Parks and Recreation Commission Meeting
April 11, 2007
7:00 p.m.

Present: Parks Commission: Roger Clarke, Pete Pedersen, Tony Groff, Melissa Parker and Russ
Schmidt.
Staff Chris Petree, Public Works Director.
Consultant: Laurie McRostie, Landscape Architect.
Absent: Rachel Berger and Dan Gabrielli.
Approve Minutes From March 14, 2007 Meeting
Parker made a motion, Schmidt seconded, to approve the minutes from the March 14, 2007
Parks Commission meeting.
All Aye. Motion Carried.
Introduce New Parks Commissioner Tony Groff
Parks Commission Chair Roger Clarke introduced new Parks Commissioner Tony Groff. The
City Council appointed Tony Groff to the Parks Commission at their March 19, 2007 meeting.
Tony Groff was in attendance at the meeting and had a chance to introduce himself to the other
Parks Commissioners.
III. Oakshore Park Project
• Project Timeline: Public Works Director Chris Petree discussed the project timeline and
notified the Parks Commissioners that due to the impending street and utility project in
the Oakshore Park neighborhood, the project schedule would need to be adjusted and
that City staff would determine the correct timeline once the street and utility project gets
underway in the coming months.
• Park Plans (Laurie McRostie): Landscape Architect Laurie McRostie was in
attendance to provide an overview of the revised park plans. Laurie made changes to
the park plan based on comments from the Parks Commission at last months meeting.
The Parks Commission agreed that the revised design was acceptable and that planning
for the park should move forward based on the park plans that Laurie presented.
IV. Washington County Land and Water Legacy Program
Public Works Director Chris Petree presented the Parks Commission with a letter from

Washington County requesting proposals for the Land and Water Legacy Program. Public
Works Director Chris Petree also informed the Parks Commission that City Councilmember
Chuck Haas has been appointed to the Land and Water Legacy Committee by the County
Board. The Parks Commission generated many ideas for the program, most notably identifying
trail corridors that could be funded through this program. Public Works Director Chris Petree will
discuss these opportunities with Washington County and report back to the Parks Commission at
next months meeting.
V. 2007 Eagle Scout Projects
Public Works Director Chris Petree has had interest from a local Boy Scout to perform his Eagle
Scout project for the City of Hugo in the City's 105 acre Park. This project could include the
construction of passive trails, trail markers, benches and signage. Parks Commission Chair
Roger Clarke has volunteered to work with the Public Works Director and this Boy Scout to
further identify the scope of this project.
VI. Skate Park Committee Update (Roger Clarke)
Parks Commission Chair Roger Clarke provided an update on the Skate Park Committee
meetings that he has been attending. The White Bear School District in conjunction with the City
of White Bear Lake has identified Podvin Park for the potential site for a skate park. Committee
members are continuing to work through funding sources for the skate park. Parks Commission
Chair Roger Clarke will continue to provide periodic updates on the committee's progress.
VII. Oneka Elementary Gymnasium Program Update
Public Works Director Chris Petree provided the Parks Commission with an update of the fall/
winter programming that took place at the Oneka Elementary Gymnasium. Both City and School
District staff were extremely pleased with the attendance levels in all of the activities. City and
School District staff will continue to work together over the spring/summer months to refine the
programming for next fall/winter to make sure that the programs continue to advance in both
quality and attendance.
VIII. White Bear Lake School District #624 Community Services & Recreation Summer
Schedule and Program Catalog
Public Works Director Chris Petree shared the summer programming catalog with the Parks
Commission and answered questions relating to the summer programming in Hugo.
