Approve Minutes From August 8, 2007 Meeting
Pedersen made motion, Parker seconded, to approve the minutes from the August 8, 2007
Parks Commission meeting.
All Aye. Motion Carried.
II. Parks Commission Vacancy -Appointment and Introduction of 3 New
Commissioners: Jim Taylor, Noel Schmidt, and Dave Strub
The New Parks Commissioners were introduced and all Parks Commissioners and City Staff
present stated their names, where they lived, and their reason for participating on the Parks
Commission.
III. City Bus Tour on Sept. 18, 2007 at 4:00 p.m. (Leaving from Hugo Elementary — 14895
Francesca Ave. N)
City Staff reminded the Parks Commission about the City Bus Tour on September 18th, and
asked that Commissioners RSVP at the meeting. All present at the meeting RSVP'd to the City
Staff.

IV. Updates:
1. 2008 Parks Budget & C.I.P.
Public Works Director Chris Petree presented the proposed 5 -year Parks C.I.P. to the Parks
Commission. The Parks Commission discussed this and recommended that no changes were
necessary. There is a Budget Meeting on October 5t" to discuss this and other Budget items for
the Parks Department.
2. Land & Water Legacy Program
Public Works Director Chris Petree provided an update on the status of the application for funds
from the Land & Water Legacy Program. Applications are currently being reviewed and
recommendations will be made to the County Board by the end of the year.
3. 100 Acre Park (Eagle Scout Project)
Public Works Director Chris Petree and Parks Commission Chair Roger Clarke informed the
Parks Commission of the progress that has been made on the trail system to date. The entire
trail corridor has been cleared, and half the trail has been wood chipped.
a. Park Naming
The Parks Commission discussed possible names for the Park and reviewed the Park Naming
Policy. City Staff will compile the names suggested to the Parks Commission and review at the
next meeting.
4. Heritage Ponds Park
Public Works Director Chris Petree provided the Parks Commission with pictures of the
improvements to Heritage Ponds Park, which include irrigation, seed and a park sign.
5. Safe routes to school — Hugo Elementary
The City is considering a street Reconstruction project in the Hugo Elementary neighborhood.
Staff seeks a recommendation from the Parks Commission as to trails and sidewalks in the area.
Berger made motion, Pedersen seconded, to direct City Staff to provide a safe route to Hugo
Elementary, from existing trail and sidewalk system.
All Aye. Motion Carried.
6. YMCA -Youth -Senior Focus Group Results -Site visit offered
N.E. Metro YMCA Staff has requested that the Parks Commission make a site visit to inspect the
facility and review the YMCA programs.
Berger made motion, Parker seconded to schedule a tour of the N.E. Metro YMCA
All Aye. Motion Carried.
V. Oneka Elementary Gym Programming— 2007/2008 Schedule/Tot Time Equipment
Purchasing
Public Works Director Chris Petree and Parks Commissioner Rachel Berger discussed the Tot
Time Program and requested that the Parks Commission allocate additional funds to purchase
more equipment and expand the program.

Pedersen made motion, Clarke seconded, to allocate an amount not to exceed $5,000 for
additional equipment at Tot Time.
All Aye. Motion Carried.
VI. Added to Agenda — Pete Pedersen stepping down as Vice -Chair, staying as
Commissioner.
Parks Commissioner Peter Pedersen is opening up his position as Vice -Chair to the rest of the
Commission. He will be unavailable for 2 months in first quarter of 2008, and would like to make
his position available for others to fulfill. He will stay a Commissioner and continue to work on
acquisitions of Park land in Hugo. Interested Parks Commissioners should notify Public Works
Director Chris Petree before the next meeting.
VII. Added to Agenda - Update on Dog Ordinance
A revision to the dog ordinance has been drafted and was presented to the City Council at their
August 20th meeting, requiring that all dogs be leashed while at active City Parks. Parks
Commissioner Rachel Berger requested that the Parks Commission show their support of the
revised ordinance.
VIII. Adjournment
Clarke made a motion, Schmidt seconded, to adjourn the meeting at 9:38 p.m.
