Planning Commission: Kelly Bailly Staff Chris Petree, Public Works Director. Absent: Charles Kirk and Rachel Berger. Approve Minutes From August 9, 2006 Meeting Pete Pedersen, Roger Clarke, Dan Gabrielli, Pedersen made a motion, Clarke seconded, to approve the minutes from the August 9, 2006 Parks Commission meeting. All Aye. Motion Carried. Resignation of Chair Kitty Cheesebrow Parks Commission Chair Kitty Cheesebrow explained her resignation from the Parks Commission due to a job change and increased working hours. Pete Pedersen will act as interim Chair until a permanent replacement can be found. Public Works Director Chris Petree informed the Commission that the City would be advertising for the vacant position on the Parks Commission and that if any members were interested in being Parks Commission Chair, they should send letters of interest to him by September 25th. City Staff will then ask the City Council to appoint a new Chair at their first meeting in October. III. Washington County — Open Space Funding Referendum (Cordelia Pierson) Cordelia Pierson was present representing the Washington County referendum for Preservation of Water Quality, Woodlands and Other Natural Areas. Ms. Pierson presented a Power Point slide show that detailed the referendum that will be on the ballot November 7, 2006. Ms. Pierson also requested that the Parks Commission make a motion to support a resolution by the City Council endorsing this referendum. Following a question and answer session with the Parks Commission the following motion was made. Clarke made a motion, May seconded, to support the Washington County Preservation of Water Quality, Woodlands and Other Natural Areas referendum and recommend that the City Council adopt a resolution of support. Parks Goal Setting, CIP & Budget for 2007 Public Works Director Chris Petree reviewed the status of the Parks Fund and the proposed CIP. The following changes were suggested by the Parks Commission: remove Lions Park improvements for $50,000(review again for 2008), combine Oakshore Park Improvements for completion in 2007 for ,$300,000, move 105 Acre Park improvements to 2008 and increase the athletic complex land acquisition to $1.5 million. V. Parks Project Funding Committee Update Public Works Director Chris Petree informed the Parks Commission that City Administrator Mike Ericson has been working on securing a consulting firm to complete a community park/recreation survey of all Hugo residents. The parks project funding committee will be meeting soon to discuss the questions that will be on the survey. VI. 2006 Parks Project Update Public Works Director Chris Petree provided on update of the 2006 Parks Projects. • Diamond Point Park: Park is nearing completion. All play equipment, shelters, landscaping and athletic facilities should be completed by the end of September 2006. • Beaver Ponds Park: Landscaping has been completed around the portable restroom area and the shelter will be installed by September 22, 2006. • Oneka Lake Park: Landscaping has been completed around the portable restroom area. • Val Jean Park: It was noted that this City park in the Victor Gardens development now has a completed tennis court available for public use. VII. Parks Commission Tour The Parks Commission will be taking a tour of City Parks during their October 11, 2006 meeting. The Parks Commission will plan on visiting Val Jean Park, Beaver Ponds Park, Diamond Point Park, Oneka Lake Park, Frog Hollow Park and the recreation facilities at Oneka Elementary School. The Parks Commission has directed staff to invite the City Council on this tour and notice the meeting accordingly. The Parks Commission will meet at City Hall at 4 p.m. on October 11th. The tour should last approximately 2 hours.
