Parks and Recreation Commission Meeting
August 9, 2006
7:00 p.m.

Present: Parks Commission: Pete Pedersen, Roger Clarke, Charles Kirk and Rachel Berger.
Planning Commission: Kelly Bailly
Staff Chris Petree, Public Works Director.
Absent: Kitty Cheesebrow, Dan Gabrielli and Jennifer May.
Approve Minutes From July 12, 2006 Meeting
Clarke made a motion, Berger seconded, to approve the minutes from the July 12, 2006 Parks
Commission meeting.
All Aye. Motion Carried.
II. Washington County — Open Space Funding Referendum (Cordelia Pierson)
Information on the Open Space Referendum was not provided to the Parks Commission in time
for the August meeting.
Berger made a motion, Clarke seconded, to table this item until the September Parks
Commission meeting.
All Aye. Motion Carried.
III. Parks & Recreation Discussion with White Bear School District (Dave Guenther)
Mr. Dave Guenther, Director of Community Services & Recreation Department for the White
Bear Lake School District, was present with his staff to provide an overview of their role in the
City of Hugo. Mr. Guenther discussed the various youth, adult & senior enrichment, recreation
and athletic programs that are offered by the school district to the residents of Hugo. Mr.
Guenther suggested that Parks Commissioners listen to residents suggestions on program
offerings and contact him to consider scheduling those programs in Hugo. Also, Mr. Guenther
requested that the City of Hugo put an article in a future City newsletter asking the residents for
suggestions on new program offerings in Hugo. The Parks Commission thanked Mr. Guenther
and his staff for attending the meeting and expressed their interest in working together to create
for opportunities for the residents of Hugo.
IV. Parks Project Funding Committee Update
Public Works Director Chris Petree provided an update on the Parks Project funding committee.
The Committee met last week and decided that the priority was to update the Parks Master Plan

and to conduct a community survey on Parks & Recreation within the City of Hugo. These items
were placed on the City Council agenda on Monday, August 7, 2006. On Monday night, the City
Council directed staff to develop an RFP and receive proposals for the update of the Parks
Master Plan and community survey.
V. 2006 Parks Project Update
Public Works Director Chris Petree provided an update of the following park projects.
• Diamond Point Park: The 2-12 yr. old play structure and swings are installed, shelter & teen
play area scheduled to be completed the week of August 28th, the basketball court and trails
are scheduled to be completed by the end of August and the baseball/softball field should be
completed by mid-September. Turf establishment and landscaping to be completed by
October 31 st
• Beaver Ponds Park: The picnic shelter is scheduled to be installed the week of August 28th. All
restoration and landscaping will be completed following the installation of the shelter.
