Parks and Recreation Commission Meeting
July 09, 2008
7:00 P.M.
Call to Order
Roger Clarke Called the meeting to order at 7:05 p.m.
Present: Roger Clarke, Melissa Parker, Pete Pedersen, Noel Schmidt, Jim Taylor, Russell
Schmidt, Dave Strub
Absent: Rachel Berger, Dan Gabrielli
Staff Present: Chris Petree - Public Works Director, Scott Anderson — Senior Engineering
Technician, Debi Close — Parks Secretary
I. Approval of Minutes of May 14, 2008
Pedersen made a motion, Strub seconded to approve the minutes of the May 14, 2008
Parks Commission meeting.
All Aye. Motion Carried.
II. Washington County Parks — Big Marine Park Reserve
Parks Commission Chair Roger Clarke updated the commission on the Big Marine Park
Reserve. The park is located in the northern part of Washington County. It is owned and
operated by Washington County and is part of the Metropolitan Council's Regional Park
System. Parks Commission Chair Clarke informed of the picnic area, play area, swimming
beach, paved trails, shelters and boat launch.
III. Oneka Gymnasium Programming
Public Works Director Chris Petree informed the Parks Commission how tot time and open
gym at the Oneka Elementary school has continued to have a steady increase in
participation. Feedback on all programs has been positive and the popularity of the events
offered will only increase. Review of the schedule will be necessary this fall to utilize the

days that have proven to have the best attendance.
Also the City has purchased a DDR projector and pads to use during open gym time and
has made this available for the school to use. The Parks Commission should consider
adding additional equipment for future programs.
IV. Tornado Clean-up & Park Project Updates
Tornado Clean-up:
• Frog Hollow Park
All grass area was mowed and vacuumed several times to pick up debris. Trails
were swept and 6" of the play surface was replaced. One tree was damaged in the
play area. The inactive park area had a loss of several trees. Further evaluation by
the City Forester will be done in the wetlands to determine what will be done with
these trees.
Victor Square & Val Jean
The insurance adjuster and contractor will evaluate the shelter for hail damage. No
hazards were found only general repairs.
Heritage Ponds, Oneka Lake & Diamond Point
Shelter roofing will be replaced. No damage was done to any play equipment.
• Lions Park
Lions Building and Hugo Teen Center will receive new roofing, siding, sofit, facia and
trim. No other damage found.
Parks Project Updates:
• Arbre park
All concrete work was completed. 360 yards of fiber was put in and the restoration
will be completed soon.
• Oak Shore Park
Tree clearing is completed and the Concrete work is finished. The shelter and
benches will be installed starting next week. Irrigation and bituminous trails will start
in August, followed by landscaping and turf establishment in late August. Residents
requested the bell play equipment to be removed because of noise issues. The
vendor will swap this for another piece of equipment.
• Rice Lake Park
Curbing is finished and grade is at 95% complete. Next week gravel and lighting will
be started. Discussion will need to be set at a later date on organizing a group or
individual to handle rental and/or scheduling of the park. Associations have shown
great interest and excitement on the future of the park.

V. Parks Commission Staff Liaison
Chris Petree introduced Scott Anderson as the new Parks Commission Staff Liaison. Scott
Anderson is the Senior Engineering Technician for the City. He has been with the City for 5
years and has extensive knowledge on operations and policies. This position is possibly
long term and will be evaluated after a new Public Works Director is hired. This position
was created because Chris Petree had put in a resignation on May 20th, 2008. He
extended his leave date after the tornado took place on May 25th, 2008. His last day at
Hugo will be July 25th, 2008. Pete Pedersen and Roger Clark expressed appreciation for all
that Chris has done and wanted him to be aware that he will be greatly missed by all.

Taylor made a motion, Parker seconded to adjourn the meeting at 8:35 p.m.
