HomeMy WebLinkAbout2007.06.13 Parks MinutesMinutes City of Hugo Parks and Recreation Commission Meeting June 13, 2007 7:00 p.m. Council Chambers — City Hall Meeting Chair: Roger Clarke Minutes By: Chris Petree Present: Parks Commission: Roger Clarke, Pete Pedersen, Rachel Berger, Russ Schmidt and Dan Gabrielli. Staff Chris Petree, Public Works Director. Absent: Melissa Parker. Approve Minutes From May 9, 2007 Meeting Pedersen made a motion, Gabrielli seconded, to approve the minutes from the May 9, 2007 Parks Commission meeting. All Aye. Motion Carried. Updates: Public Works Director Chris Petree provided a brief Power Point presentation and updated the Parks Commission on the items below. • Diamond Point Park Repairs: All park repairs were completed in May 2007 from the damage that occurred in October 2006. Damage total nearly $12,000. Oak Shore Park: Plans for the project have been revised and approved by the City Council changing the parking lots to 9 spaces on the north & south sides as well as turning the southern parking lot to run east & west. Demolition of all of the buildings was completed the week of June 4th and the site clearing was completed this week. The grading, parking lot and stormwater infrastructure construction will take place in the next few months. • Withrow Elementary Playground Replacement: Earlier this year the Parks Commission approved a donation to the Withrow Elementary school for replacing/upgrading their playground structure. The work was completed in May 2007. III. NE YMCA Needs Assessment Public Works Director Chris Petree informed the Parks Commission that the NE YMCA is conducting a needs assessment and forming focus groups with youth, adults and seniors to identify areas that the NE YMCA could improve/expand its programming. Discussion on Heritage Ponds Park Public Works Director Chris Petree provided the Parks Commission with a Power Point presentation detailing the City owned park property in the Heritage Ponds neighborhood. Public Works Director Petree reviewed the improvements that have been completed to date and asked the Parks Commission for input on future improvements. The Parks Commission discussed possible improvements to the site that could potential include a play structure, basketball court and sand volleyball court or other amenities. The Parks Commission decided to discuss this in more detail at the July and August Parks Commission meetings when the 2008 budget and 5 - year Park C.I.P. is re-evaluated. The Parks Commission also discussed naming of the park and the following motion was made. Pedersen made a motion, Clarke seconded, to name this park Heritage Ponds Park and direct staff to order park signs. All Aye. Motion Carried. V. Eagle Scout Project - 100 acre park Public Works Director Chris Petree and Parks Commission Chair Roger Clarke presented the proposed trail alignment to the Parks Commission. VI. 2008 Park CIP & Projects Public Works Director Chris Petree reviewed the current status of the Park Fund and future CIP. The Parks Commission was asked to begin planning for next years CIP and park projects. The Parks Commission requested that this item be re -visited at the July and/or August Parks Commission meetings and that the Parks Commission hold a budgeting session at those meetings. VII. Other: Parks Commissioner Rachel Berger asked that the City's Dog Ordinance be discussed as it relates to dogs on City Property. Parks Commissioner Berger stated that some residents in her neighborhood were concerned with dogs not being under physical control (leashed or verbal) at City neighborhood parks. Parks Commissioner Pedersen also noted that they had issues with dogs not being under physical control at this years Good Neighbor Days held at Lions Park. The Parks Commission discussed this item and reviewed the existing City Ordinance. The Parks Commission made the following motion. Clarke made a motion, Schmidt seconded, to request that the Planning Commission and City Council review the City's existing Dog Ordinance and consider amending it to require that all dogs be leashed while on City owned property. All Aye. Motion Carried. Adjournment: Clarke made a motion, Berger seconded, to adjourn the meeting at 8:45 p.m. All Aye. Motion Carried.
