motion, Gabrielli seconded, to select St. Croix Recreation to furnish the teen play area and to include a version of the Galaxy Asterope and Biggo Solo Swing in an amount not to exceed $35,000. Furthermore, colors of the teen area and picnic shelter should match the color scheme of the 2-12 play structure whenever possible. All Aye. Motion Carried. III. Oneka Elementary School Playground The Parks Commission considered a request from Hugo/Oneka Elementary Principal Terry Dahlem for assistance in funding the playground at Oneka Elementary School. They have selected playground equipment from St. Croix Recreation at a total cost of $107,000. The school district is contributing $50,000 towards the project and the PTA has raised nearly $20,000 so far, leaving a $37,000 shortfall. The Parks Commission discussed the value of this playground equipment for the surrounding neighborhoods and the benefit to the community. Pedersen made a motion, May seconded, to donate $37,000 to the Hugo/Oneka Elementary PTA to be used for the construction of the playground equipment at Oneka Elementary School. All Aye. Motion Carried. IV. Review Portable Restroom Screening Landscape Architect Laurie McRostie was present to discuss screening options for portable restrooms at Oneka Lake Park and Beaver Ponds Park. Both sites include extensive screening with plant materials. Pedersen made a motion, Clarke seconded, to accept the proposed layout & screening plan for the portable restroom at Oneka Lake Park. All Aye. Motion Carried. Cheesebrow made a motion, Pedersen seconded, to accept option #2 at Beaver Ponds Park for the portable restroom screening plan. All Aye. Motion Carried. V. Parks Projects Funding Committee Update Tabled until the June 14, 2006 Parks Commission Meeting. VI. 2006 Parks Project Update Tabled until the June 14, 2006 Parks Commission Meeting.
