Planning Commission: Kelly Bailly. Staff Chris Petree, Public Works Director. Absent: Pete Pedersen, Jennifer May and Dan Gabrielli I. Approve Minutes From May 10, 2006 Meeting Clarke made a motion, Cheesebrow seconded, to approve the minutes from the May 10, 2006 Parks Commission meeting. All Aye. Motion Carried. II. Parks Projects Funding Committee Update Parks Commissioner Clarke provided an update of the last meeting, which included a request from the committee to form a sub -committee to help coordinate referendum efforts. The Parks Commission then discussed a timeline and the work that needs to be completed for a referendum. Cheesebrow made a motion, Clarke seconded, to advise the Parks Projects Funding Committee not to include a Parks Referendum on the ballot in 2006, but to form a referendum sub- committee that would evaluate the needs and desires of the community and prepare for a referendum in either 2007 or 2008. All Aye. Motion Carried. III. 2006 Parks Project Update Public Works Director Chris Petree provided a Power Point presentation that update the Parks Commission on the following projects. • Diamond Point Park: Clearing/Grubing is completed, rough grading is completed, concrete curbing is completed, play structure/picnic shelter installation scheduled for July 2006. • Beaver Ponds Park: PW Department will begin hauling fill to the shelter site the week of June 19th, picnic shelter installation scheduled for July 2006. • Lions Park: Water Tower #1 has been demolished and all restoration work has been completed, 8 new picnic tables have been placed in the shelter. Skate Park Committee Update (Roger Clarke) Parks Commissioner Clarke provided an update on the latest developments with the skate park committee. The committee has decided that the best location for the skate park would be at Podvin Park in White Bear Lake. The committee has also directed the youth that have been participating on the committee to form a club to help manage, maintain and raise funds for the skate park. V. Washington County — Open Space Funding Referendum Cordelia Pierson with The Trust for Public Land was present at the meeting and provided the Parks Commission with an overview of the Washington County Open Space Funding Referendum that will be on the November 7, 2006 ballot. The purpose of the referendum is to improve water quality, improve drinking water and to conserve property that is adjacent to rivers, lakes and streams. It was noted that Hugo has been identified as one of only six communities with the unique combination of greater than 3% population growth and 50% unprotected natural resources. The referendum is for $20 million over 10 years and will cost the average tax payer $25.88/year. The Parks Commission discussed the need for preservation and protection of the City's natural resources, and asked how the funds would be allotted to individual communities like Hugo if approved. VI. Parks Commission Tour July 12, 2006 For the last few years the Parks Commission has taken a tour in July to review the park projects for that year and identify future projects and needs. In light of the recent City Bus Tour taken by the City Council and all Commissions, the Parks Commission decided that it would be beneficial to take the tour later this fall to see the progress on current park projects. Staff will work on scheduling the tour in September or October 2006. VII. Other: Public Works Director Chris Petree informed the Parks Commission that representatives from the WBL ISD #624 Community Services and Recreation Department would be at the August 9, 2006 meeting to discuss community and recreational programming opportunities for residents of Hugo.
