Parks and Recreation Commission Meeting
February 13, 2008
7:00 P.M.
Call to Order
Roger Clark called the meeting to order at 7:00 p.m.
Present: Roger Clarke, Rachel Berger, Dan Gabrielli, Melissa Parker, Noel Schmidt, Jim Taylor
Absent: Pete Pedersen, Russell Schmidt, Dave Strub
Staff Present: Chris Petree - Public Works Director, Debi Close - Secretary
I. Approval of Minutes of December 12, 2007
Roger Clark made a motion to approve the minutes of the December 12, 2007 Parks
Commission meeting.
All Aye. Motion Carried.
II. Oneka Lake Park/Bernin Property — Bruce Bernin
Discussion was made on Bruce Bernin wanting to update the parks commission on how the
property adjacent to Oneka Lake Park that he leases is being utilized. Bruce was unavailable
to attend the meeting but requested to be put on a future agenda to discuss.
III. 2008 Parks Protects:
• Rice Lake Park bid opening was completed today; Arnt Construction Company, Inc. was the
low bidder at $846,848.80. After a final tabulation of bids, it will be brought to the City Council
Meeting on February 19`h for approval.
• Oak Shore Park discussion on landscape, design and preliminary plans will been done with
Lori McRostie before a final decision. Next meeting the Parks Commission will follow up on
any adjustments made to the plans by Lori. When all is approved vendors can be discussed
and review options for the types of products to eventually be chosen. Sliding hill was added
this year, feed back from the residents and children is very positive.
• Arbre Park needs additional, engineered wood fiber and concrete border for the play area
Petree stated. This is necessary for safety and improvements that will be completed this
summer.

IV. NE Metro YMCA Community Partnership
Parks Commissioner Taylor recapped the meeting held on January 24th. Feasibility study,
population size and citizen request will help determine if new property will be utilized or
rebuilding on the existing land (currently used by the YMCA in White Bear Lake) can be done.
Discussions are still open on operating and construction costs, the YMCA has proposed
interest on an operation contract to help alleviate the expense and staffing to the City the
project would reside in.
V. Oneka Gymnasium Programming
Turn out is exceeding initial expectations. Suggestions were made to do additional programs,
utilize other local space for activities and to do some flyer card advertising to inform awareness
of the events offered to the community.
VI. Other
While discussing Oneka Gymnasium programs, Petree informed the committee that many
residents have brought to his attention that they want to have a Hugo recreation program.
Currently White Bear Lake handles 70-80% of Hugo programs. Costs, staffing, facilities,
program involvement are things that need to be considered. The City of Hugo will continue to
discuss the options.

Berger made a motion, Taylor seconded to adjourn the meeting at 8:50 p.m.
