HomeMy WebLinkAbout2006.12.13 Parks MinutesMinutes City of Hugo Parks and Recreation Commission Meeting December 13, 2006 7:00 p.m. Council Chambers — City Hall Meeting Chair: Roger Clarke Minutes By: Chris Petree Present: Parks Commission: Roger Clarke, Pete Pedersen, Jennifer May and Rachel Berger. Staff Chris Petree, Public Works Director. Absent: Dan Gabrielli. Approve Minutes From November 8, 2006 Meeting May made a motion, Pedersen seconded, to approve the minutes from the November 8, 2006 Parks Commission meeting. All Aye. Motion Carried. II. Resignation of Parks Commissioner Charlie Kirk and Update on Parks Commissioner Appointments Public Works Director Chris Petree provided the Parks Commission with a resignation letter from Charlie Kirk and informed the Parks Commission that the City has three applicants for the two vacancies on the Parks Commission. The City Council will be reviewing the applications at the December 18, 2006 Council meeting and should appoint new commissioners by the first meeting of the year. III. Oneka Elementary Gymnasium Programming Revised Schedule (Adult Volleyball & Tot Time): Public Works Director Chris Petree provided the Parks Commission with a revised schedule for the Oneka Elementary Gymnasium which includes adult volleyball and tot time. The adult volleyball is scheduled to begin in mid-January and registration is currently taking place. Public Works Director Chris Petree and Parks Commissioner Rachel Berger have been working with school district officials to secure gym supervisors and space for tot time. Petree and Berger have also received quotes for purchasing equipment for use at tot time. Total cost for equipment for the 0-3 & 3-6 age groups is approximately $6,000. Tot Time is scheduled to begin in mid-January and will be offered Tuesday & Thursday nights from 4- 6pm with the possibility of scheduling a time on the weekends as well. Petree and Berger will continue to work on finalizing the schedule, creating rules for tot time and promoting tot time to the residents of Hugo. Page 1 Hugo, Minnesota Parks and Recreation Open Space Commission Minutes December 13, 2006 Page 2 Pedersen made a motion, Clarke seconded, to authorize the purchase of $6,000 of equipment for use in the Oneka Elementary Gymnasium for tot time. All Aye. Motion Carried. IV. Withrow Elementary Playground Improvements Parks Commission Chair Roger Clarke and Public Works Director Chris Petree met with Tony Frattalone, Withrow Elementary PTA Member, who requested financial assistance from the City of Hugo for the replacement of play equipment at Withrow Elementary. The total cost for the play equipment is $40,000 and Mr. Frattalone had requested $8,700 from the City of Hugo. Approximately 20% of the students that attend Withrow Elementary are Hugo residents and the playground is identified in the City's Master Park Plan as a neighborhood park. The project would take place in the Spring of 2007. Mr. Frattalone has secured donations from May Township, Stillwater Township, the local Cub Scouts, private companies and the Withrow Elementary PTA. Pedersen made a motion, May seconded, to approve the donation of $8700 to the Withrow Elementary playground improvements. All Aye. Motion Carried. V. Updates: White Bear Lake School District Referendum: Parks Commission Chair Roger Clarke provided the Parks Commission with an update on the failed referendum that will effect operation of the school district over the coming years. Specifically, the Community Services and Recreation departments will need to reduce their 2007-2008 budgets by nearly 11 %. If future referendums don't pass, further budgets cuts will be made and will cause a significant impact on recreation and athletic programming in the district. • Diamond Point Park: Public Works Director Chris Petree informed the Parks Commission that new parts for the damaged picnic shelter have been ordered and the replacement picnic tables and garbage receptacle have been received. The park should be repaired by late Spring 2007. • Hugo Elementary Hockey Rink: Public Works Director Chris Petree informed the Parks Commission that the Public Works Department removed the hockey boards at Hugo Elementary. Due to excavation of the site during the school remodel the rink was not usable. The area has been graded to allow for use as a pleasure rink this winter and new hockey boards are scheduled to be installed in the Summer of 2007. • Senior Programming (Dan Gabrielli): Tabled until the January 2007 meeting. VI. 2007 Park Projects Public Works Director Chris Petree informed the Parks Commission that planning would soon begin for the development of the Oakshore Park — park.
